Abstract:This paper presents the concept of "Plant Layout Safety Index" (PLSI) and provides one evaluation idea with four steps to estimate the PLSI. Four judgment rules were introduced as main influencing factors of PLSI. By analyzing the four main judgment rules, the questions should be answered and the conclusions should be reached were brought for every judgment rule's quantitative evaluation. With the evaluation idea, one coarse but exercisable method which was based on "Analytic Hierarchy Process" (AHP) method and "Semi Quantitative Checklist" method was developed as a temporary calculating method for PLSI, and one calculating example was provided as a demo.
