The Impact Of Government Regulation On Safety Effort Decision: From A Company'S Perspective

Abstract:This paper investigates the impact of government regulation on safety effort decision from the company's perspective. Government regulation includes government's safety effort and imposing penalty on the company once accidents happen. Safety effort decision model is built through considering safety effort and production effort at the same time. Also, government's safety effort is considered as a constraint of the company's safety effort decision problem. Results show that for an effective accident prevention, accidents should be divided into two categories according to accident magnitude: small accident and large accident. The company's safety effort for small accident prevention varies directly with government's safety effort. For large accident prevention, government has to invest more than a certain value so that it can impel the company to invest more in safety measures. On the other hand, government can impact the company's decision through changing unit penalty cost. And there is an inverse relationship between accident magnitude and the unit penalty cost needed to enable the company to invest more in safety measures.
