Political Risk Assessment Of Five Central Asia Countries: From The Viewpoints Of Chinese Contractors

Abstract:Central Asian (CA) has become emerging market of international construction industry with the rapidly developing economy and the huge demand of infrastructure. The proposition of the "Go global" strategy in 2009 and the "One Belt and One Road" project in 2013 providing great opportunities for Chinese contractors. However, CA has been considered a region with higher political risk due to the poor performance of governance, poor economies, racial and religious problems. Successful implementation of oversea projects depends on the effective management of political risks. Therefore, based on the literature review and Delphy method, a quantitative analysis model for political risk assessment (PRA) of five CA countries comprehensively from five dimensions(International Interactive Relation (IIR), The Governance index (TM), Economic Freedom Index (EFI), The Business Environment (TBE) and Construction industry Specifics (CIS)) were established in this study. The empirical result concluded that Kazakhstan's political risk is at the "lower medium area", while Turkmenistan's is at the "upper medium area", the other three countries' are at the "medium risk area", and the five central Asian countries' governance indicators are risky. The results could provide Chinese investors with a comparison of the various business environments under political influences for better business decisions.
