Forecast News, Disclosure Regime And Management Forecast Bias

Abstract:Using 4254 annual management earnings forecasts collected from 2010 through 2013, this study investigates the association between management forecast bias and the forecast news, and between management forecast bias and the disclosure regime. We find that the sign and magnitude of the forecast news are both associated with management forecast bias. Specifically, the probability of issuing an optimistic forecast is greater for bad news than for good news and is increasing in the magnitude of the forecast news. We also find that mandatory management forecasts are less likely to be optimistically biased than voluntary management forecasts. Moreover, when regressing management forecast bias on the forecast news using mandatory management forecasts and voluntary management forecasts respectively, we find that the positive association between management forecast bias and the magnitude of the forecast news is only significant under the mandatory disclosure regime. The results indicate that managers are more sensitive to forecast news under the mandatory disclosure regime. This study not only furthers our understanding of the management forecasting behavior, but also provides references for evaluating the consequence of mandatory disclosure regime.
