Abstract:As a state-of -the-art educational innovation, Web-based Distance Education (WBDE) is diffused rapidly world widely in recent years. Through describing and summarizing the author's personal experiences in American Web-based courses, the paper is proposed to share with readers about three main aspects of current American WBDE practice: content structure of Web-based courses, roles of faculty and students in WBDE, and realization of interactivity in online courses.

Abstract:UNESCO-APEID international conference is an influential educational conference in the Asia-Pacific area. This paper summarized the main content of the 13th UNESCO-APEID International Conference and World Bank-KERIS High Level Seminar on ICT in Education(15-17 November,2009,Hangzhou).The theme of the conference isICT Transforming Educationand there were 80 speeches involved.The plenary session speeches covered four areas:1) ICT in Education Policy,Plan and Monitoring;2) The Role of ICT in Teaching and Learning; 3) The Role of ICT in Higher Education,Open and Distance Learning and Open Educational Resources;4) Using ICT to Promote Non-formal Education and Life Long Learning.The paper summarized the main contents presented in the conference.

Abstract:Information and communication technologies, such as computer and Internet, have been changing people's lifestyle and communication manner fundamentally. Therefore, the 21st century brings both opportunities and challenges to traditional schools as well as traditional educational systems. With such background in mind, Hangzhou Normal University, together with American Kean University and College of Education, Zhejiang University, held a conference called "21st Century Learning @ the West Lake Expo" (October. 31-November, 4, 2009, Hangzhou). 21 international scholars and six famous Chinese scholars in area of educational technology were invited and totally they made 26 presentations, which covered five areas: ICT application in K-12 schools; virtual reality technologies in classroom; e-learning; mobile learning, and ICT-related teacher training. All presentations had contents related to technological innovation, educational leadership, and learning transformation.
Cultivating Intellectual Property Education in the Electronics Engineering Curriculum: A Case Study in Integrated Circuit Design

Abstract:A survey on engineering students' attitude toward intellectual property (IP) education has been conducted in several China's universities, revealing the need for more effective teaching and learning methods. To improve the students' IP awareness and the capability of innovative learning, a small module of patent and circuit design case study has been included in an engineering course, namely, radio-frequency integrated circuit (IC) design, which is offered to senior undergraduate or postgraduate students in a top engineering university in China. Along with the instruction of the RFIC design techniques, the concepts of the IP for the ICs are presented, followed by the analysis of innovative circuits to explore potential legal issues. The feedback of the students suggests that the curriculum is considerably helpful to enrich the knowledge of engineering students in both the design technique and IP awareness.

Abstract:Dialogue teaching focuses on student-centered principle in the process of learning, so as to promote the construc-tion of knowledge through interaction and cooperation. In the mid-term of last century, this conception was applied to computer-aided instruction (CAI) to develop an intelligent tutoring system (ITS) based on dialogue teaching. With the gradual and further application of information technology in education and the development of online teaching, the web-based dialogue teaching has attracted re-newed attention. The connotation, features, interaction between teacher-student, student-student and student-content are elaborated before some related online tools are listed. Taking Oppia as an example, teaching activities in web-based dialogue teaching are de-signed.

Abstract:CONTEXT: Online education is well researched in some professions; yet, little evidence exists regarding related quality standards for public health practice-particularly with regard to popular webinar offerings. Our objective was to identify and disseminate best practices in public health webinar development for use in development of high-quality, timely webinars for public health practice.PROGRAM: We assessed data from the Hot Topics in Practice monthly webinar series that included public health professionals primarily from US Northwest states as regular webinar participants.IMPLEMENTATION: We conducted a secondary analysis, using participant evaluation data from 9 years of online questionnaires. Subsequent recommendations were developed using participants' responses to postwebinar questionnaires. Thematic analysis of qualitative quarterly reports, as well as 12 years of webinar production team knowledge, supplemented development of best practice recommendations that were not recognized through secondary analysis of respondent questionnaires alone.EVALUATION: Participant responses tended to be positive when specific practices were followed. These best practices were identified as follows: Address timely topics on current events; Feature only 1 to 2 speakers; Use a limited number of consistently formatted slides; Stay on schedule and make time for audience questions; Minimize technical difficulties; Use effective storytelling to share lessons and key data; Intentionally foster audience engagement (eg, through audience polling, question and answer); Develop clear learning objectives; Provide appropriate resources for continued learning; and Consider audience feedback for continuous improvements.DISCUSSION: Our team identified essential elements for creating high-quality, engaging webinars for public health learning. Best practice recommendations resulting from this study address gaps in quality standards and provide knowledge needed for making effective learning accessible to public health practice and supportive of advancing the field. Findings were synthesized into a practice guide, And We're Live: Creating Engaging Public Health Webinars , to aid public health learning.

Abstract:The application of computers in teaching experienced a course from programmed instruction to computer assisted instruction(CAI).Currently,it is developing from intelligent computer assisted instruction(ICAI)to adaptive learning support(ALS).Because ICAI system over emphasizes indealized instruction,it is difficult to overcome the contradictions between technology realization and application effect for many years.ALS system both exerts the advantage of ICAI system and pays attention to the adaptive support for learning,which is a research hotspot of the current cyber learning platform intellectualization.As a cross research field,CAI should pay attention to learn from the new idea,new technology and new method of other disciplines,taking the cognitive theory of multimedia learning as its guiding ideology.

Abstract:Around the beginning of 2020—when the pandemic had just started—a group of IEEE Solid-State Circuits Society (SSCS) young professionals (YPs) initiated the idea of using virtual webinars to deliver nontechnical yet critical skills to the YP members. In addition, the webinars can also bridge the YPs and senior members. With generous help from the SSCS Webinar Committee and support from the senior members, the Webinar for Young Excellence (WYE) commenced its first webinar in 2020 May. After almost three years, the WYE program has become one of the staple programs within the SSCS and has reached out to thousands of young members and students through the quarterly webinar series. The webinars are offered free to both IEEE and non-IEEE members to benefit a wider community and potentially increase membership. Through the webinars, we can also reach members from all corners of the globe.
A Case Study of AI Application on Language Instruction: CSIEC.

Abstract:CSIEC (Computer Simulation in Educational Communication), is not only an intelligent web-based human-computer dialogue system with natural language for English instruction, but also a learning assessment system for learners and teachers. Its multiple functions including grammar gap filling exercises, talk show, free chatting and chatting on a given topic, can satisfy the various needs from the students with different backgrounds and learning abilities. After the brief explanation of the motivation and the survey of the related works, we illustrate the system structure, and describe its pedagogical functions with the underlying AI techniques in details such as NLP and human-computer interaction. We summarize the free Internet usage from a six months period and its integration into English classes in universities and middle schools. The evaluation findings show that the chatting function has been improved and frequently utilized by the users, and the application of the CSIEC system on English instruction can motivate the learners to practice English and enhance their learning process. Finally, we draw some conclusions for the future improvement.

Abstract:Synthetic biology is an interdisciplinary field that brings together engineering and biology concepts alongside the arts and social sciences to develop solutions to pressing problems in our world. The education of students entering this field has relied on a diverse set of pedagogical methods to accomplish this goal. One non-profit group, iGEM-the International Genetically Engineered Machine competition, has been a driver of students' awareness of synthetic biology for the last 20 years giving many young researchers their first experience in the field of synthetic biology. Dissemination of synthetic biology concepts by iGEM has occurred through several programs including a webinar series started during the 2020 COVID pandemic. The iGEM webinar series successfully engaged students by taking inspiration from synthetic biology programs in Europe, North America, and Asia that had themselves evolved alongside iGEM. The webinar designers modeled the content after their experiences in iGEM as well as their academic courses, pedagogy, and mentoring experiences. This series has produced globally accessible pedagogy for both technical synthetic biology knowledge and the communication skills necessary to build and communicate synthetic biology projects. The hope is that this series functions as a lasting blueprint that can be used by future educators in synthetic biology and other disciplines to reduce barriers that students face when attempting to enter cutting edge fields.

Abstract:This work is made in the hope of providing relevant information that would be useful for future developers of web courses. With hands-on experience in implementing IP&A-Web, an online course system for "Image Processing and Analysis", the authors have commented on a number of current developmental tools for web course. The results helped to make each implementation of demonstrating components in IP&A-Web falling into one of three categories: Flash Movies, Java Applets and ActiveX Controls. An evaluation study weighing the pros and cons of these three kinds of components, in terms of computational power and runtime flexibility as well as access security and stability, within IP&A-Web is carried out. Finally, the performance of each category is also compared in a quantitative manner using developed course materials.

Abstract:With the rapid advancement of technology, the development of the Internet has entered a new era evolutionizing traditional media to new media. Multimedia has become an inevitable trend, directly changing traditional teaching to digital teaching. In recent years, with the popularization of electronic classroom teaching materials, traditional teaching has experienced a digital transformation, which impacts teachers and students. How to combine traditional thinking with digital teaching materials with ancient and modern wisdom colliding with new vitality cannot be ignored in the academic community. In this article, the current situation of teachers using multimedia textbooks in the classroom was explored in terms of the digital transformation of paper textbooks. The impact of the Internet on students' learning and teachers' response strategies was also explored. The impact on students' learning was explored for advantages and disadvantages; the corresponding strategies of teachers were proposed for "cultivating interest", "helping understanding", "inspiring reflection", and "applying what is learned".

Abstract:This paper gives an overview on the topic of control education on the Web. Accompanied by a Web page, the material is partly tutorial, enabling readers to step in at their current levels and move forward in their Web usage. For those readers who have not yet made use of the Web in their courses, we will demonstrate models of Web sites for consideration to suggest what can be done, and offer introductory steps for implementation. Experienced Web users and developers may use some of the more sophisticated models, identify what it means to manage a course with a Web site, improve their own design, and hear some tips on the hurdles to avoid. Specific applications to the control field are discussed, including software demonstrations and virtual and remote labs. In the end, it is hoped that readers will find information to move them a step forward from their current level.
