Abstract:The economic transition in China since the late 1970s has led to not only drastic social transformations but also rapid advancements in science and technology, as well as the revolution in information and communications technology. In order to enhance the global competence of the Chinese population in coping with the challenges of a knowledge-based economy, the higher education sector has been going through restructuring along the lines of marketization, privatization and decentralization. Responding to the the challenges of globalization, the Chinese government has opened up the education market by allowing overseas universities to offer programmes on the mainland. This article sets out in this wider policy context to examine the current developments of transnational higher education in China, with particular reference to how students in Zhejiang province enrolling in these overseas programmes, especially those offered by Australian providers, evaluate their learning experiences. This article will also discuss the major concerns raised by the respondents in our study regarding the newly emerging transnational higher education programmes, with particular reference to examining how far these new programmes would affect the regulatory framework in Chinese higher education.

Abstract:China’s recent quest to develop world-class universities is a significant phenomenon within the worldwide transformation of tertiary education. Taking a cultural approach and drawing on empirical findings, this article investigates the emerging Chinese model of the university, considering its key features and contributions to global communities. First, examining the rhetoric about world-class universities in varied societal contexts, it explores the institutional initiatives and government agendas involved in China’s drive for global status. Then, using case studies of three universities moving toward mass higher education and world-class status, it shows the role played by their individual institutional initiative. It next describes key features of the emerging Chinese model of the university, including the core values of self-mastery and intellectual freedom, to show how it differs from the dominant Anglo-Saxon and American models but shares some features with the continental European and Japanese models of the university. The final section considers policy implications of the emerging Chinese model, its potential lessons for reform and practice, and its role in fostering vibrant democracies and global dialogue among civilizations in the future.

Abstract:The Emerging Global Model is the blueprint for China’s leading research universities to become internationally respected institutions. Government leaders and campus administrators seek universities with the research intensity and global perspective of the best European and North American institutions. International ranking systems provide additional impetus for reform as they highlight the characteristics of institutions considered to be the best worldwide. In addition, China has shifted from an elite to a mass system of tertiary education, now enrolling more than 23 million students, diversified funding patterns and new relationships between government and individual institutions, moving away from top-down control toward greater state supervision using evaluation and accountability mechanisms from the West. China faces particular challenges in the demand for institutional autonomy and academic freedom in a system that has traditionally been controlled tightly by the central government.

Abstract:The crux of this thesis is the interaction between tradition and modernity in respect of Chinese higher education as it is being pushed to the forefront of development in the most rapidly growing economy in the world. The earlier chapters illustrate certain fundamental traits and contexts that provide enduring features of the story. These include a necessary understanding of the temporal and spatial parameters which are both of massive scale, itself both a problem and an asset. Through such contextual discussion it is possible to illustrate the longstanding relationship between Chinese higher education and sustainable development. For example the Mandarin civil service examination may appear elitist and archaic but in fact was meritocratic and thereby created a network of local schooling to sustain itself. The main research design is an embedded case study of the Chinese higher education system with multiple regional and institutional cases. The design employs both historical research and field research, both of which involve documentary and empirical data. The bulk of the thesis explores the four interconnected themes of: higher education expansion; aspiration to world-class university status; university entrepreneurialism; and university-region engagement, and their interaction with China's social and economic development. This part is concerned with the way in which in the contemporary China of creative tension between the contribution of strong central authority and the release of market forces, the universities of China have become engines of development. This has been achieved through dynamic ecological relationships with local, regional and national scales of political economy. Both the nation and its universities have succeeded to date in absorbing the best of the Western academic and technological advances into a form of political and spatial hierarchies that provide systematic structures for sustainable development. It may remain an open question as to how long this creative tension can be maintained. Chinese universities are under increasing pressure to advance with the global market place as well. But so far the bedrock of an enduring meritocracy operating within a coherent social tradition and stable political situation appears to be enabling higher education to play a key role in the social and economic development of the nation.

Abstract:Abstract Modern Chinese higher education has grown from a humble base since the late nineteenth century into the world’s largest system on many fronts today. China aims to further promote its socio-economic development and global impact through an ambidextrous strategy to build world-class universities with Chinese characteristics. This chapter conceptualizes the idea of elite universities in China, reviews China’s world-class university policies since the 1950s, and maps the current status of China’s elite universities in terms of their objectives, academic performance, funding situations, international collaboration, and global impact. While the pursuit of equity is one of the main characteristics of China’s elite university system, elite universities have served as an important mechanism for social stratification in Chinese society. Despite many achievements, there are still many challenges behind China’s world-class university blueprint，particularly on how to deal with the tensions between top-down directives and bottom-up initiatives.

Abstract:China's pursuit of global superpower status compels the country to make coordinated efforts across numerous sectors. Global leadership in higher education is one example and provides a case study in how resource support and strategic vision can generate 'quick wins' in reputation and rankings. The ascendancy of Peking University, Tsinghua University and Fudan University, among others, has positioned China to attract top-tier faculty and supports local innovation ecosystems through collaborative research capacity. However, universities with global visibility account for only a fraction of China's university enrollment, and reputational stagnation among universities outside the elite 'C9 League' has implications for regional economic development, geographic diffusion of innovation, and workforce competitiveness. This article offers explanations for why China has not developed a cadre of globally competitive non-elite universities in the same vein as many Western countries. Issues explored include the institutional and political contexts of university governance, national strategic focus on high-visibility institutions, near-exclusive emphasis on KPIs measured by university ranking indices, and concerns about academic freedom and their cooling effects on research and faculty recruitment.

Abstract:This article investigates the global promotion of China's model in the area of education. An examination of China's internationalisation policy shows that there have been shifts in priorities in the last three decades. In accordance with China's wider socio-economic context, the focus of internationalisation of education was revised from awareness of internationalisation in the 1980s, improvement of the quality of education and the desire to be world class in the 1990s to the adoption of a high profile 'going global' strategy in the new millennium. This article focuses on the recent changes in internationalisation strategies to investigate the use of cultural power and promotion of the Chinese model globally. Two cases, including Confucius Institutions and educational aid to Africa, are analysed to map out the process of expanding China's international influence through education. Nevertheless, the Chinese model is a nebulous concept. This article concludes by discussing whether and how Chinese practices are different from the Western model in the process of internationalisation of education.

Abstract:The universalization of higher education in China has undergone a remarkable transformation driven by government policies and rapid economic growth. This study explores the characteristics and future development of this educational evolution. China's journey towards universalization began with ambitious policy initiatives in 1998, aiming to expand access to higher education. Within a mere 17 years, the gross enrollment rate in higher education surged from 9.8% to an impressive 50%, surpassing the United States' 30-year path to universality. This rapid expansion, fueled by a burgeoning economy, has raised questions about educational quality and employability. New universities have played a crucial role, expanding access and optimizing the higher education structure. However, they face challenges due to their short history and limited resources. The study also emphasizes the need for a balanced regional framework and an education model aligning with sustainable development goals. China's experience in universalizing higher education provides valuable insights for global educational development. This transformation serves as a noteworthy case study, highlighting the importance of balancing quantity and quality in higher education expansion and providing lessons for educational development worldwide.
Commensuration of the globalised higher education sector: how university rankings act as a credential for world-class status in China

Abstract:The concept of the world-class university has proliferated throughout the world, yet there is no universal consensus on how to define these elite institutions. Without a unified definition, rankings have become a direct proxy for sense-making in the sector and a commensurate indicator that decision-makers have used to understand the world-class concept. Through interviews with 48 informants from the Chinese higher education sector, I explore how institutions in China conceptualise world-class status through university rankings. First, I show that the sector in China has intently focused on league table positioning, with the top-100 as a popular cut-off point for guaranteed world-class status. Next, I explore which global rankings have been the most influential – QS, THE, ARWU, and US News. Finally, I discuss how actors living in this competitive higher education environment have altered research agendas and institutional partnerships to align with global ranking metrics.

Abstract:This review paper focused on the high-impact research metrics, current state of higher education system and world university rankings of China. First, the research prospects in China described internationally with number of research field. Now, the largest field of research in China is engineering. In recent years, China ranked 1 st position for publishing documents & citable documents among the world. China always ranked 1 st position in high-impact research metrics on engineering field. The total number of Chinese Nobel laureates are thirteen (13). Secondly, an overview of higher education system in China presented with educational statistics. The enrolment procedure in Chinese universities to participated in National Higher Education Entrance Examination (Gaokao). In the recent years, the acceptance rate of Gaokao have increased. Now the number of high school graduates who attend in university is more than 60%. The number of foreign students has also increased rapidly. Finally, Academic ranking of world universities shown that there are four Chinese university placed in Top 100 university category. The best four Chinese universities are Tsinghua University, Peking University, Zhejiang University & Shanghai Jiao Tong University respectively.

Abstract:China has seen a massive higher education expansion, which the literature has dated to the 1999–2008 period with quantitative and qualitative outcomes. However, the consequences for the publication success of Chinese authors worldwide are not well studied. We review the respective Chinese higher education policies and document the dramatic rise in publication success, with a focus on the field of Economics. A substantial set of regressions and robustness checks confirm the understanding that the higher education expansion has indeed let to a substantial worldwide rise in scientific publications in refereed economics journals fueled by the general incentives of the reform, through research collaborations and other quality improving factors.

Universities of China: Current Status and Global Development Strategy Until 2035

Abstract:Introduction. Now China is completing the “State program for medium and long-term reform and development of education for 2010–2020.” The results achieved during the implementation of this program and the new strategy for the development of China’s education, including in the field of higher education and higher education institutions, are becoming a new subject of research in domestic science and require careful study. The purpose of the study is to characterize the current state of Chinese universities and identify a strategy for their development until 2035. Methods and materials. As research methods, analysis of open data sources and comparative analysis were used. The source base includes regulatory documents of the People’s Republic of China in the field of education (laws, the state program and state projects), CPC documents related to the development of the education system (reports of the party congress and plenum), information resources of the Ministry of Education of the People’s Republic of China (National Statistical Reports on Education Development for 2016–2018), data from QS World University Rankings and Times Higher Education World University Rankings for the period 2016–2020. Analysis. As a result of the reform, the gross enrollment ratio of high school education (10–12 grades) increased from 79.2% (2009) to 88.8% (2018), and higher education from 24.2% (2009) to 48.1% (2018). The fulfillment of the tasks of reforming the higher education system, including the implementation of Projects 211 and 985, by the beginning of the 13th five-year plan (2016) has enabled 85 Chinese universities to enter the world ranking THE (2016–2017). In 2016, China switched to a new strategy for the global development of higher education, embarking on the implementation of the “Project of First-Class Universities and Scientific Disciplines”. At the 19th CPC Congress (2017), this strategy was supplemented by the task of intensive development of higher education. Currently, the global development strategy for higher education and universities in the country is continuing as part of the overall modernization of education, according to which China plans to strengthen the combined power and influence of country’s education in the international arena by 2020, and by 2035 to increase the competitiveness of higher education in the context of transforming the country into a global educational power. Results. The results of the study include the following: 1) the current state of Chinese universities significantly exceeds the state of 2009 in both quantitative and qualitative indicators; 2) the modern strategy for the development of higher education is the strategy of global development of Chinese universities, aimed at their achievement of leading and first positions in the world, as well as strengthening the competitiveness of China’s higher education, contributing to the transformation of China into a world educational power in 2035.

Abstract:A theoretical model of positioned, positioning, and repositioning is used to conceptualize the evolving process of the internationalization of Chinese higher education and answer the following three questions: (a) How have the quantitative trends of Chinese students studying abroad and international students studying in China changed over the past 30 years? (b) What are the differences between Chinese students studying abroad and international students studying in China in recent years, in terms of the host and sending countries, the level of study, and the fields of study, and what do the differences mean when compared to those in other countries? (c) What are the challenges, opportunities, and strategies in the years to come? To answer the first question, a compilation of descriptive quantitative data is used from numerous large national and international data sources, which reports a long-term upward trend (with some fluctuations) of inbound international students in China and outbound Chinese international students around the world over the past 30 years. To answer the second question, using general international mobile student profiles for context, data were compared of inbound international students in China and the United States in terms of both level of study and field of study. These revealed imbalanced patterns: Chinese outbound students are more likely to be in certain fields (e.g., STEM, business) and at graduate levels, but international students in China are more likely to be undergraduate students and non-degreed students in the humanities and language studies. Based on the data for the first two questions, the issues are synthesized in order to present the opportunities and challenges regarding the continuation of China’s internationalization of its higher education, especially with respect to inbound international students. In terms of issues and opportunities, economic and other impacts (such as political, financial, and pandemic related) are highlighted and call China’s attention to maintaining and expanding the strengths of its higher education system while considering competition from neighboring countries. Six major challenges are identified in this area, and suggestions are provided.

Abstract:The rise of the People's Republic of China (PRC) as a new destination for international students has been widely reported in both the domestic and international mass media, but academic research into this phenomenon and its theoretical implications are lacking. The purposes of this article are threefold. First, by examining the dynamics underpinning the PRC's efforts to shape the inflow of international students, it reveals the major strategies that have enabled China to become a key competitor for international students. Second, it argues that China has emerged as a destination of choice for international students, not as the result of neo-liberal ideology or the pursuit of economic gains, but because of state-directed efforts to improve its international political and academic relations. Third, drawing upon China's experience, this article improves our understanding of the role of the state in shaping international relations, higher education and international academic mobility, as both a rule-taker and a rule-maker in the context of globalisation.

Abstract:M ost readers of Change are likely familiar with the Rip Van Winkle fable. Under curious circumstances, Rip falls into a deep slumber and awakens 20 years later to a mind-bending discovery: he has missed the American Revolution! There is a Rip Van Winkle–like quality to understanding the higher education system in China. Indeed, despite a fair amount of coverage about the massive country’s rapid economic and technological developments, most people know little about the recent dynamic expansion of Chinese higher education, which is a major factor in the country’s progress and its prospects. Staying abreast of developments in Chinese higher education is challenging. In addition to geopolitical circumstances, language, history, and culture can make it difficult for U.S. university leaders and policy makers to establish deep, meaningful relationships with Chinese colleagues. In addition, China is a huge country, with nuanced regional cultural differences that make accurate portrayals and understandings of its large education system more difficult. Moreover, accelerated innovation and adaptation of promising educational practices have changed the higher education system so fast that it can only be accurately understood through on-theground analysis. A single article cannot provide a detailed, comprehensive understanding of higher education in China today. The much more modest intent of this article is to provide an informative overview—a primer of sorts—by addressing eight questions. The answers to these questions reveal many of the defining contours of the recent past. The queries cover a China is no longer an elective.
