Chongming Island As A Test-Bed Of Eco Island Development In China: Wha The Evidence?

Abstract:In the past fewrs, Chongming Island, a large island off the Shanghai Coast, has enjoyed the status of a national level eco-island project, and in fact the only one in China. Shanghai is experiencing enormous urbanization pressure, while Chongming Country is still rural and nature and comparatively empty. But given the environmental and climate changes China is facing, this urbanization should be done in ecologically sustainable ways. The ministries of Science and Technology and Environmental Protection have become national level patrons of the Chongming coo-island project, Shanghai has remained responsible for its progress as provincial-level city, while Chongming County is accountable for its effective implementation. At all these levels, urban development plans have been drafted and goals and key performance indicators have been developed to measure progress. In fact, to safeguard that independent judgment is obtained, the United Nations Environment Programme (UNEP) was also asked to publish a report on that same topic. Monitoring project progress is therefore done in relatively thorough ways. In this contribution, the authors explore what its implementation thus far looks like and through what interaction patterns implementation is taking place. The analysis is based on insights taken from the policy network approach, but the focus is only on the key public players, and excludes the influence of developers, consultants and architects. Apart from leaning on the officials plans and indicators systems developed by these players, the authors have also made a field visit as a 'reality check' on the project implementation based on independent observations and an indicator framework they themselves developed based on their interpretation of the Shanghai master-plan.
