This stark tragedy, however, still survives across most of the world’s countries making economic convergence one of the most formidable challenges in economic policy. The Quest for Prosperity by Lin is a vigorous attempt to introduce new structural economics. It plainly deciphers the failure of developing economies in materializing their dream of economic prosperity. Lin, the first from the developing world to run the World Bank’s affairs as chief economist, meticulously appraises structural economics since its emergence and explains the paramount significance of comparative advantage in determining economic strength. Abstract:How can developing countries grow their economies? Most answers to this question center on what the rich world should or shouldn't do for the poor world. In The Quest for Prosperity, Justin Yifu Lin--the first non-Westerner to be chief economist of the World Bank--focuses on what developing nations can do to help themselves. Since the end of the Second World War, prescriptions for economic growth have come and gone. Often motivated more by ideology than practicality, these blueprints have had mixed success on the ground. Drawing lessons from history, economic analysis, and practice, Lin examines how the countries that have succeeded in developing their own economies have actually done it. He shows that economic development is a process of continuous technological innovation, industrial upgrading, and structural change driven by how countries harness their land, labor, capital, and infrastructure. Countries need to identify and facilitate the development of those industries where they have a comparative advantage--where they can produce products most effectively--and use them as a basis for development. At the same time, states need to recognize the power of markets, limiting the role of government to allow firms to flourish and lead the process of technological innovation and industrial upgrading. By following this new structural economics framework, Lin shows how even the poorest nations can grow at eight percent or more continuously for several decades, significantly reduce poverty, and become middle- or even high-income countries in the span of one or two generations. Abstract:This chapter provides a methodological approach that draws lessons and insights from economic history and theory and uses empirics from economic analysis and policy practice. It starts with an observation of the increasingly globalized world economy in which technological development allows the use of factors of production in locations that maximize returns and utility, and countries gain mutually by trading with each other if their strategies focus on revealed and latent comparative advantage. By following carefully selected lead countries, latecomers can emulate the leader–follower, flying-geese pattern that has well served economies since the eighteenth century. The prospects for sustained and inclusive growth are even greater for low-income economies that enjoy the benefits of backwardness. The chapter advocates implementing viable strategies to capture new opportunities for industrialization, which can enable low-income economies to set forth on a dynamic path of structural change and lead to poverty reduction and prosperity.

Abstract:In Economic Development and Transition, renowned development economist Justin Yifu Lin argues that economic performance in developing countries depends largely on government strategy. If the government plays a facilitating role, enabling firms to exploit the economy's comparative advantages, its economy will develop successfully. However, governments in most developing countries attempt to promote industries that go against their comparative advantages by creating various kinds of distortion to protect nonviable firms in priority industries. Failing to recognize the original intention of many distortions, most governments in transition economies attempt to eliminate those distortions without addressing firms' viability problems, causing economic performance to deteriorate in their transition process. Governments in successful transition economies adopt a pragmatic dual-track approach that encourages firms to enter sectors that were suppressed previously and gives necessary support to firms in priority industries before their viability issue is addressed.

Abstract:This chapter draws on lessons from history to argue that policy disappointments such as Ghana's mainly reflect failure not of politics but of economic thinking and policy making. There are now enough both failed and successful experiments in economic development for researchers and policy makers to draw on. It highlights the possibilities for poor countries to transform into middle-and even high-income economies and stresses the benefits of such transformations for the world economy as a whole. The chapter starts with a discussion of the role of agricultural development in developing countries today, stressing both its potential contribution in the short term and its limitations in the medium and long term. It then details some first-order economic principles for success, pointing to the need for structural change, which occurs only through industrialization. For the process to be successful, economic policy should aim at “ambitious pragmatism,” which requires calibrating the pace of economic take-off with the existing economic structure and country development level.

Abstract:In post-World War II, East Asia was considered the least hopeful regions for development in the world due to its poor natural endowments and high population density. Against the odds, East Asia has become the most dynamically growing region in the world, substantially closing the gap between the Western industrialized high-income countries. In the chapter, the author shows that economic development is a process of continuous technological innovation and industrial upgrading. The success of the East Asian economies was due to the fact that they have proactive governments enabling their economies to develop according to comparative advantages in a market system and tap into the potential of advantages of backwardness in the process of technological innovation and industrial upgrading. As such, these economies are competitive in domestic and international markets and grow faster than the industrialized high-income countries, enabling them to close the income gap or even catch up with the Western advanced countries.

Abstract:Economic development is a process of continuous industrial and technological upgrading in which any country, regardless of its level of development, can succeed if it develops industries that are consistent with its comparative advantage, determined by its endowment structure. The secret winning formula for developing countries is to exploit the latecomer advantage by building up industries that are growing dynamically in more advanced fast growing countries that have endowment structures similar to theirs. By following carefully selected lead countries, latecomers can emulate the leader-follower, flying-geese pattern that has served well successfully catching-up economies since the 18th century. The emergence of large middle-income countries such as China, India, and Brazil as new growth poles in the world, and their dynamic growth and climbing of the industrial ladder, offer an unprecedented opportunity to all developing economies with income levels currently below theirs -- including those in Sub-Saharan Africa. Having itself been a follower goose, China is on the verge of graduating from low-skilled manufacturing jobs and becoming a leading dragon. That will free up nearly 100 million labor-intensive manufacturing jobs, enough to more than quadruple manufacturing employment in low-income countries. A similar trend is emerging in other middle-income growth poles. The lower-income countries that can formulate and implement a viable strategy to capture this new industrialization opportunity will set forth on a dynamic path of structural change that can lead to poverty reduction and prosperity.

Abstract:Points out that as wages rise rapidly in dynamically growing emerging market economies, such as China, India, Brazil, Indonesia, and others, in the multipolar growth world of the 21st century, the labor-intensive industries in those emerging market economies will be losing comparative advantages and provide golden opportunities for other low-income countries to enter. China alone currently has 85 million manufacturing jobs in labor-intensive industries, and if low-income countries in Africa and other parts of the world can seize these jobs, they will be able to grow dynamically, reduce poverty, and improve living standards quickly.Lower-income countries should identify mature industries in carefully selected lead countries and facilitate the entry of their own private enterprises or foreign direct investments from the comparator countries into those industries. Many industrialists in emerging markets are hesitant to relocate abroad, especially to Africa, citing the following concerns: (1) social and political instability; (2) differences in labor laws and qualification; (3) poorlogistics; and (4) the lack of adequate infrastructure and business conditions.

Abstract:Modern economic development is accompanied by the structural transformation from an agrarian to an industrial economy. Since the 18th century, all countries that industrialized successfully have followed their comparative advantages and leveraged the latecomer advantage, including emerging market economies such as the People's Republic of China (PRC), India, and Indonesia. The current view is that Chinese dominance in manufacturing hinders poor countries from developing similar industries. We argue that rising labor cost is causing the PRC to graduate from labor-intensive to more capital-intensive and technology-intensive industries. This will result in the relocation of low-skill manufacturing jobs to other low-wage countries. This process, which we call the “leading dragon phenomenon,” offers an unprecedented opportunity to low-income countries. Such economies can seize this opportunity by attracting the rising outward foreign direct investment flowing from Brazil, the PRC, India, and Indonesia into the manufacturing sectors. All low-income countries can compete for the jobs spillover from the PRC and other emerging economies, but the winner must implement credible economic development strategies that are consistent with its comparative advantage.

Abstract:China's economic development has been miraculous since the transition from a planned economy to a market economy in 1979. This article provides answers to five related questions: Why was it possible for China to achieve such extraordinary performance during its transition? Why was China unable to attain similar success before its transition started? Why did most other transition economies, including those in Africa, fail to achieve a similar performance? Can African countries have a similar performance as China had in the past three decades and how to do that? What are the opportunities for African countries from China's rise? The paper concludes with a positive note: If the country in Africa adopt a pragmatic approach to develop its economy along its comparative advantages in a market economy and tap into the potential of latecomer's advantages with a facilitating state, the African country can benefit from the pending relocation of China's light manufacturing and grow dynamically like China.

Abstract:Developing countries have for decades been trying to catch up with the industrialized high-income countries, but only a few have succeeded. Historically, structural transformation has been a powerful engine of growth and job creation. Traditional development aid is inadequate to address the bottlenecks for structural transformation, and is hence ineffective. In this book, Justin Yifu Lin and Yan Wang use the theoretical foundations of New Structural Economics to examine South-South development aid and cooperation from the angle of structural transformation. By studying the successful economic transformation of countries such as China and South Korea through 'multiple win' solutions based on comparative advantages and economy of scale, and by presenting new ideas and different perspectives from emerging market economies such as Brazil, India and other BRICS countries, they bring a new narrative to broaden the ongoing discussions of post-2015 development aid and cooperation as well as the definitions of aid and cooperation.

Abstract:This paper provides an historical overview of both the evolution of the economic performance of the developing world and the evolution of economic thought on development policy. The twentieth century was broadly characterized by divergence between high-income countries and the developing world, with only a limited number (less than 10% of the economies in the world) managing to progress out of lower or middle-income status to high-income status. The last decade witnessed a sharp reversal from a pattern of divergence to convergence – particularly for a set of large middle-income countries. The latter phenomenon was also driven by increasing economic ties among developing countries and, on the intellectual scale, increased knowledge generation and sharing among the developing countries. Re-thinking development policy implies confronting these realities: twentieth century economic divergence, the experience of the handful of success stories, and the recent rise of the multi-polar growth world. This paper provides descriptive data and a literature survey to document these trends.

Abstract:This chapter analyzes the mechanics of failure and the secrets of economic success. Cesar Luis Menotti's strategy's main ingredients could serve as a metaphor for the basic argument in the chapter: any low-income country can achieve sustained and inclusive growth if it properly identifies its endowment structure and uses its most competitive factors to exploit its comparative advantage. The chapter starts with a presentation of the standard model of stabilization and structural adjustment, which has come to dominate development thinking and policy across the world and has survived several decades of critical research. It then explores reasons why the model has endured despite criticism from across the ideological spectrum, especially in the 1980s and 1990s. It also offers an analysis of why traditional policy frameworks derived from the standard model often do not yield results, and it stresses the need to focus growth strategies on coordination and externalities. The chapter ends with a discussion of one of the main side effects of the standard model and its growth prescriptions: the extreme dependence on foreign aid by many low-income economies, especially those in Africa.

Abstract:This paper explores the politically determined development objectives and the intrinsic logic of government intervention policies in east developed countries. It is argued that the distorted institutional structure in China and in many least developed countries, after the Second World War, can be largely explained by government adoption of inappropriate development strategies. Motivated by nation building, most least-developed countries, including the socialist countries, adopted a comparative advantage defying strategy to accelerate the growth of capital-intensive, advanced sectors in their countries. In the paper we also statistically measure the evolution of government development strategies and the economic institutions in China from 1950s to 1980s to show the co-existence and co- evolution of government adoption of comparative advantage defying strategy and the trinity system.

Abstract:This paper argues that both openness and poverty in a country are endogenously determined by the country's long-term economic development strategy. Development strategies can be broadly divided into two mutually exclusive groups: (i) the comparative advantage-defying (CAD) strategy, which attempts to encourage firms to deviate from the economy's existing comparative advantages in their entry into an industry or choice of technology; and (ii) the comparative advantage-following (CAF) strategy, which attempts to facilitate the firms' entry into an industry or choice of technology according to the economy's existing comparative advantages. To carry out a CAD strategy, many governments of LDCs subsidize the firms in priority sectors by distorting capital prices, foreign exchange, and other inputs; and use administrative methods to allocate price-distorted inputs to the firms.
