Abstract:A project leader's capability on decision, communication and management has direct influence on the result of project operation. Project management takes more and more important function in the economic construction in China and. compare to the adoption of modem technology on the hardware for project operation in China, the capability for project management is slow and affects the project effectiveness in certain degree. Thus, improve the level of project management and enhance project leader's behavior competence and criterion should be taken seriously consideration. The research in this field so far has not drawn enough attention as it suppose to, and the study on leader's behavior focuses mainly in the areas of general business company and administrative organization. Meanwhile, the study on project management is concentrated in the aspects of technology and skill. This article believes the project leader's behavior influence on the operation is a very important topic for study. By taking leader's behavior into management of project operation, finding the dynamic relationship among project target, process, result and leader's behavior, it is believed that in the process of a project, the uncertainty, risk and complexity can effect project leader himself and produce impact on his behavior. It concludes: first, the leader's behaviour impact may cause reaction on the process and final result of a project. Second, the effectiveness of a leader's behavior is not only the critical condition for the smooth running of a project, the adoption of technology, but also a safeguard of organization to achieve the ultimate strategic target. Third, the leadership style, the way of leadership and stimulation are factors that cannot be neglected, because they are important for the organizing, negotiating and cooperation of a project team and which eventually affect the result of the project. In the end of the article, it offers some suggestions for further research.
