Abstract:Groundwater has played an increasing role in irrigated farming, livelihood support, poverty alleviation, and national food security in India, China, Pakistan, Bangladesh, and Nepal since the advent of the green revolution in the 1960s. This paper presents a synthesis of the results of a cross-regional research effort, based on surveys in more than 60 villages, to map the contemporary realities and constraints of groundwater use and adaptation in irrigated agriculture within smallholder farmer communities across the alluvial plains of the major Indus, Ganges and Yellow river basins in Asia. The results show a general over-exploitation of groundwater resources in Pakistan, western India and China, and relative under-utilization in eastern India and Bangladesh. But more interestingly, and despite its great significance, practically nowhere is groundwater managed in an integrated manner. As a result, its use is sub-optimal where smallholders today employ a range of adaptation and coping strategies to uphold groundwater benefits. The research findings point to various axes along which to identify solutions and focus equitable and sustainable policies and management interventions.

Abstract:In northern China, groundwater is the main water source for industry and agriculture. Most food is produced in irrigated farmland. Groundwater withdrawal has exceeded the permitted exploited power. The adverse ecological and environmental impacts of groundwater withdrawal are outlined. These include subsidence, salinization, desertification and seawater intrusion. Four methods for solving the groundwater crisis in northern China are described: development of water-saving agricultural practices and efficient water utilization; water transfer from south to north; water protection to combat pollution; and development of research on multi-water sources.

Mitigation and Adaptation Strategies for Global Change

Abstract:Over-exploitation of groundwater for agricultural practices is an increasing risk in India and has important implications for food security and livelihoods, particularly for rural households. An analysis of primary data collected from a few blocks in West Bengal, a state in India, reveals that there is limited adaptation to climate change despite awareness and a tendency to keep lowering the bore-well depth to access water. In this paper, we take stock of some of the key solutions to move the farmers towards adopting climate smart agriculture techniques, with a special focus on water resource management. We pay close attention to the debate on the emergence of water markets, and provide some fresh perspectives on the same. We also discuss the importance of 'gender-smart' approaches, extension services, ownership of local government and community participation in ensuring adaptation. Overall, this study provides a broad understanding of the issues at stake to make climate smart agriculture viable in India.

Abstract:Ensuring the sustainability and security of groundwater resources requires identification of region-specific challenges and solutions to accommodate water needs in diverse sectors, including ecosystems. They are related to extensive variations in natural conditions (e.g. geology, geomorphology and hydrology), human interventions, and political, cultural and socio-economic realities that need to be considered in working towards sustainable development. To achieve this goal, it is important to understand social transformations and societal drivers, as well as management and governance challenges which hinder effective groundwater management and access. Unlocking the future opportunities of groundwater require to integrate the existing knowledge and emerging tools and techniques to explore the unknown resources, and device governance strategies to improve livelihoods and health, build more resilient water futures, and move towards long-term sustainable and equitable groundwater use.

Abstract:Ground water resources are receiving global attention, as human population growth and development cause significant changes to the earth system. It plays a major role in ensuring livelihood security in many parts of South Asia and its contribution to poverty alleviation is substantial. The complex nature of ground water problems in the Indian Sub-continent requires a precise delineation of the ground water regimes in different hydro geological settings and socio-economic conditions and is a primary necessity for sustainable and equitable management. Strategies to respond to ground water over-exploitation and deteriorating water quality must be based on a new approach. Practical policies and various solution options urgently need to be formulated and implemented to prevent the development problems. There is pressing need to evolve workable methods and approaches based on modern scientific researches on ground water resources, as well as to build a social framework including community participation at all levels for a ground water development system. The community participation in water pumping policies, incentives of efficient use, affordability of low income users and other vulnerable groups, water awareness are prime factors for success of any ground water based water supply project.

Abstract:Researchers are now breaking traditional subject boundaries to embrace comprehensive and interdisciplinary studies. Ethics is a major branch of philosophy that is usually studied by social scientists. As an important subdiscipline of ethics, environmental (water) ethics defines a set of moral values that guide human interactions with natural resources (water). With the advance of interdisciplinary research, the role of ethics in groundwater management has drawn increasing interest from hydrogeologists. As part of the UNESCO program “Ethics of Science,” a multidisciplinary research team consisting of hydrogeologists and social scientists from Peking University examined the ethical issues in the current groundwater management practices of Yulin Municipality, Shaanxi Province, China (Zheng, C., 2007, “Role of Ethics in Water Resource Management: Yulin, Shaanxi”, Report to UNESCO, Beijing). Yulin is a semiarid area in northwestern China with an annual rainfall of 300 to 500 mm. Yulin is typical of the surrounding region where surface water is limited and groundwater is relied upon heavily for water supplies. Yulin is also rich in coal and natural gas, and has become one of China’s major bases for energy and heavy chemical industries. There is an urgent need for new fresh water sources to support the booming economy and population growth. The competition among various water users exacerbates the water shortage and brings up ethical issues in water management practices. Diverting water from the Yellow River is one of the possible countermeasures to resolve the conflict between finite water resources and competitive water uses; however, this raises ethical questions, especially with respect to transboundary water transfer. The research team conducted field visits to Yulin and met with local water managers, stakeholders, and residents. By using questionnaires, holding roundtable discussions, and organizing workshops, the researchers identified the existing gaps, unequal or unjust practices in current water management, and provided policy recommendations aimed at propagating the principles of water ethics.

Abstract:India is one of the world's largest food producers, making the sustainability of its agricultural system of global significance. Groundwater irrigation underpins India's agriculture, currently boosting crop production by enough to feed 170 million people. Groundwater overexploitation has led to drastic declines in groundwater levels, threatening to push this vital resource out of reach for millions of small-scale farmers who are the backbone of India's food security. Historically, losing access to groundwater has decreased agricultural production and increased poverty. We take a multidisciplinary approach to assess climate change challenges facing India's agricultural system, and to assess the effectiveness of large-scale water infrastructure projects designed to meet these challenges. We find that even in areas that experience climate change induced precipitation increases, expansion of irrigated agriculture will require increasing amounts of unsustainable groundwater. The large proposed national river linking project has limited capacity to alleviate groundwater stress. Thus, without intervention, poverty and food insecurity in rural India is likely to worsen.

Abstract:This paper addresses the critical situation of water resource exploitation for agriculture and environmental effects in Ningjin County in the North China Plain. Several negative environmental effects such as declining groundwater table levels, decline in groundwater quality, increased irrigation cost, increased soil salinity, compaction of soil, increased land subsidence and increased incidence of waterlogging have been experienced in the area, as perceived by the local farmers. This is due to overpumping of groundwater by a large number of wells clustered in small areas. The study indicates that if the current pattern of groundwater use, existing attitudes of farmers and improper implementation of policies and regulations is continued, the agricultural activities will face severe consequences and tend to be unsustainable. This warrants new strategies to improve the present situation.

Abstract:This study uses panel data from the North China Water Resources Survey in 2004 and 2016 to update the status of groundwater. In the past two decades, groundwater irrigation has spread to more villages, but declining groundwater tables and deterioration in water quality have become more serious. Some policy measures (well-drilling permits, water quotas, water resources fees) have been implemented in an increasing number of villages, but they still only reached a small fraction of villages. Some of the responses by farmers to these challenges have accelerated groundwater extraction. Policy efforts are needed to improve the effectiveness of policy implementation and enhance sustainable groundwater use.

Abstract:Despite the growing importance of groundwater in Chinese agriculture, there is a lamentable lack of systematic information on the groundwater economy, especially on the agricultural consequences of groundwater depletion. This paper makes an attempt to overcome this limitation with information and analysis on trends in the expansion of agricultural groundwater use, resource management challenges, and institutional and policy responses in the particular context of northern China. The results show that groundwater problems and their agricultural consequences in northern China are heterogeneous across space and changing rapidly over time. While the problems are serious, they do not present everywhere with the same severity. As result, policies for their solution should be clearly discriminatory and carefully targeted. Even targeted policies will be difficult to implement, and government has had little success in controlling the extraction of groundwater or protecting its quality with the many formal laws and regulations now in existence. In contrast, farmers have been responsive to increasing shortages. Individual farmers (i.e. the private sector) have taken control of most well and pump assets, developed groundwater markets, changed cropping patterns and adopted water savings technologies. While market forces and economic incentives can change use, public initiatives for agricultural groundwater regulation to balance short term economic efficiency with long resource sustainability are urgently needed.

Abstract:Journal of South Asian Development, Ahead of Print. Uninhibited drafting and plummeting groundwater levels have entailed a slew of eco-environmental and socio-economic crises across vast swathes of South Asia, leading to social turmoil over the demand-supply gap in the irrigation sector. We adopted a mixed-method approach, combining systematic bibliometric assessment with contextual analysis, to highlight to the regional water authorities (RWAs) the core tenets of groundwater markets (GWMs), already operating in various capacities and forms in different parts of South Asia, as a potential option to address the crisis. GWMs, occurring along a farmer-water-irrigation continuum, have mixed impacts on groundwater-dependent socio-ecologies, ranging from beneficial to counter-productive. Given the dire projections of groundwater depletion in the near future and the inadequacy of the state machineries to meet surging irrigation demand, a critical policy question that we approached in this narrative was: Can GWMs be institutionalized as a regulatory tool for 'supply-side' management of irrigation resources? To that end, we helped RWAs grow a deeper understanding of the complexity and interdisciplinarity associated with the vast network of actors and agencies interlocked within GWMs. By the same token, we urged the RWAs to consider a collective space—potentially in the form of a groundwater users' association (GWUA)—as a prerequisite to imagining GWMs in an institutional mould. We present a critique of current world experiences with GWUAs and reflect on the socio-environmental barriers of establishing a functional GWUA. We outline tentative means for RWAs to build credibility and increase acceptability of GUWAs at the grassroots, including capacity building, value-based standard operating procedures and harnessing solidarity and social responsibility. In conclusion, we offer RWAs a simple system of a 'reality' check, to evaluate the ground conditions and feasibility of contemplating GWMs in the first place.

Abstract:The overall goal of this chapter is to analyze the impacts of groundwater markets on water use efficiency and agricultural production. Results indicate that farmers who buy water from local groundwater markets use less water than farmers who have their own tubewells or use collective tubewells. However, yields do not diminish. In addition, there is no measurable negative effect on income. Our findings imply that as water in China becomes scarcer, necessitating increased water efficiency, the emergence of markets for groundwater may be an effective way to provide irrigation services. Leaders should consider supporting privatization and encouraging the development of groundwater markets.

Abstract:Dwindling groundwater supplies threaten food security and livelihoods. Output subsidies for farmers are a ubiquitous agricultural policy tool, yet their contribution to growing groundwater stress remains poorly quantified. We show how output subsidies guaranteeing the purchase of crops at higher than market prices may have contributed substantially to declining water tables in India. Our analysis suggests that these policies may have led to a 30% over-production of water intensive crops. In the northwestern state of Punjab, rice procurement can potentially account for at least 50% of the groundwater table decline over 34 years. In the central state of Madhya Pradesh, wheat procurement adopted in the late 2000s appears to have driven a 5.3 percentage point increase in dry wells and a consequent 3.4 percentage point increase in deep tubewells. These results suggest that well-intentioned but poorly designed subsidies can impose harmful externalities on the environment and undermine long-term sustainable development.

Abstract:Intensive groundwater use in agriculture has become a dominant, yet underperceived aspect of contemporary water use. While the use of groundwater has its roots in many ancient civilizations, it has grown exponentially in scale and intensity over recent decades. Global abstraction of groundwater grew from a base level of 100–150 cubic kilometers in 1950 to 950–1,000 cubic kilometers in 2000. The bulk of this growth is concentrated in agriculture, particularly in Asia [established but incomplete]. Groundwater has contributed significantly to growth in global irrigated areas since the 1970s. The irrigated areas supplied wholly or partly by groundwater are officially reported at 69 million hectares (ha), but independent studies suggest a higher figure, closer to 100 million ha, up from approximately 30 million ha during the 1950s [established but incomplete]. While millions of farmers and pastoralists in Africa and Asia have significantly improved their livelihoods and household food security, aquifer depletion and groundwater pollution are also a direct result of this intensive use of groundwater, implying that existing trends cannot be sustained unless accompanied by far more intensive regimes of resource management than are currently deployed. The groundwater boom has been driven by supply-push factors, such as government subsidies and easy availability of inexpensive pumps and drilling technologies. Demand-pull factors have also contributed, arising from groundwater’s capacity to provide flexible, on-demand irrigation to support vibrant, wealth-creating agriculture in all climate zones and from the growing need to provide food for urban populations. Abstract:An integrated foundation is presented to study the impacts of external forcings on irrigated agricultural systems. Individually, models are presented that simulate groundwater hydrogeology and econometric farm level crop choices and irrigated water use. The natural association between groundwater wells and agricultural parcels is employed to couple these models using geographic information science technology and open modeling interface protocols. This approach is used to study the collective action problem of the common pool. Three different policies (existing, regulation, and incentive based) are studied in the semiarid grasslands overlying the Ogallala Aquifer in the central United States. Results show that while regulation using the prior appropriation doctrine and incentives using a water buy‐back program may each achieve the same level of water savings across the study region, each policy has a different impact on spatial patterns of groundwater declines and farm level economic activity. This represents the first time that groundwater and econometric models of irrigated agriculture have been integrated at the well‐parcel level and provides methods for scientific investigation of this coupled natural‐human system. Results are useful for science to inform decision making and public policy debate.
Groundwater sustainability in India through nonrice-dominated cropping pattern

Abstract:Over-exploitation of groundwater for irrigation caused rapid groundwater depletion in north India, leading to food and water security challenges. However, the crucial role of changing cropping patterns on groundwater savings under the observed and projected warming climate remains unexplored. Here, we show that altering the existing rice-dominated cropping systems in India can be a potential solution for groundwater sustainability under the current and future climate. Satellite and model-based estimates show that north India lost ∼336 and 297 km3 of groundwater, respectively during 2002-2022. We developed optimized crop switching scenarios for groundwater savings considering nutritional requirements, farmers' profit, and crop production. Crop switching considering all the three targets (crop switch one: CSI) and allowing rice replacement with alternate crops (crop switch two: CSII) could save 45 and 91 km3 groundwater, respectively in north India during the observed climate (2002-2022) compared with the current cropping pattern. Altering the current cropping pattern can lead to substantial groundwater savings under the projected future climate without comprising nutritional targets and farmers' profit at the state level. Replacing 37% area of rice with other crops (CSII) can recover 61 to 108 km3 groundwater compared with -13 to 43 km3 with current cropping pattern under the 1.5-3 °C global warming levels. Similarly, under the CSI scenario, 36 to 86 km3 groundwater can be recovered in the future warming world. Moreover, the benefits of crop switching in groundwater saving are higher during the prolonged dry periods compared with the baseline under the warming climate. Therefore, crop switching offers substantial benefits for groundwater sustainability under the current and projected future climate in India.

Abstract:The overall goal of our paper is to examine how the evolution of groundwater governance in North China has affected the rural economy. Based on a random sample of 48 villages in nine counties in North China, our results show that over the last 15-20 years collectively owned tubewells have been gradually privatized. Our analyses demonstrate that increasing groundwater scarcity and policy intervention (mainly fiscal and financial subsidies for tubewell investment) have led to the observed shifts in tubewell ownership patterns. Our results also show that the privatization of tubewells has affected cropping patterns in North China. When villages shift towards private tubewells, farmers move into more water-sensitive and high-valued crops. Privatization, although having no effect on crop productivity in our sample, has a positive effect on income. Increased groundwater use is also shown to improve income distribution. However, the evolution of tubewell ownership in our study villages comes at a cost: increasing privatization is associated with falling water tables.

Abstract:This article suggests that Asia’s groundwater socio‐ecology is at an impasse. Rapid growth in groundwater irrigation in South Asia and the North China plains during the period 1970–95 has been the main driver of the agrarian boom in these regions. India, Pakistan, Bangladesh and China account for the bulk of the world’s use of groundwater in agriculture. On the plus side, groundwater development has provided sustenance to agrarian economies and millions of rural livelihoods. On the downside, it has created chronic problems of resource depletion and quality deterioration. While problems of groundwater depletion, pollution and quality deterioration are indeed serious, so are the consequences of the degradation of the resource for those that have come to precariously depend upon groundwater irrigation.Three problems currently afflict groundwater use: depletion due to overdraft; water logging and salinization; and pollution due to agricultural, industrial and other human activity. The pathology of the decline in groundwater socio‐ecology reflects a remarkably similar pattern across regions. The critical issue for Asia now is: what might be done to sustain and revive these groundwater socio‐ecologies vital to the region’s economy? This article reviews a variety of techno‐institutional approaches. However, transposing lessons from the industrialized world uncritically in the Asian context may not work. A more nuanced understanding of the peculiarities of Asia’s groundwater socio‐ecology is needed.

Abstract:In tropical African cities where the water utility has developed groundwater, the public supply usually offers a better service at lower cost, as this resource is more climate change-resilient and allows phased capital investment. Among the more affluent, private waterwells are increasingly used with numerous consequences. Accessing groundwater is generally beyond the financial reach of the urban poor. The way forward must be to integrate utility and private investments and piped and non-piped solutions. To facilitate this, greater 'water resource awareness' by water utilities, and partnership with resource regulators and knowledge centres (together modifications to their mandate), will be needed.
