Pathway and Cost-Benefit Analysis to Achieve China?s Zero Hydrofluorocarbon Emissions

Abstract:Global hydrofluorocarbon (HFC) cumulative emissions will be more than 20 Gt CO2-equiv during 2020-2060 and have a non-negligible impact on global warming even in full compliance with the Kigali Amendment (KA). Fluorochemical manufacturers (including multinationals) in China have accounted for about 70% of global HFC production since 2015, of which about 60% is emitted outside China. This study built an integrated model (i.e., DECAF) estimate both territorial and exported emissions of China under three scenarios and assess the corresponding climate effects as well as abatement costs. Achieving near-zero territorial emissions by 2060 could avoid 23 +/- 4 Gt CO2-equiv of cumulative territorial emissions (compared to the 2019 Baseline scenario) during 2020-2060 at an average abatement cost of 9 +/- 6 USD/t CO2-equiv. Under the near-zero emission (including territorial and abroad) pathway, radiative forcing from HFCs will peak in 2037 (60 +/- 6 mW/m2) with a 33% peak reduction and 8 years in advance compared to the path regulated by the KA, and the radiative forcing by 2060 will be lower than that in 2019. Accelerated phase-out of HFC production in China could provide a possibility for rapid global HFC abatement and achieve greater climate benefits.

Abstract:As substitutes of chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs) which are controlled under the Montreal Protocol, hydrofluorocarbons (HFCs) have become a focus globally in recent years for their high global warming potential (GWP). Nowadays, some developed countries have established policies and regulations to control the production, consumption and emission of HFCs. The F-Gas Regulation of the European Union takes total-amount-control of HFCs by quota management, while Significant New Alternatives Policy Program in the U.S. phases out HFCs by altering acceptable substitutes. By analyzing and comparing the differences and similarities of policies and regulations in developed countries, it's essential for China to legalize HFCs control and to phase down HFCs through full-lifecycle management under the total-amount-control principle.
The Changing Ambient Mixing Ratios of Long-Lived Halocarbons under Montreal Protocol in China

Abstract:The varying trend of long-lived halocarbons demands close attention of their atmospheric climate impact. Chlorofluorocarbons (CFCs) were phased out in 2008 under the Montreal Protocol in China, and nowadays, hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs) are the main substitutes. Since 2000, studies on CFCs, HCFCs, and HFCs, with respect to their ambient mixing ratios and emissions, were intensively performed over China. CFCs declined evidently, while HCFCs and HFCs greatly increased in China due to the successful phase-out of CFCs under the Montreal Protocol. In the Pearl River Delta (PRD) region, the most developed region in China, the increasing and decreasing rates of CFC-11, CFC-12, HCFC-22, and HCFC-141b since 2000 were -3.6 +/- 0.5 pptv/yr, -11.7 +/- 3.3 pptv/yr, 17.9 +/- 4.9 pptv/yr and 7.2 +/- 2.0 pptv/yr, respectively. The increase of HCFC-141b in northern China was 1.1 +/- 0.6 pptv/yr, much lower than the PRD region. The overall increase of HFC-134a in China was 5.6 +/- 0.2 pptv/yr. These rates were significantly higher than those for their corresponding background averages in the northern hemisphere. Other HFCs excluding HFC-134a were of great global warming potentials, but their ambient mixing ratios were reportedly limited in China. The emission ratios between HCFC-22 and CFC-12, and HFC-134a and HCFC-22 were used as the measurements, showing virtual replacement occurring in China. Abstract:As the major producer and consumer of hydrofluorocarbons (HFCs), China is obligated to phase-down HFCs to mitigate global warming if China ratifies the Kigali Amendment (KA) to the Montreal Protocol. Based on historical HFCs consumption in each sector, here we estimated historical HFCs emissions with a bottom-up method, and projected the consumption baseline and schedule for HFCs phase-down in China under the KA and the corresponding potential for emission reduction. Results showed that China's HFCs consumption and emissions in 2017 were 164,000 t (311 Mt CO2-eq) and 108 Mt CO2-eq, respectively. HFCs consumption baseline was projected to be (724 +/- 18) Mt CO2-eq in 2024, and China should take measures to phase-down HFCs by 2029, at the latest, to meet the requirements of the KA. HFCs consumption in 2050 under KA would reach the level of 2012-2013. Cumulative reduced consumption was estimated at 10.8 (10.1-11.6) Gt CO2-eq, and cumulative reduced emissions were estimated at 5.38 (4.90-5.64) Gt CO2-eq by 2050.
Past, Present, and Future Emissions of Hcfc-141b in China

Abstract:According to the Montreal Protocol, China is required to phase-out hydrochlorofluorocarbons (HCFCs) by 2030. Compound 1,1-dichloro-1-fluoroethane (CH3CCl2F, HCFC-141b) has an ozone depleting potential (ODP, 0.11) and global warming potential (GWP, 782), and is widely used in the polyurethane foam and solvent sectors in China. This study compiles a comprehensive emission inventory of HCFC-141b during 2000-2013 and makes a projection to 2050. Our results showed that HCFC-141b emissions in China increased from 0.8 Gg/yr (0.6 CO2-eq Tg/yr) in 2000 to 15.8 Gg/yr (12.4 CO2-eq Tg/yr) in 2013 with an accelerated growth rate. The provincial emission distribution showed that Shandong, Jiangsu, and Guangdong are key emission areas in China. A large amount of stock was retained in installed equipment, which may have an impact in the future. For future phasing-out, it was estimated that under the Montreal Planned Phase-out scenario (MPP), the accumulative reduction of HCFC-141b emissions during 2014-2050 would be 3071.0 Gg (2401.5 CO2-eq Tg) compared to that under the Business-as-usual (BAU) scenario. Abstract:Many hydrofluorocarbons (HFCs) that are widely used as substitutes for ozone depleting substances (now regulated under the Montreal Protocol) are very potent greenhouse gases (GHGs). China's past and future HFC emissions are of great interest because China has emerged as a major producer and consumer of HFCs. Here, we present for the first time a comprehensive inventory estimate of China's HFC emissions during 2005-2013. Results show a rapid increase in HFC production, consumption, and emissions in China during the period and that the emissions of HFC with a relatively high global warming potential (GWP) grew faster than those with a relatively low GWP. The proportions of China's historical HFC CO2-equivalent emissions to China's CO2 emissions or global HFC CO2-equivalent emissions increased rapidly during 2005-2013. Using the "business -as -usual" (BAU) scenario, in which HFCs are used to replace a significant fraction of hydrochlorofluorocarbons (HCFCs) in China (to date, there are no regulations on HFC uses in China), emissions of HFCs are projected to be significant components of China's and global future GHG emissions. However, potentials do exist for minimizing China's HFC emissions (for example, if regulations on HFC uses are established in China). Our findings on China's historical and projected HFC emission trajectories could also apply to other developing countries, with important implications for mitigating global GHG emissions.
Projections of Emission, Fate and Impact of HFO-1234yf in China

Abstract:Hydrofluoroolefins (HFOs) are being used as substitutes for potent greenhouse gases hydrofluorocarbons (HFCs). However, the use and environmental impacts of HFOs are of great concern due to the rapid degradation of HFOs to produce persistent and phytotoxic trifluoroacetic acid (TFA), one of the per- and polyfluoroalkyl substances (PFAS). HFO-1234yf is the most widely used HFO and has the greatest formation potential of TFA. Here, we provided a comprehensive projection of HFO-1234yf emission in China during 2025-2060. GEOS-Chem was applied to simulate the atmospheric processes of HFO-1234yf and to characterize the distribution of the degradation product TFA. A water quality model was further adopted to assess the impact of HFO-1234yf emissions on surface terminal water body TFA concentrations in China. Under the Kigali Amendment to the Montreal Protocol, HFO-1234yf emission in China was estimated to increase from 1.5 to 79.0 kt in 2025-2060 with cumulative emission of 1.7 Mt. The annual deposition flux (dry plus wet) of TFA due to HFO-1234yf emission was expected to grow from 0.02 kg/km2/year in 2025 to 0.9 kg/km2/year in 2060, dominated by wet deposition. After continuous emission of HFO-1234yf from 2025 to 2060, the average concentration of TFA in terminal waters in China was projected to increase by 7.4 μg/L. The results of this study can provide scientific support for evaluating the environmental risks of HFOs uses and help in developing HFCs phase-out pathways for addressing climate change.
Rethinking time-lagged emissions and abatement potential of fluorocarbons in the post-Kigali Amendment era

Abstract:The Montreal Protocol has been successful in safeguarding the ozone layer and curbing climate change. However, accurately estimating and reducing the time-lagged emissions of ozone-depleting substances or their substitutes, such as produced but not-yet-emitted fluorocarbon banks, remains a significant challenge. Here, we use a dynamic material flow analysis model to characterize the global stocks and flows of two fluorocarbon categories, hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs), from 1986 to 2060. We assess emission pathways, time-lagged emission sizes, and potential abatement measures throughout different life cycle stages while focusing on the role of banked fluorocarbons in global and regional decarbonization efforts in the post-Kigali Amendment era. Although fluorocarbon releases are expected to decline, the cumulative global warming potential (GWP)-weighted emissions of HCFCs and HFCs are significant; these will be 6.4 (±1.2) and 14.8 (±2.5) gigatons CO2-equivalent, respectively, in 2022-2060 in our business-as-usual (BAU) scenario. Scenario analysis demonstrates that implementing currently available best environmental practices in developed economies can reduce cumulative GWP-weighted emissions by up to 45% compared with the BAU scenario.

Abstract:With the Kigali Amendment (KA) coming into effect in China, the control of hydrofluorocarbons (HFCs) emissions has become more imperative. The mobile air-conditioning (MAC) sector is one of the important HFCs consumer sectors, and therefore studying its feasible mitigation paths and costs is of great significance to China's successful implementation of KA. This study used the bottom-up method with updated emission factors to re-evaluate the emission inventory of HFCs from the MAC sector in China from 2005 to 2020. The average annual growth rate of HFCs consumption in the MAC sector is 9.8%, and HFCs emissions have increased from 5.8 (5.3‒6.2) kt in 2005 to 22.2 (20.6‒23.8) kt in 2020, with an average annual growth rate of 8.8%. Using the Gompertz model combined with the Weibull function of vehicle survival rate, the ownership and new registrations of internal combustion engine vehicles (ICEVs) and electric vehicles (EVs) in China are predicted. The ownership of ICEVs and EVs is projected to be 310 million and 91 million in 2030, respectively and 2 million and 641 million in 2060, respectively. HFCs emissions in the MAC sector would reach 59.8 (55.3‒64.3) kt (80.0‒93.0 Mt CO2-eq) in 2060 if without any control measure. To implement the KA, the cumulative of 1.6 Gt CO2-eq emissions would be reduced. Under the other two accelerated mitigation scenarios, the MAC sector's HFCs will reach their emissions peak in 2028 and 2025 and achieve zero emissions in 2050 and 2046, respectively. Under the accelerated mitigation with recovery scenario, the cumulative emissions are only 15.0% of the business as usual (BAU) scenario. Using HFO-1234yf as the substitute, the unit abatement cost of the MAC sector is 27.3‒37.4 USD t−1 CO2-eq.

Abstract:Climate change has become a focal point of concerns of the international community. China is facing great challenges in addressing climate change. Global GHG emission control will become a new important constraint on China's peaceful development. The allocation of global emission mitigation obligation among countries should reflect the principle of equitable development, respecting the enegy consumption patterns of the countries in different economic development stages and well balancing adaptation, mitigation, and development. China's strategies for addressing climate change should keep in line with natioanl policy of energy conservation and environment protection. China is taking substantial efforts to promote energy conservation and expedite renewable energy development. China's CO_ 2 intensity of GDP could be lowered by 40% during 2005—2020, making significant contributions to global CO_ 2 mitigation.

Abstract:Hydrofluorocarbons (HFCs) have been widely used in China to replace ozone-depleting substances (ODSs) that must be phased out under the Montreal Protocol. Few studies have reported on HFC emissions in China, especially for recent years and using top-down approaches based on atmospheric measurements. Here we used flask and in situ measurements for nine HFCs from seven sites across China over the period of 2011-2017, and FLEXPART-model-based Bayesian inverse modeling, to estimate HFC emission magnitudes and changes in China. We found that emissions of HFC-32 (CH2F2), HFC-125 (CHF2CF3), HFC-134a (CH2FCF3), HFC-227ea (CF3CHFCF3), and HFC-245fa (CHF2CH2CF3) have been increasing fast over this period while emissions of HFC-143a (CH3CF3), HFC-152a (CH3CHF2), HFC-236fa (CF3CH2CF3), and HFC-365mfc (CH3CF2CH2CF3) have been relatively stable. Total CO2-equivalent emissions of the nine HFCs increased from similar to 60 Tg year(-1) in 2011 to similar to 100 Tg year(-1) in 2017. Among these nine HFCs, HFC-134a (39%) and HFC-125 (35%) make the largest contributors to the national total HFC-CO2 -equivalent emissions. Cumulative contributions from China's HFC emissions to the global total HFC mole fractions and their related radiative forcing increased from 1.0% in 2005 to 10.7% in 2017. Upon comparison of global emissions with the sum of emissions from China and developed countries, an increasing difference is observed over recent years, which points to substantial additional HFC emissions from other developing countries under the Kyoto Protocol.

Abstract:Hydrochlorofluorocarbons (HCFCs), the main substitutes of chlorofluorocarbons, are regulated by the Montreal Protocol. Chinese HCFC emissions increased fast from the beginning of this century. However, limit reports based on atmospheric measurement are available for years after 2011, an important period when significant changes are expected. Combining atmospheric observations at seven sites across China with a FLEXible PARTicle dispersion model-based Bayesian inversion technique, we estimate emission magnitudes and changes of four major HCFCs in China during 2011-2017. The emissions of all four HCFCs reached peaks before 2015. Our results agreed well with the reported bottom-up inventories. The Chinese ozone depletion potential (ODP)-weighted emission of the three most abundant HCFCs accounted for 37% of global totals from 2011 to 2016. The total emission of HCFC-22 from China, the European Union, and the United States accounted approximately a half of the global totals, suggesting large HCFC emission emitted from the rest of the world. Plain Language Summary Hydrochlorofluorocarbons (HCFCs) are used to replace chlorofluorocarbons, or well known as Freon, a group of gases which contribute to the polar ozone hole. However, HCFCs are also important ozone depletion substances and are regulated by the Montreal Protocol. As the largest developing country, the HCFC emissions in China are of great interest. In this study, we estimate emission magnitudes and changes of four major HCFCs in China over the period 2011-2017 based on atmospheric observations at seven sites. We find the emissions of all four HCFCs reached their peaks before 2015, which generally agree with the emission inventories estimated using production and consumption information, suggesting the effectiveness of the implementation of Montreal Protocol in China. Abstract:Trifluoromethane (CHF3, HFC-23) is one of the hydrofluorocarbons (HFCs) regulated under the Kyoto Protocol with a global warming potential (GVVP) of 14 800 (100-year). China's past, present, and future HFC-23 emissions are of considerable interest to researchers and policymakers involved in climate change. In this study, we compiled a comprehensive historical inventory (1980-2012) and a projection (2013-2050) of HFC-23 production, abatements, and emissions in China. Results show that HFC-23 production in China increased from 0.08 +/- 0.05 Gg/yr in 1980 to 15.4 +/- 2.1 Gg/yr (228 +/- 31 Tg/yr CO2-eq) in 2012, while actual HFC-23 emissions reached a peak of 10.5 +/- 1.8 Gg/yr (155 +/- 27 Tg/y CO2-eq) in 2006, and decreased to a minimum of 7.3 +/- 1.3 Gg/yr (108 +/- 19 Tg/yr CO2-eq) in 2008 and 2009. Under the examined business-as-usual (BAU) scenario, the cumulative emissions of HFC-23 in China over the period 2013-2050 are projected to be 609 Gg (9015 Tg CO2-eq which approximates China's 2012 CO2 emissions). Currently, China's annual HFC-23 emissions are much higher than those from the developed countries, while it is estimated that by year 2027, China's historic contribution to the global atmospheric burden of HFC-23 will have surpassed that of the developed nations under the BAU scenario.

Abstract:Due to the characteristics of ozone-depleting and high global warming potential, chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs) have been restricted by the Montreal Protocol and its amendments over the world. Considering that China is one of the main contributors to the emission of halocarbons, a long-term atmospheric observation on major substances including CFC-11 (CCl3F), CFC-12 (CCl2F2), HCFC-22 (CHClF2), HCFC-141b (CH3CCl2F), HCFC-142b (CH3CClF2) and HFC-134a (CH2FCF3) was conducted in five cities (Beijing, Hangzhou, Guangzhou, Lanzhou and Chengdu) of China during 2009-2019. The atmospheric concentrations of CFC-11, CFC-12, HCFC-141b and HCFC-142b all showed declining trends on the whole while those of HCFC-22 and HFC-134a were opposite. A paired sample t-test showed that the ambient mixing ratios of HCFC-22 and HFC-134a in cities were 41.9% and 25.7% higher on average than those in suburban areas, respectively, while the other substances did not show significant regional differences. The annual emissions of halocarbons were calculated using an interspecies correlation method and the results were generally consistent with the published estimates. Discrepancies between bottom-up inventories and the estimates in this study for CFCs emissions were found. Among the most consumed ozone depleting substances (ODSs) in China, CFCs accounted for 75.1% of the ozone depletion potential (ODP)-weighted emissions while HCFCs contributed a larger proportion (58.6%) of CO2-equivalent emissions in 2019. China's emissions of HCFC-141b and HCFC-142b contributed the most to the global emission (17.8%-48.0%). The elimination of HCFCs in China will have a crucial impact on the HCFCs phase-out in the world.
Historical and projected emissions of major halocarbons in China

Abstract:The halocarbons studied here are chemicals controlled in the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer and its Amendments, which have both high ozone depleting potentials (ODPs) and high global warming potentials (GWPs). These halocarbons are mainly used for refrigeration, air-conditioning, foam blowing, tobacco expansion, aerosol propulsion, solvent cleaning, and fire fighting. China ratified the Montreal Protocol in 1991 and has been implementing the phase-out of halocarbons since then. In this paper, the emissions of halocarbons from China were estimated for 1995–2024 based on the historical consumption, the country program for complying with the Montreal Protocol, and the sector plans for phasing out halocarbons. The results show that China's compliance with the Montreal Protocol contributes greatly to both ozone protection and climate protection.

Abstract:The global community has responded to the dual threats of ozone depletion and climate change from refrigerant emissions (e.g., chlorofluorocarbons, CFCs, and hydrofluorocarbons, HFCs) in refrigerators and air conditioners (RACs) by agreeing to phase out the production of the most damaging chemicals and replacing them with substitutes. Since these refrigerants are "banked" in products during their service life, they will continue to impact our environment for decades to come if they are released due to mismanagement at the end of life. Addressing such long-term impacts of refrigerants requires a dynamic understanding of the RACs' life cycle, which was largely overlooked in previous studies. Based on field surveys and a dynamic model, we reveal the lingering ozone depletion potential (ODP) and significant global warming potential (GWP) of scrap refrigerants in China, the world's largest producer (62%) and consumer (46%) of RACs in 2015, which comes almost entirely from air conditioners rather than refrigerators. If the use and waste management of RACs continue with the current trend, the total GWP of scrap refrigerants in China will peak by 2025 at a level of 135.2 +/- 18.9 Mt CO(2)e (equal to approximately 1.2% +/- 0.2% of China's total greenhouse gas emissions or the national total of either The Netherlands and Czech Republic in 2015). Our results imply an urgent need for improving the recycling and waste management of RACs in China.

Abstract:Refrigerants are largely produced and consumed in China currently, and the new agreement on the 19th meeting of the Parties to the Montreal Protocol accelerated the phase-out of hydro-chlorofluorocarbons (HCFCs), so the alternative to refrigerants has become more urgent in China. Europe countries promote actively the natural refrigerants as the alternatives to HCFCs, and US mainly uses HFCs as the alternatives to HCFCs. The Significant New Alternatives Policy (SNAP) of the United States Environmental Protection Agency (EPA), Alternative Refrigerants Evaluation Program (AREP) of the United States Air-conditioning, Heating and Refrigeration Institute (AHRI) and Technology & Economic Assessment Panel (TEAP) Reports of the United Nations Environment Programme (UNEP) are introduced in order to provide guidance of alternatives to HCFCs in various fields.
