Abstract:The innovation of policy instruments can accumulate valuable experiences and find effective ways for the construction of pilot provinces and cities. In Reinventing Government by David Osborne and Ted Gaebler, policy instruments are metaphorically compared to "the arrow in the government's pocket" and what the government should do is to select the proper "arrow" (policy instruments) to shoot it at the bull's eye (policy issues). Policy instruments are different technologies, means and methods the government takes to achieve policy goals (Andrew et al., 2003).The Canadian scholars Howlett and Ramesh in public policies divide policy instruments into voluntary instrument (non-compulsory instrument), compulsory instrument and mixed instrument based on how much the government has intervened and coerced the process of goods and services supply (Howlett & Ramesh, 2006). In low carbon pilots, based on different incentive mechanisms of public policies to low carbon and emission reduction and revolving around the "compulsory-voluntary" relation, we divide the policy instruments used by the government into order and control instrument, economic incentive instrument, voluntary instrument and information disclosure instrument. The policy instruments used by the pilot provinces and cities in low carbon construction are shown in Appendix Table 5.
