Abstract:The service-oriented government has become the main goal of government reform in China after the central government proposed Scientific Development.For almost ten years,China has made tremendous progress in enhancing its public service function.First,local government officials have wildly accepted the idea of service-oriented government.Second,efforts have been made to institutionalize the basic public service system and to reconstruct the public fiscal system.Third,there are numerous innovations in the service delivery mechanism at the local level.However,the transformation from a developmental government to a service-oriented one is far from complete.The work division between levels of government is not clear yet.There's no comprehensive design of the social policy system and the public service provision mechanism is not quite efficient.To make a leap in the construction of service-oriented government,it is crucial for Chinese government to build a social foundation for government transformation while consolidating its institutional foundation.

Abstract:Reviewing the development of public service theories in the world and the research situation of service-based government in China based on the New Service Theory and Customer Value Theory,this study explores the citizen value dimension of government public service and its achieving process,and establishes a research framework for government public service towards citizen value.Based on this research framework,the evaluation system of local government public service quality consists of four dimensions,including functional value,feeling value,social value and perceived sacrifices,and 45 indicators.Using this evaluation system and Analytic Hierarchy Process method,this study also evaluates the public service qualities of 48 local governments in Zhejiang Province,comparing and clustering analyses about these local governments' public services.The results indicate that the evaluation of local government public service quality based on citizen value will be not only beneficial for the development of local government performance evaluating patterns with public service orientation and the establishment of long-term mechanism for improving the public service quality,but also helpful for understanding the citizen value needs and delivering the specific public service and establishing service-based governments at different levels of governments in China.

Abstract:Government portal is an important platform for communication between citizens and government,which makes it to be a core role in the e-government.How to improve the public service and citizen's trust to the government by constructing and reforming the government portals is now a problem concerned by both the government and researchers.This paper constructed a research model based on the review of the theory of information system efficiency,TAM and task technology fit.Then we focused on Zhejiang province government portal,explored the factors those would affect the utility of the government portal from the perspective of the users.According to the conclusions,we give out some countermeasures and suggestions to the related government departments.

Abstract:Building service-oriented government requires the government to strengthen public services capacity.Public services division refers to that the government should not only strengthen the public services function and fiscal responsibility,but also give full play to the functions of market in resources allocation and integration,and develop the professional advantages of public services planners and producers.Although the public services division can help make up for the limitations of direct production by government,there are transaction costs inevitably,which need effective contract management.It is very important for the public services division to choose institutional arrangements that can save transaction cost and have incentive mechanisms.Public services division also can help stop the mutual confrontations among the government,market and social organizations,build a new system of rights and responsibilities and effectively promote social harmony.

Abstract:Universal provision of basic public services has defined as the target of China's transformation towards a "service oriented government". By exploring the welfare regime in China, it is found that the rationale of welfare regime of China has followed "productivism" or developmentalism ideology for the last three decades with main features such as social policy subordinates to the economic policy; government acts as regulator rather than provider and so on as other East Asian economies have done. Further more, the unique combination of the "household registered system" with the welfare entitlement and the decentralized fiscal and welfare responsibility system have produced welfare gaps beyond the income gaps between urban and rural, East and West, rich and poor. Therefore, to achieve the target of the service-oriented government, a deliberated reform agenda on household registration system, welfare entitlement system, fiscal system and the local government accountability system is urgently need.

Abstract:This article aims to evaluate whether the e-government development in China is ready to adopt contemporary public administration principles. In response to these questions, we propose an evaluation framework that integrates the contemporary public administration principles and current web-quality evaluation theories. The proposed framework evaluates government portal websites in terms of their content, function, and construction, following the theory of website evaluation. The indices for each of these dimensions emphasize interactions, transparency, efficiency and effectiveness, all of which reflect the contemporary public administration principles. The validation analysis shows that the proposed evaluation framework well fits the data. The empirical studies suggest that China has implemented advanced e-government services.

Abstract:Government portal websites are the core components of e-Government because it is a platform integrating different government resources. This article was devoted to study the government portal websites in China in order to disclose the development status of e-Government in China. In order to do this, two questions are answered: from which aspects should government portal websites be evaluated; how to develop the indexes for different aspects of government portal website evaluation. In our solution, we aligned the evaluation of government portal website with new public administration principles so that government can provide better services to the users because new focuses of public administration bring new strategies for e-Government. The proposed framework emphasizes content, function, and construction of government portals. The validation analysis showed that the proposed evaluation framework is well fitted. 30 major cities’ government portal websites in China are evaluated. The results suggested China has implemented advanced e-Government services such as e-democracy but the performance of those services is not appreciated by the user very well.

Abstract:Government reform,interacted with marketization and social system development,is the important part of "Zhejiang model".The construction of service-oriented government in Zhejiang consists of three levels of content: changing administrative idea to realize the transformation from "development-oriented government" to "service-oriented government";building institution to realize the transformation from the "reposition" of government function to "fully implementation";innovating policy instruments to realize the transformation from "single supply mode" of public service to "composite supply model".However,the construction and further promotion of service-oriented government of Zhejiang still face the practical difficulties.That China's power distribution structure has not been adjusted significantly,and the local government has not changed its behavioral logic substantially are the main reasons of the delay of "service-oriented government" construction.In the framework of the rule of law,the paths to construct the "service-oriented government" include: adjusting the relationship between levels of government,building "hybrid-type administration system",enhancing the autonomy of local governments,and strengthening social accountability to ensure the full implementation of government functions.

Abstract:Chinese government built and sustained a simple public service system based on egalitarianism and "from cradle to grave" in the pre-reform era. During 1980s and 1990s, public service reform was going on slowly with characters of urban-rural dichotomy, socialization, marketization and localization. Since 2002, Chinese government tried her best to build a more complete and universal public service system through reforms of social policy, fiscal regime and service provision mechanism. However, there are still many serious issues despite of great achievements: the proportions of public service spending to total fiscal spending still lower; the service standards far away from the true public needs; the obvious disparities among urban-rural, groups and regions remained. It is urgent for Chinese government to actively advance social policy reform and public service’s institution and mechanism innovation.

Abstract:Both service management practitioners and academic researchers have traditionally recognized the major influence that online service quality has on customer online and off-line behavior. Chinese government have recently shown an interest in their Web site service quality, especially, when the amount of Chinese netizen grows faster. The present study has two primary objectives, firstly, to investigate the dimensionality of service quality in a governmental Web site-related context, secondly, to explore the relations between governmental Web service and customer satisfaction. The former objective is undertaken by factor analysis, while the latter by regressive analysis. The results show that the governmental Web service quality has two dimensions, namely, service result quality and service process quality. The former has three factors: tangibility, assurance and reliability, while the latter has two factors: responsiveness and empathy. They both affect customer satisfaction obversely

Abstract:Korean government initiated an administrative reform aiming at a low-cost, efficient and service-oriented government in the 1990s. In order to push forward the administrative reform and enhance the government performance, Korean government launched a series of government performance evaluation activities including setting up diagnostic committee of government operation, reinforcing government performance auditing, implementing institutional evaluation, MBO-based civil servant performance evaluation system and Framework Act on Government Performance Evaluation. The performance evaluation of Korean government is of great significances to China: to combine government performance evaluation and administrative reform; to improve civil accessibility to performance evaluation; to emphasize on civil servant performance evaluation; to adjust performance according to management mode; to systemize and standardize performance evaluation.
Rethinking China's Government Reform Strategy from a Perspective of Government Performance:A Survey of Local Government Civil Servants

Abstract:The objective of this paper is to examine the validity of the administrative reform strategy which emphasizes government organizational restructure at the local level.A Linear Structure Model,based on the public organizational theory,is employed to empirically test the association between inter-departmental structure,management mechanism,departmental culture and perceived departmental performance by using data from the questionnaire survey of 427 local government civil servants from 37 government departments of 10 provinces.The results show that the overall impact of departmental management on the performance is greater than inter-departmental structure,and inter-departmental structure impacts departmental performance mainly through its impact on the management system.Additionally,government organizational culture,as an intermediary variable,has a significant impact on the departmental performance.The key limitation of the study is that the questionnaire survey covers the local civil servants at and below municipal level,which makes it difficult to generalize the results to all Chinese local government.Another difficulty arises from the subjective criteria employed in constructs,especially in the government performance.The tested theoretical framework can assist the policy makers to rethink the reform strategy,allocating more reform resources to management improvement while paying more patience to structural reorganization.The finding that administrative culture matters on government performance reminds the policy makers that cohesive and incentive power of organizational culture should be maintained during the reform process.This study posits and tests a series of propositions,which link the inter-departmental structure,management mechanism,and departmental culture to perceived departmental performance,to illustrate how the current administrative reform strategy fail to achieve its best effectiveness and to show the potential improvements.Article Type: Research paper
