Abstract:The core of the BSC (balance scorecard) is to show the strategy implementation route of the organization by the cause-and-effect links between the four perspectives -Financial, Customers, Internal Progress, Learning and Growth - and to achieve the goals of "performance assessing-proformance ameliorating" and "strategy impelementing -strategy amending". Aiming at the charactors of the construction enterprises, the paper set up the theory framework of strategy implementation and operating route based on the BSC: starting from the vested strategy mission, programming the schedule, deciding the internal processes, creating the strategic coordination, confirming strategic initiatives and budget, improving the strategic readiness, the initiatives, and then implementing the stragegy.
