Abstract:The potential of cross-border regional cooperation development is important for evaluating the present and future capacity for regional development. Primorsky Krai (Russia) and Jilin (China) share borders and complementary advantages. China and Russia have growing intention to strengthen cooperation, with geopolitical considerations. This study constructs a regional development potential assessment index system from the perspective of cross-border cooperation, and it establishes a multilayer cross-border regional development potential assessment (RDPA) model with three layers: target, factor, and indicator. By coupling four modules (economic, social, transportation, and resource environment), this study builds a development potential value system. The results illustrate that Primorsky Krai and Jilin have potential for cross-border cooperative development. The results reveal that Primorsky Krai has comparative advantages in port logistics, agriculture, fishery, and mining, which are all complementary to Jilin. These are important directions for cross-border international cooperation. Additionally, this study provides suggestions on decision-making and strategy consultation for the international cooperation between Jilin and Primorsky Krai and creates references for the study of cross-border cooperation opportunities and challenges for other neighboring regions around the world.

Study on the Development of the Trade with Russia in Heilongjiang Province

Abstract:Heilongjiang Province locates in the center part of Northeast Asia. It has advantages in participating and promoting Northeast Asian economic cooperation. With 3045 Km frontier and 25 national ports between Heilongjiang Province and Russia, Heilongjiang Province can radiate the Northeast Asia, especially, the Far East part of Russia. There is a wide foreground of the development of economic relation between Heilongjiang Province and Russia. Because of the lack of large-scale and excessive investment project, bad effect on economic drive, low level of the cooperative in insurance, information and other fields, the economic and trade cooperation between Heilongjiang Province and Russia is difficult to break through. However, the development potentiality of trade between the two parts is very great. This article analyses the new opportunity to the development in trade with Russia in Heilongjiang Province, and proposes some development countermeasures.

Abstract:With the creation of resource-saving and environment-friendly social goals, the focus on agro-ecological environmental protection and sustainable agricultural development has also increased. Jilin Province belongs to China's agricultural province and has the advantage of agricultural resources. The creation of agricultural product brands has obvious resource advantages and environmental advantages. However, under the national three rural support policy, the brand competitiveness of agricultural products is still insufficient, lacking Internet thinking, and under the background of green development and ecological protection, the new business model of e-commerce has not been fully utilized to highlight Jilin Province. Abstract:Since the establishment of the China (Heilongjiang) pilot free trade zone, the development of cross-border e-commerce with Russia has continued to increase speed and quality. With its geographical advantages and its comparative advantages in the Internet field, Heilongjiang Province promoted the rapid development of the Internet economy in Russia, fostered a new digital trade format represented by cross-border e-commerce, and promoted online and offline collaborative promotion of customs clearance logistics and financial services. The paper expounds foundation and development status of Heilongjiang Province’s cross-border e-commerce, analyzes in integrated development of digital economy with the Heilongjiang Province’s cross-border e-commerce with Russia, and further puts forward prospects and recommendations.

Abstract:The article analyzes how the authorities of bordering Russia PRC’s regions intend to exploit Russian economic potential in order to further develop their territories. Based on the study of the Heilongjiang and Jilin provinces and Inner Mongolia Autonomous Region’s 14th five-year plans of socio-economic development, other official documents, as well as the results of last decade Russia-China cross-border interactions, the author comes to conclusion that for the last decades these territories’ authorities did not change previously formed approaches to Russia. He identifies traditions, variations and innovations in the policies of each region and pays special attention to the cities of Suifenhe and Heihe, which are the most interested in cooperation with their northern neighbor. The author argues that relations with Russia are of fundamental importance for Heilongjiang province only, while the other two regions look at it only as an additional mechanism to solve energy and communication problems. Besides, their interest goes far beyond the border regions of Russia, the Far Eastern and even Siberian federal districts and is aimed at the entire territory of Russia. The analyzed documents contain a number of innovations like the expansion of scientific and technological, cooperation, financial and digital interaction with Russia, but they are predominantly declarative in nature. The main focus is made on expanding imports of Russian energy resources and raw materials, creating a network of processing industries in Northern part of China, increasing exports of local industrial and agricultural products and services to Russia, making cross-border transport corridors more efficient, and creating various “special areas of interaction”. Analysis shows that China’s acquisition of the status of a global power and its entry into the “new era” of socialism building only slightly corrected the views of Beijing and border territories on Russian economic potential as a source of China development.

Abstract:In August 2019 the state approved creation of the pilot free trade zones in three border provinces and regions (Heilongjiang, Guangxi and Yunnan) with the aim of accelerating opening of the border through the reforms and innovation. Creation of a pilot free trade zone along the border is of great importance for China, as it creates a new high bar for openness to the outside world and contributes to economic and social development of the border areas in a new era. It is also an important measure for the country to promote the construction of «One Belt, One Road» and improve the China's new model of comprehensive openness. Based on the experience of cross-border cooperation in the other border pilot free trade zones, this article discusses specific measures, development difficulties and relevant proposals for leveling the system of the province's international trade channels towards Russia and the North-Eastern Asia.

Abstract:The Heilongjiang Province is the province of China that pioneered agricultural cooperation with Russia. After many years of development in the field of agriculture between the Heilongjiang Province and Russia, great results have been achieved, such as diversification of economic entities, diversification of forms of cooperation, constant and continuous expansion of areas of cooperation, etc. However, there are also the following problems: the first is the limited transit of labor and technical personnel; the second is the high cost of transit of agricultural machinery and auxiliary agricultural implements; the third is the difficult obtaining of financing for Chinese enterprises for the development of agriculture in Russia. Abstract:Political relations between Russia and China have always had ambiguous consequences for the dynamics of indicators of foreign trade relations at both national and regional levels. For cross-border regions, to which the Irkutsk Region belongs, explicit and implicit political and economic "vibrations" between countries, in connection with Russia's special military operation in Ukraine, in turn, directly and indirectly affect the state of the region's trade with the provinces of the PRC. The Irkutsk Region has long been one of the centers of polarization of foreign trade relations with the Northeastern Provinces of the People's Republic of China. But given the high degree of importance of further implementation of the "eastern direction" of the foreign trade policy of the Russian Federation due to the increasing deconstruction of international economic relations “West-East” for the Irkutsk region, the question of its place, role and status in the trends of Russian-Chinese discourse in the near and medium term is being actualized to determine the prospects for the development of the external economic space of the Irkutsk region. The article analyzes the dynamics of foreign trade relations between the Irkutsk region and the provinces of China in order to identify regional traditionally inertial and corrective factors for further adaptation of the region in the conditions of geopolitical and geo-economic transformation of relations between Russia and China. Based on the results of the study, conclusions are formulated about the emerging contradictions between the level of production capabilities and economic needs in bilateral relations between the Irkutsk Region and the Northeastern Provinces of the PRC, which nevertheless do not prevent the preservation of the leading positions of the Irkutsk region relative to other regions of the eastern economic zone, but suggest the intensification of existing ties and their geographical diversification.

Abstract:Today, there is a fairly good level of cooperation and interaction in various spheres and on various issues between Russia and China. To a greater extent, this applies to trade and economic, military-political, cultural and educational partnerships. There are quite a lot of factors contributing to this trend, but the key ones are: the presence of a high level of military-political, economic and socio-social sovereignty, as well as stability in both countries; a good level of diplomatic missions; the range of problems and dangers of the external environment are mutually mediated and identical for both Russia and China; the foreign policy courses of the countries have many points of contact in terms of vision of global transformations and transformations of the world market, and their common vectors and promising trends coincide; there are many mutually beneficial projects in the field of economics, the implementation of which depends on the level of achievement of strategic the goals of both Russia and China both in the medium and long term. It is important to emphasize that these trends have intensified, strengthened and acquired a special conceptual meaning against the background of heightened military and political tensions in the world, the application of large-scale sectoral sanctions against Russia by many countries of the world, mostly by the United States and European countries, the strengthening of diplomatic confrontation between China and the United States, as well as in trade andin the economic sphere and on issues of determining the status of fr. Taiwan. The relevance of studying tactical and strategic initiative decisions, as well as prospects within the framework of the international model of cooperation – “One belt – one road” certainly has a high level of significance, has an applied meaning and clearly expressed socio-economic and political expediency. It is important that this initiative becomes a platform for productive and mutually beneficial cooperation for countries and various organizations with the achievement of maximum synergetic effect. This project should become the starting point for the implementation of the strategic vector in Russia’s international policy – «turn to the East». The study places clear emphasis on the promising possibility of joint implementation of this project model of international cooperation.
