Abstract:Climate change is increasing hazardous weather events. The National Institute of Standards and Technology (NIST) Center of Excellence for Risk Based Community Resilience Planning defines community resilience as: "The ability of a community to prepare for and adapt to changing conditions and to withstand and recover from disruptions to its physical and non-physical structure." Initial stakeholders are looking to building codes with robust structural guidelines and reinforcing existing infrastructures as a means to withstand hazardous events.Sustainability performance measures such as Leadership in Energy and Environmental Design (LEED), which has been adopted as the standard for the US Federal Government, creates a framework that allows for the synthesis of seemingly competing interests of hardening a facility and making it sustainable. Water efficiency is one means to embrace and prepare for hazardous events in that water catchment can provide potable water during infrastructure disruptions. Net-Zero criteria can provide power to a community when primary energy systems are offline.Productivity performance measures utilize access to daylighting through fenestration systems. It will be demonstrated that fenestration in the building facade is fundamental to both sustainability and resiliency. Removing fenestration does not create a resilient building. When energy systems fail, Heating, Ventilation and Air Conditioning (HVAC) does not function. If power is restored in an emergency situation, it may not be sufficient to heat or cool the building. Operable fenestration, a hallmark of sustainable design as it provides daylighting, natural ventilation and passive systems for net zero capability, allows a building to remain comfortable during the time it takes for municipal power and infrastructure systems to be restored.Through review of the Department of Defense (DOD) implementation of Force Protection Standards, the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) modifications after Hurricane Sandy and case studies of two projects that implement these standards, this paper will present metrics employed in sustainable design that can actually point toward making a building and community more resilient before, during and after a disruption.Climate change is increasing hazardous weather events. Initial stakeholders are looking to building codes with robust structural guidelines and reinforcing existing infrastructures as a means to withstand hazardous events.Unfortunately, these structural reinforcement codes are being interpreted as extending to envelope systems as if the entire building should be hardened to meet Federal Emergency Management Agency (FEMA) Safe Room standards rather than being part of a resilient system. Envelope considerations play a large role in creating an economically efficient and healthy environment for the occupants and businesses they shelter, before, during and after hazardous weather events. Glazed window and door systems that are operable before and after a hazardous event provide for many of the needs of a building that is designed to be sustainable and resilient giving it the ability to be adapt to changing conditions as well as recover from disruptions.Hazardous weather events need to be part of the design process for a sustainable and resilient building system. Sustainability performance measures such as the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED), which has been adopted as the standard for the US Federal Government, creates a framework that allows for the synthesis of seemingly competing interests of hardening a facility and making it sustainable.As an example of a Federal standard that incorporates structural guidelines without removing building envelope considerations, we can look at the Federal DoD Minimum Antiterrorism Standards for Buildings' which has been in place since the events of 9-11. While there are numerous provisions for standoff distances, structural reinforcement and connection design considerations, there is in no way a consideration that glazed windows and doors should be absent. Section B-3 Architectural Design contains provisions for laminated glass, American Society for Testing and Materials (ASTM) Standards for frames, glazed doors, skylights, vestibules and even curtain wall facades. It should be noted that the glazed laminated windows with ASTM Standard frames are not required to be inoperable. If we are to coordinate the findings of the DoD Minimum Antiterrorism Standard with the LEED standard there are no conflicts.
