Abstract:Urban infrastructure has been substantially upgraded in reform-era China. This paper explains, contextually and empirically, how Chinese cities finance their infrastructure. It demonstrates that China has succeeded in addressing urban infrastructure backlogs by opening up new venues for financing, but simultaneously, heavily relying on unconventional sources. The paper also argues that urban infrastructure financing has much to do with the country's transition to a market-oriented economy that fosters the pro-growth role of city governments as well as the redistribution of fiscal power between the levels of the urban hierarchy that produces significant variation of financial capacities among the different administrative ranks of cities.

Abstract:The amount of urban infrastructure investment is so enormous that its effect is vital to the healthy development of urban economy and society. And infrastructure financing planning is one of the most important factors, which play key roles on infrastructure investment effect. In this paper urban infrastructure financing planning based on the idea of 3E viz. economy, efficiency and effect was studied systematically. First analyzed the relation between the idea of 3E and infrastructure financing planning, then put forward that infrastructure financing planning object is to realize the economy, efficiency and effect of infrastructure financing planning. Surrounding with the object, analyzed the basic factors of infrastructure financing planning, established financing planning flow, and investigated its core problem viz. financing structure optimizing deeply. We hope the research will benefit the practice.

Abstract:The purpose of rural residential construction is to improve rural community public facilities and to achieve intensive and coordinated land use between city and country, thus to create harmonious rural habitat environment. To fulfill this purpose, establishing suitable financing mechanisms has become an important link to inspire public enthusiasm to implement projects effectively. So far, no solid empirical basis exists for fund assessment in the light of sustained project operation. Based on on-site surveys in Xiuzhou District, Jiaxing, Zhejiang Province, this paper analyzes the total project construction costs and the burden-bearing ability of project participants, and explains the mechanism and related experience of current financing mode. Furthermore, aiming at existing problems, it also puts forward suggestions from the perspectives of projects, governments and farm households.

As the deepening and development of policy-type finance, China's fundamental realities that economy, market and system are being reforming decide that development finance will play a vital and unique role in quite a long time. It reflects system energy and resources with Chinese characteristics: In the combining of government’s coordination advantage and financing advantage, financing promotes the development of market and system. Through the proposition that the exploration of development finance on promoting the marketability and quality of China public rental housing supply system, we can study and research from the feasibility, the rationality and the specific ways of achieving, and we get the conclusion that: in the case of system deficiencies and market malfunction, building public housing system and the market under the development finance backing is not only a creative way to achieve the Government's target for the balance of the social public welfare and the efficiency improvement about the residential services, but also exploration and practice for development finance to expand new function domain through the integration of system resources to obtain profit.

Abstract:In the past few decades, urban infrastructures in China have seen an enormous upgrade, and due to large-scale urbanization many more investments are due in the coming years. In order to supplement public funding, Public Private Partnerships (PPP) and municipal bonds have recently grown popular in China. The introduction of this new policy does not occur in a void but should be understood as the path-dependent consequence of a historical evolution of funding arrangements for urban development. How have Chinese governments traditionally arranged financing for these extensive investments and how has the emphasis in funding sources shifted over time? We argue that the evolution of urban development financing has gone through three phases (planned economy, reform and pilot, and socialist market economy), each with different emphasis in financial sources. Our analysis demonstrates how weaknesses in earlier phases present challenges that new solutions in later phases are aimed to address.

Abstract:Under the rapid development of energy transition and new energy technologies, it is of practical significance to construct a new energy system and explore the empowerment mechanism of green finance on the new energy system. This study conducted empirical research, analyzing the specific theoretical mechanism and transmission path of green finance in constructing a new energy system. The research results indicate that green finance directly promotes the construction of a new energy system, further driving the improvement of technical innovation levels, and facilitating the establishment of more environmental protection institutions, thereby indirectly promoting the construction of a new energy system. Additionally, green finance has a stronger promotion effect under conditions of lower openness levels, economic development levels, urbanization rates, and proportions of the tertiary industry. Moreover, under higher government fiscal expenditure conditions, green finance also generates a greater promotion effect. As the development level of the new energy system increases, the marginal impact of green finance first rises, then stabilizes, and ultimately decreases. Within the empirical analysis framework, this paper provides a novel perspective on the empowerment of green finance, contributing to the construction of a new energy system under new development conditions.

Abstract:According to the national policy targets, the financing gap for urban wastewater infrastructure construction in China’s prefecture-level cities and municipalities during the 11th Five Year Plan period was estimated. The distribution characteristics of the financing gap and the local financial burden in cities of different regions, economic levels and population sizes were analyzed. Based on this, suggestions for the urban wastewater infrastructure construction investment during the 11th Five Year Plan period were put forward.

Abstract:Sage Open, Volume 14, Issue 2, April-June 2024. Imperfect external capital market and internal soft budget constraints are important reasons for the issue of enterprise financing constraints. This paper studies the impact of financing constraints and influencing factors of financing constraints in municipal infrastructure investment and construction for local governments by using the panel data from 2003 to 2018 in China. The results show that, first, there are great financing constraints in municipal infrastructure investment and construction for local government in China. Second, the increase of self-financing capacity and external financing capacity can reduce the level and uncertainty of financing constraints, thus improving the efficiency of municipal infrastructure investment and construction. Third, the expansion of the city scale may reduce the uncertainty of financing constraints, but improve the level of financing constraints thus reducing the efficiency of municipal infrastructure investment and construction.

Abstract:In order to solve the problem of investment and financing of urban development,especially new town,and ensure the implementation of urban planning,this article establishes the model of framework of financing planning based on theory of program management,PPP(Public Private Partnership)and experience of urban planning and development. The model introduces financing planning in urban planning system,synthesizes all of the regional programs,and adopts the strategies of linkage development and rolling development. Our model took the full advantages in linkage of projects in program,so it can reduce the cost,mitigate the risk,obtain the incremental benefit and achieve the sustainable development ultimately. A real case was examined to validate the feasibility and rationality of the model. It hopes that the model can be used as reference in the field of regional development in China.

Abstract:In current practice, urban-rural development has been regarded as one of the key pillars in driving regenerative development that includes economic, social, and environmental balance. In association with rapid urbanization, an important contemporary issue in China is that its rural areas are increasingly lagging behind urban areas in their development and a coordinated provision of public facilities in rural areas is necessary to achieve a better balance. A model is therefore introduced for quantifying the effect of individual infrastructure projects on urban-rural balance (e-UR) by focusing on two attributes, namely, efficiency and equity. The model is demonstrated through a multi-criteria model, developed with data collected from infrastructure projects in Chongqing, with the criteria values for each project being scored by comparing data collected from the project involved with e-UR neutral “benchmark” values derived from a survey of experts in the field. The model helps evaluate the contribution of the projects to improving rural-urban balance and hence enable government decision-makers for the first time to prioritize future projects rigorously in terms of their likely contribution too.

Abstract:Water conservancy project is the most basic livelihood guarantee project related to social security and stability and the survival and development of various production departments, but it is facing huge financial pressure because of its large investment scale, low financial returns, long recovery cycle, positive external benefits and strong public welfare. This paper analyses the characteristics and difficulties of investment and financing of water conservancy projects, combined with the new concept of the development of water conservancy projects and the analysis of related cases, this paper puts forward some solutions to investment and financing problems, such as innovation of investment and financing mode, establishment of local water conservancy development platform company, invigorating stock assets, etc., as well as relevant policy suggestions such as overall project planning, improving investment mechanism, improving financing capacity, expanding investment returns, innovating investment and financing models, etc. It can provide reference for the overall planning and investment construction of water conservancy projects.

Abstract:There are rare foreign scholars researching the financing problem of environmental industry until the mid-90's of 20th century, before that time, popular was the traditional theory of public goods which were funded by governmental finance, while some quasi-public goods may be invested by private capital. With the increasing spread and expansion of financial crisis in western countries during mid-90's of 20th century, there was an re-thinking of financial development model, thus environmental finance with "green", cross-cutting and new features come into being. At present, research on the environmental finance at home and abroad has just started and the subject system has not yet formed, it is needed for long-term and unremitting efforts to be gradually improved.

Abstract:Urban is a typical socioeconomic-natural complex ecosystem dominated by human activities. Rapid urbanization has brought a wide array of entwined and intricate ecological and environmental problems. Traditional urban infrastructure fails to deal with current urban environmental problems. In this paper we suggested the concept of urban ecological infrastructure based on analysis and induction of the urban environmental problems and its origins. We identified and compared the logic hypothesis of the related concepts on urban ecological infrastructure. Urban ecological infrastructure refers to the engineering facilities that can provide basic ecological services for urban production and consumption activities. It is a kind of public service system to ensure the sustainable development of physical and social ecological process including physical eco-infrastructure and social eco-infrastructure. Last the construction and management of ecological infrastructure are discussed.

Abstract:The purpose of the paper is to study the investment and financing methods for expressway construction in China. China is situated in a high-speed developing period, and infrastructure is urgently necessary to support the high growth of Chinese economy. However, shortage of fund in infrastructure construction is an inevitable problem. Through analyzing the current investment and financing system for expressway, and discussing the existing problems, several propositions for perfecting the expressway investment and financing system are put forward. It is indicated that in future, road bond should play an important role in expressway construction. In addition, government should guarantee enough national capital in expressway construction in underdeveloped area, such as west area, in order to stimulate its economic development.
