Abstract:Paper dealings through the Internet have become a major challenge to global academic circle. In this study, based on investigation and statistical data, the overall situation of the industrial chain involving paper dealings is discussed in detail by tools like search engines, and the following conclusions are drawn: Search engines are the main approaches to websites which buy and sell papers. In 2007, the sales volume of Chinese paper dealings industry was about RMB 0.18-0.54 billion Yuan. The buyers were from research institutions including universities and colleges and their papers were mainly published in illegal academic journals, and the annual net profit of one journal was some RMB 720,000 Yuan. Plagiarism is a very serious problem in paper dealings, and therefore, development and application of anti-plagiarism system must be boosted to enhance the capabilities of distinguishing between original papers and plagiarized ones of all kinds of periodical presses and to establish a complete on-line periodical platform in China. Government, search engines and websites should practically undertake their social responsibilities and crack down advertising on paper dealings. To issue Chinese Law on Academic Norms and to formulate Global Academic Ethics Convention are feasible measures for gradually eliminate illegal periodicals.
