Abstract:It is both theoretically and socially imperative to understand what drives citizens’ concerns over food safety, as outbreaks of food related health hazards have become increasingly rampant in developing countries like China. In this paper we combine recent national survey data and media reports to quantitatively examine the effects of food scandals and media exposure on food safety risk. We find that media reported food scandals are not significantly related to public concern about food safety risk, suggesting that food risk perceptions may be nationwide rather than region specific. We also find out that more educated citizens with more media exposure are more concerned about food safety risk, and the amplification effect of food scandals is more prominent among residents with higher levels of education. In contrast to our expectation, family income is not significantly related to food safety concern. We also find that females, the elderly, and urban dwellers perceive higher levels of food risk than males, youngsters, and rural residents. The government should pay more attention to public perceptions of food safety, and strengthen its risk communication capacity to mitigate media amplification effects of food safety concern. The regulatory authorities can work with other entities (e.g., food industry and NGOs) to advance food safety education to equip the public with essential knowledge to mitigate the framing and spillover effects of food scandals and rumors.

Abstract:Objective To make survey and analysis on food safety confidence of the 1613 urban resi-dents in Zhejiang Province. Methods Questionnaire survey of urban residents in Zhejiang Province on food safety knowledge, information sources and other aspects of handling the problem on 1613 residents had been investigated, which explored the consumers’ attentions, perceptions and confidence level of the current food safety issues, then analyzed the reasons for these problems, proposed of substantive measures. Results The ratio of the people focused on food safety was 67.95%, of which 26~50 years old, high school and above accounted for the majority. When meeting food quality problems, 50.34% of consumers hold it’s better to save trouble attitude and 39.99%consumers said they were not confident of China’s food safety. Conclusion Government departments, enterprises, individual consumers improved food security, established the correct view of consumption and consumer rights awareness was a feasible way to rebuild confidence in the safety of food.

Abstract:The past decade has seen what could reasonably be called an explosion in the number of food-related crises in China. Food safety issues represent a national crisis threatening the physical and psychological health of Chinese citizens, despite the repeated adoption of stringent food safety laws and regulations. This project, based on a stratified random sample of 337 households in Nanjing, assesses perceptions related to different food safety concerns and issues among urban residents and explores differences in perceptions across social strata as defined by socioeconomic and demographic variables using principal component analysis and standard statistical tests.

Abstract:The absence of original information in traceability system is the major risk to pork safety in China. An increasing number of recent media reports on pork safety problems at source have attracted great attention and thought to be a growing threat to risk perception amplification on pork safety, even leading to public panic. Understanding how people react to media report is essential to enhance pork quality management, and the design of effective information dissemination policy. This paper was among the first to explore the impact of media report about potential benefits and risk of traceability on consumer utility valuation and preference heterogeneities for select pork traits. By capturing key issues from online media reports in last three years both on benefit (positive group) and risk (negative gourp) of traceability as information shock showed to interviewees, we investigate willingness to pay from 788 consumers across sixteen traceability pilot cities, China. A orthogonal factorial design was employed, which resulted in twelve choice sets based on four two-level traits including information source (farmer or slaughter info.), production (free or captive range), brand (have or not), certificate (have or not), and three-level price. The mixed logit and latent class models are employed to examine preferences heterogeneity by using 28368 choice samples. The findings indicate that consumers value certification more than other pork traits, while only preference on farmerinfo labeling significantly imcreases in negative information group. Highly valued farmerinfo and free range labeling in same class from positive information shock, while consumer preference for free range in one class from negative group. The results suggests existence of preference heterogeneity based on two aspects of media report. Considering heterogeneity within population segments provides a framework for adapting information dissemination to react in food crisis for firm managers, and to improve pork product labeling policy interventions for food supervisors by integrating preferred pork traits in a traceability system.

Abstract:China's food safety system is characterized by widespread under-enforcement of regulations punctuated by high-profile food safety scandals. While there has been a wave of public and scholarly interest, official data on food safety are scarce, and some fundamental questions remain unanswered. We evaluate the strengths and weaknesses of media-based event data as a source for scholars and policy makers interested in understanding more about China's food safety crisis. While some biases are likely present, we find that the data produce a reasonable set of results: food safety problems are most acute in poor provinces, and where government expenditures are low. Reported food safety incidents also increase with the rate of urbanization, which may reflect the increased complexity of urban food systems or an urban bias in Chinese media. Importantly, our results indicate that media data can be a valid source for scholars interested in studying food safety or other controversial topics in China.

Abstract:In the era of fast communication, consumer attention is a hidden demand signal that cannot be ignored. This study investigates the impacts of media coverages on pork prices from the perspective of consumer concerns. We employ monthly panel data spanning from January 2018 to June 2021 at the provincial level. Specifically, the study investigates the mediating role of consumer attention, which is categorized into "active attention" and "passive attention," in the relationship between food scandal report and pork prices. The empirical results suggest a negative short-term correlation between food scandals coverages and pork prices, and reveal that passive-guided consumer attention plays a more significant mediating role than active attention in this relationship. Furthermore, a heterogeneity analysis based on the North–South partition indicates that the mediating transmission effect of consumer attention is more pronounced in regions with relatively stable supply. Overall, this study contributes to the existing theoretical literature on the impact of media coverages on agricultural prices, and provides practical implications for the government to regulate media coverages, and guide consumers to respond appropriately to food safety risks.
Consumers' Perceptions on GM Food Safety in Urban China

Abstract:The debate about the safety of genetically modified (GM) food has attracted public attention in concurrence with the rapid development of agricultural biotechnology. This paper examines the consumers' perceptions on the safety of GM food in China. Based on a unique survey dataset, this study shows that consumers in urban China have significantly changed their perceptions on GM food safety. The percentage of consumers who perceived such food as unsafe for consumption increased by more than 30% in the 2002–2012 period. Approximately half of the consumers did not have an opinion on this issue. Major shifts have been occurred after 2010, likely because of the increasing influence of negative media reports on GM technology in recent years. Several individual and household's characteristics are shown to significantly affect consumers' perceptions on GM food safety, such as gender, education, food allergy experience and resident city size. The paper concludes with policy implications.

Abstract:PurposeThis study explores whether media coverage of Chinese food safety guide consumer behaviour and determines its impact.Design/methodology/approachUsing data from the China Family Panel Studies, this study implements unsupervised machine learning methods to quantitatively identify themes in news media coverage of food safety across various provinces and regions. Based on these findings, this study examines the impact of coverage of food safety on consumer behaviour related to FAFH.FindingsWe find that media coverage of food safety in the restaurant sector significantly decreases household expenditure on FAFH relative to total expenditure. While negative coverage substantially decreases expenditure on FAFH, non-negative coverage significantly increases it. Reports of food safety incidents outside consumers' province are negatively correlated with expenditure on FAFH, whereas reports within province significantly increases such spending. Further, the negative impact of media coverage on FAFH spending is less pronounced among higher-income families, households headed by individuals with high educational levels and those with low sensitivity to newspaper information. A robust government information infrastructure also mitigates this negative impact.Research limitations/implicationsThe findings have important policy reference value for promoting the healthy development of catering and other life services by improving news reporting and the regulatory system.Originality/valueThis article employs machine learning methods to identify news reports related to food safety in the catering industry quantitatively and incorporates them into the study of household consumption in China. Consequently, this not only fills a gap in the existing literature but also provides a new perspective for interdisciplinary research in economics, sociology and computer science.
Perceptions of Food Quality: Evidence from a Survey in Shanghai

Abstract:Recent food scandals in China significantly decreased the level of consumer trust toward the food chain, and, at the same time, increased the demand for food quality and safety. This paper investigated perceptions and determinants of food quality among a sample of households in Shanghai. Survey questionnaires were collected between June and December 2014, and a total of 509 interviews were completed. Questions asked about food purchasing behaviours, dietary habits, and the importance of food quality when food shopping. Socio-demographic and socio-economic variables were also collected. We used ordered logit regressions to investigate the most significant factors associated with food quality. We found that respondents who frequently bought vegetables were 31% more likely to look for quality attributes (p < .1) and respondents who often bought rice 28% more (p < .01). Branding was also positively associated with the demand for food quality. In particular, consumers considering brand an important element were 25% more likely to believe that the product was of high quality (p < .05). Among socio-economic variables, higher income and education were significantly associated with food quality demand. Our results indicated that consumers in Shanghai paid increasing attention to food quality, and they especially associated it with traditional foods and brand. We suggested that policy makers and stakeholders in the food chain should strengthen food quality certification systems, and help consumers make better and more informed choices.

Abstract:Objective To analyze media reports on food safety standards from 2008 to 2016 for measuring effects of media reporting.Methods All the news reports on food safety standards were screened with keyword search on Baidu news database,then were categorized for statistical analysis from six aspects such as numbers,genres,themes,forms,sources and reporting tone.Results Since 2009,the number of reports on food safety standards has risen and become a specific news topic.However,relevant reports were obviously narrowed to short news with lack of in-depth reporting which could not catch real social concern.Misunderstanding of food safety standards still exists in some reports.On the other hand,websites of the government and social organizations have become important and authoritative news resources.Conclusion Since food safety standards have specialty in some degree,strategic communication must be used for risk communication for food safety.At the meantime,agencies must take full use of new media such as official website of government and professional organizations for a better and scientific public opinion environment for food safety.

Abstract:In China, the public has gradually shifted their focus from GDP growth to quality-of-life issues, which imposes new challenges for the government. The food safety problem, as a salient issue, is one such example. This article analyzes how food safety problems affect ordinary Chinese people's trust in the government and their attribution of governmental responsibility using nationally representative survey data. As food safety risks are unequally distributed in China, the political impact of food safety problems varies among people of different socioeconomic statuses. The results show that food safety problems weaken the public's trust in both the central and local governments, but this negative effect is attenuated among people with a low level of education. Moreover, the Chinese public tends to attribute major responsibility to the central government rather than local governments when perceiving the severity of food safety problems, and this tendency becomes stronger for the low-income population. The results deepen the understanding of the local-central political trust patterns and the political implications of food safety problems in China.

Abstract:Traceability system has received wide attention in solving food safety issues, via which food information could be tracked back to producer/farmers. Consumers need to obtain this information from producers or social networks, trust in the information,and consequently assess perceived risks, especially when food scandals are exposed to the media. In this study, we introduce the social embeddedness theory to understand how consumers’ social activities affect their risk perceptions on traceable food. Specifically, we investigate how risk perceptions are predicted by the interpersonal relationships, organizational level and social-level relationships. Results show that the interpersonal relationships were associated with lower levels of risk perceptions, while organizational and social relationships impacted consumer’s risk perceptions at middle and higher levels,respectively. Results also show that the "ripple effect" extended to effect of risk events with negative information, however,did not exist for the group exposed to positive information. Potential food safety implications have been proposed to identify for effective risk mitigation under media coverages.

Abstract:Food safety is a major concern among the Chinese public, with far-reaching political implications. In this study, we developed a theoretical framework to examine the effects of food safety problems on diffuse and specific political trust from the perspective of information in an authoritarian censorship context. Using the latest national survey data, we established an interactive process between the government, information environment, and Chinese public. Our results showed that exposure to Internet and information obtained via the grapevine were positively correlated with public concern about food safety, while information obtained via the mass media did not have a significant effect. A similar pattern emerged for the effects of access to different information sources on trust in the political system and central government. Political trust in the central government in China appeared to be pseudo diffuse trust. Our findings indicate that the complex information environment in authoritarian China affects public perceptions of food safety problems and multilevel political trust.

Media Source Characteristics Regarding Food Fraud Misinformation According to the Health Information National Trends Survey (HINTS) in China: Comparative Study

Abstract:Background: Ongoing rumors and fake news regarding food fraud, adulteration, and contamination are highly visible. Health risk information circulating through media and interpersonal communication channels has made health crisis an important research agenda. Objective: This study explored the issue of food fraud and the effect of misinformation. Further, it assessed whether and how these issues have provided evidence-based interventions for food handlers and regulators to mitigate fraud misinformation. Methods: The Health Information National Trends Survey (HINTS) was adopted for a collaborative study in China, after which a cross-sectional survey with door-to-door interviews was performed. Participants from Beijing and Hefei were selected using multistage sampling of adults in May 2017. Based on 4 government surveillance reports on food rumors and safety incidents, a descriptive analysis, correlation analysis, and analysis of variance were performed on the data. Results: A total of 3090 results were gathered and analyzed. Among the respondents, 83.6% (2584/3090) heard at least one food rumor. Learning about food fraud was correlated with interpersonal connections (eg, doctors or health specialists) for accessing food health information. Overall, Chinese citizens with a higher level of interpersonal connection were more likely to be concerned about food incidents with a statistical difference (P<.001). Interpersonal connection was the most frequent communication source (698/1253, 55.7%), followed by traditional media (325/1253, 25.9%) and internet portals (144/1253, 11.5%). There was a significant relationship between media use and media category in Beijing (P<.001) and Hefei (P<.001). Overall, responses to food fraud and incident risks were lower in Beijing than in Hefei (P=.006). The respondents in Beijing were confronted more frequently by food rumors (range 346-1253) than those in Hefei (range 155-946). The urban dwellers in Beijing and their rural counterparts in Hefei also differed in terms of perceiving different levels of food risks from different media sources. The food rumor narratives that examined the conspiracy belief showed that social media played more important roles in influencing attitudes against misinformation for users in Hefei than in Beijing. Conclusions: This study shows that consumers have to be on guard against not only fake food, but also spreading fake information and rumors, as well as conspiracy beliefs involving fake food. This study focused on characterizing media sources, types of food fraud misinformation, and risk perceptions of food safety, which mix urgency and suspicion, and attempted to provide evidence-based interventions for risk management guidance, with the hypothesis of significant correlations between media types and sources, and consumer exposure and perception levels of food rumors and risks.

Abstract:In many developing countries, the public is shifting its focus from economic growth to quality-of-life issues. As a result, there is extensive demand for better public administration of quality-of-life issues, ranging from air pollution to food safety problems, that threaten ordinary peoples’ health and daily lives. This article analyzes the determinants of public perceptions of food safety and the administrative effects of regional governance in different provinces with nationwide survey data. A two-level hierarchical linear regression model (HLM) with provincial factors as background-level variables and demographic factors as individual-level variables was developed to measure the influence of these factors on public perceptions of food safety. The results showed that female, young, and well-educated urban residents perceived greater risks to food safety than other groups. Administrative fiscal expenditures and local normative documents in different provinces did not have significant effects on public perceptions of food safety. However, food safety inspections weakened public perceptions of food safety. We thereby suggest that provincial governments invest in more efficient food safety projects and enhance the publicity of normative documents in popular media.

Abstract:Examining the variances in the assessments of risk, as perceived by residents, facilitates the development of appropriate risk information communication strategies. This paper aims to identify the effects of information source patterns on perceived food safety risks based on demographic factors. A national survey was conducted to examine, by means of multiple regression analysis, the relationship between the public’s perceived risks, demographic factors and information access. The study finds that residents’ preferences for information sources have been empirically proven to significantly affect their perceptions of food safety. We also find that more educated young urban dwellers, as well as those without cohabitation experience, tend to perceive a higher level of risk with respect to food safety. In contrast to our expectations, gender, family income and family size are not significantly correlated with the perception of food safety risk. The findings help to explain residents’ attitudes toward food safety administration and reactions to food hazards in the Chinese context. It is recommended that the governing authorities strengthen their communication capacities using modern communication media and make full use of traditional and face-to-face communications with respect to regulations.
