A survey of technological leapfrogging and its application in developing countries

Abstract:This paper do some contributions on the topic of technological leapfrogging toward its definition,entry time,following path and strategy selection.There are several findings: firstly,every catching up method,which can improve the capacity of developing countries and shortening the economical distance between developing countries and developed countries,can be considered as technological leapfrogging.Secondly,both technology import period or emergence and mature period of technological innovation can be the best entry time for technology leapfrogging,but the final decision is affected by many factors,such as the technological development characteristics,resource constraints and risk taking.etc.Thirdly,the path of technological leapfrogging should be differed under different initial conditions,when there are sufficient resources,laggards can take the direct path to achieve technological leapfrogging,while the resources aren't sufficient,laggards can choose a precession path.Fourthly,the government's role should changing over time,that is,government should cooperate with research institute and universities to improve enterprises' innovation capability during the beginning period,but when enterprise have some innovation capability,the dominant role in the technological innovation strategy should be played by enterprises.As enterprise,the "trading market for technology" strategy should can brought benefit to enterprises in the short term,but it also can sink enterprises into the track of "catching up".
