Abstract:Electricity production by hydropower is negatively affected by drought. To understand and quantify risks of less than normal streamflow for hydroelectricity production (HP) at the global scale, we developed an HP model that simulates time series of monthly HP worldwide and thus enables analyzing the impact of drought on HP. The HP model is based on a new global hydropower database (GHD), containing 8,716 geo-localized plant records, and on monthly streamflow values computed by the global hydrological model WaterGAP with a spatial resolution of 0.5 degrees. The GHD includes 44 attributes and covers 91.8% of the globally installed capacity. The HP model can reproduce HP trends, seasonality, and interannual variability that was caused by both (de)commissioning of hydropower plants and hydrological variability. It can also simulate streamflow drought and its impact on HP reasonably well. Global risk maps of HP reduction were generated for both 0.5 degrees grid cells and countries, revealing that 67 out of the 134 countries with hydropower suffer, in 1 out of 10 years, from a reduction of more than 20% of mean annual HP and 18 countries from a reduction of more than 40%. The developed HP model enables advanced assessments of drought impacts on hydroelectricity at national to international levels.

Abstract:The role of reservoirs in water resource management is becoming crucial for flood control and drought mitigation in any basin because of the frequent occurrence of extreme weather events attributed to global climate change and human activities. Therefore, evaluating the relationship between reservoir storage (discharge) and wet (dry) evolution is crucial. This study explores the time-delay effect and spatial heterogeneity of reservoir discharge and storage on dry and wet conditions in several basins of Lin’an District (LAD) in southeastern China. An integrated methodology is developed in this study to assess the relationship by a monthly streamflow simulation model, the meteorological and hydrological comprehensive drought index (CDI) using a Frank Copula function, and an eXtreme Gradient Boosting (XGBoost) model and Shapley Additive exPlanations (SHAP) framework were used to develop a model to forecast dry and wet conditions and to evaluate the key factors affecting their changes. Results from the study indicate that the monthly water balance model can simulate the monthly hydrological processes with relatively high accuracy in the LAD region. The CDI reflects the intensity of wet and dry events more precisely, thoroughly, sensitively, and consistently by combining the benefits of hydrological and meteorological drought indicators. Precipitation, evaporation, streamflow, the Pacific Decadal Oscillation (PDO), and the Indian Ocean Dipole (IOD) were the main contributing factors influencing the above 80% accuracy of the wet and dry forecast models. The average correlation between the outflow of each reservoir in LAD and CDI is 0.47, which is higher than the Standardized Precipitation Index (SPI) and Standardized Runoff Index (SRI). Moreover, the delay in months of dry (wet) events based on SPI, SRI, and CDI are 0.45 (0.41), 1.07 (0.65), and 0.87 (0.60), respectively. It suggests reservoirs are less capable of adaptive scheduling for drought events than for wet events, and they respond most quickly to SPI defined events. The results can provide scientific and technological support for water safety and security in the study area.

Abstract:Hydropower is a key renewable energy source. It is widely developed worldwide to reduce carbon emissions and mitigate climate change. Hydroelectric generation (HG) is highly susceptible to streamflow and is negatively affected by streamflow droughts. However, there is a lack of studies on the impact of streamflow drought on HG in the coming future period under climate change. Therefore, to address the above challenge, an HG model is constructed to estimate future HG in China using simulated streamflow from four global hydrological models (GHMs) driven by four global climate models (GCMs) under two emission scenarios (i.e., RCP2.6 and RCP8.5). Results reveal that, compared with the baseline period of 1951–2005, more than 25% of the hydropower plants are expected to experience an HG reduction (with a 10-year return period) of greater than 20% of the baseline-mean annual HG in the future. More than 10% of installed capacity may suffer HG reductions of more than 30%. HG in the Yangtze River valley, which accounts for more than 22% of China's installed hydroelectric capacity, is expected to decline by more than 14% during 2031–2060. The HG reduction of several hydropower plants in northwestern and southern China will be greater than 60%. To combat the impact of streamflow droughts on regional energy security, it is desired that policymakers promote the development of a cross-regional energy integration network.

Abstract:To achieve carbon neutrality and the United Nations' sustainable development goals, the energy system is transitioning to renewable energy. Hydropower is one of the main forms of renewable energy, but it is significantly affected by the climate anomalies, such as droughts. Here, we define energy droughts as the periods where daily developed hydropower potential (DHP) is below the 20th percentile of its daily climatology at each hydropower plant and analyze the spatiotemporal characteristics over the Yangtze River basin (YRB). Based on the high-resolution hydrological simulations over 67 hydropower plants in the YRB by using the re-calibrated PCR-GLOBWB model, we find that there are about 10 energy droughts per year during 2007–2021, the mean duration is 7 days/event, and the DHP is reduced by 26% during energy droughts. Compared with winter, there are more energy droughts in summer, but with shorter durations. The interannual variation of energy droughts is closely associated with El Niño-Southern Oscillation (ENSO). Affected by strong La Niña, energy droughts increased during 2008–2009 and 2011–2012. The propagation from meteorological droughts to energy droughts takes up to 4–7 days for most plants, and around 31% of the energy drought and meteorological drought events occur simultaneously. Specifically, the accumulated energy deficit during the extreme energy drought in the summer of 2022 has a return period of 52 years, and the risk will be further increased by 88%±1.2% under the SSP585 scenario in the future. This study suggests the need to understand the change of energy droughts for hydropower management and the urgency for climate change adaptation for a more stable hydropower supply.

Abstract:China's electricity demand and production face rapid growth with the fast economic development. The large-scaled water consumption and pollution caused by electricity production have put great challenges to the sustainable development of water resources. This study carried out researches on the impact of power generation on the local water resource using water footprint (WF) method. Inventory at equipment level was analyzed for thermal power to calculate the WF with the bottom-up approach. The results showed that the thermal power production leaded to a huge WF. The national average was at 6.33L/kWh (ranged from 5.27 L/kWh to 7.31 L/kWh). The obvious regional distinctions caused by the difference of cooling technology and thermal power plants capacity. The national average electricity WF was at 4.70L/kWh, and regional results ranged from 0.084 L/kWh to 7.174L/kWh, declining from east to west in general. Water stress index (WSI) was used as the water scarcity footprint evaluation indicators to analyze the impact of WF of electricity production on local water resource. The water scarcity footprint of electricity in the northern region is high, especially in North and Northwest areas, electricity production put serious threat to local available water and water environmental capacity. A Holistic View of Water Management Impacts on Future Droughts: A Global Multimodel Analysis

Abstract:This study investigates the impacts of climate change and water management including agricultural irrigation, water withdrawal, and reservoir regulation on future meteorological, agricultural, and hydrological droughts and their connections. The analysis is based on the simulations from four global hydrological models forced with the projections from five global climate models for historical period 1971-2000 and future period 2070-2099 with and without water management. Three unified drought indices, the standardized precipitation index, standardized soil moisture index, and standardized streamflow index, are adopted to represent the meteorological, agricultural, and hydrological droughts, respectively. The analysis suggests that the climate-induced drought changes in all three types of droughts are enhanced but in different directions, while water-management-induced changes in agricultural and hydrological droughts are more consistent across space and simulations. Overall, water management activities reduce both the duration and intensity of agricultural droughts by roughly 1 order of magnitude, while increase those of hydrological droughts by up to 50%. Basin-scale analysis reveals that the higher is the intensity of irrigation, the larger will be the water-management-induced drought changes. Due to water management activities at some regions, the return periods of extreme agricultural droughts (in terms of severity) can change from 100 to 300 years or even longer, while typical 100-year hydrological droughts are likely to occur more often for the regions located in 25 degrees N-40 degrees N and 15 degrees S-50 degrees S. This study provides a global view on drought modification in the Anthropocene, which will help improve adaptation strategies for future droughts.

Abstract:This study investigates the impact of water resource restrictions on thermoelectric and hydroelectric stations, analyzing its influence on demand and electricity prices. It uses General Circulation Models (GCMs) and Soil and Water Assessment Tools (SWAT) to forecast future temperature trends and estimate river flow patterns. The research provides insights into climate change's potential effects on water resources and electricity potential. The study shows a significant decrease in river flow, indicating potential issues with hydroelectric and thermoelectric systems. The study also uses an optimized Echo State Network (ESN) for accurate electricity demand, using the Modified Snow Leopard Optimization (MSLO) algorithm as a new metaheuristic model. The simulation results show a consistent increase in electricity demand scenarios, which is expected to lead to higher supply prices due to decreased production capacity. This could have significant economic effects. The investigation provides a comprehensive understanding of water resource management challenges in power production, aiding in informed decisions in the future energy industry.

Modeling the impact of extreme summer drought on conventional and renewable generation capacity: methods and a case study on the Eastern U.S. power system

Abstract:The United States has witnessed a growing prevalence of droughts in recent years, posing significant challenges to water supplies and power generation. The resulting impacts on power systems, including reduced capacity and the potential for power outages, underscore the need for accurate assessment methods to ensure the reliable operation of the nation's energy infrastructure. A critical step is to evaluate the usable capacity of a regional power system's generation fleet, which is a complex undertaking and requires precise modeling of the effects of hydrological and meteorological conditions on diverse generating technologies. This paper proposes a systematic, analytical approach for assessing the impacts of extreme summer drought events on the available capacity of hydro, thermal, and renewable energy generators. More specifically, the systematic framework provides plant-level capacity derating models for hydroelectric, once-through cooling thermoelectric, recirculating cooling thermoelectric, combustion turbine, solar PV, and wind turbine systems. Application of the proposed impact assessment framework to the 2025 generation fleet of the real-world power system in the PJM and SERC regions yields insightful results. By examining the daily usable capacity of 6,055 at-risk generators throughout the study region, we find that in the event of the recurrence of the 2007 southeastern summer drought in the near future, the usable capacity of all at-risk power plants may experience a substantial decrease compared to a typical summer, falling within the range of 71% to 81%. The sensitivity analysis reveals that the usable capacity would experience a more pronounced decline under more severe drought conditions. The findings of this study offer valuable insights, enabling stakeholders to enhance the resilience of power systems against the potential effects of extreme drought in the future.

The monthly dynamics of blue water footprints and electricity generation of four types of hydropower plants in Ecuador

Abstract:Water evaporates from reservoirs of hydropower plants (HPPs), often in significant volumes. Reservoir evaporation is a dynamic phenomenon depending on climate, varying size of open water surfaces (OWS), and electricity production. Due to a lack of data and methods to estimate the OWS's size variation, previous studies assessed HPPs water footprints (WFs) considering static OWSs acknowledging the uncertainty of this omission. This study estimates WFs of HPPs, considering dynamic OWSs for four plant types in Ecuador, Flooded lakes, and Flooded rivers, with dam heights lower or higher than their Gross Static Head (GSH). It quantifies OWSs size variation using a Digital Elevation Model and GSH data, assessing OWS evaporation, effects on electricity production and WFs. There are large differences among the evaporation of HPPs when OWS size variations are considered. HPP operation, geographical features, and climate determine temporal differences. Flooded lake HPPs have relatively large WFs. Flooded River HPPs, with dam heights below their GSH, have the smallest WFs, but water storage capacity is limited. Static area approaches underestimated annual WFs by 10% (Flooded Lake HPPs) to 80% (Flooded River HPPs). Earlier studies showed effects of HPPs on water from a water management perspective, suggesting that less water-intensive HPP technologies are favorable, or that other water-efficient electricity-generating technologies, like solar or wind, should replace HPPs. This study also included the electricity perspective, indicating that energy management and water storage are important factors for WFs. The most water-effective technology cannot fulfill current electricity production due to a lack of storage options. The system dynamics analysis indicates that aiming for small WFs is not always the best option from an energy and water perspective.

Abstract:This study evaluates the impact of hydroclimate-driven periodic runoff on hydropower operations and production, with a focus on how the forecasted biennial periodicity of runoff time series could affect the efficiency of hydropower generation. Hydrologic stochastic processes are utilized to forecast long-term runoff, and seven hydroclimate scenarios are developed to be input into a production management model, allowing for an analysis of how periodic hydroclimate variations influence hydropower management and output. The results reveal that the biennial alternation between wet and dry years is a key factor affecting hydropower operations in the Dalälven River Basin. Notable differences between wet- and dry-year scenarios were observed in terms of power efficiency, production output, and forecasting accuracy. Operating hydropower systems based on dry-year runoff forecasts in wet years results in a 1.63% decrease in production efficiency and a reduction of 9,104 MWh in power generation. Conversely, applying wet-year forecasts in dry years slightly boosts production efficiency by 0.31% and increases power generation by 7,832 MWh. Scenarios that adhere to biennial periodicity offer the highest forecasting accuracy, particularly when applying dry-year forecasts in dry years in winter and spring, which produce the most precise predictions. In contrast, using dry-year forecasts in wet years results in the lowest forecasting accuracy.

Abstract:The benefits of developing the world’s hydropower potential are intensely debated when considering the need to avoid or minimize environmental impacts. However, estimates of global unused profitable hydropower potential with strict environmental constraints have rarely been reported. In this study we performed a global assessment of the unused profitable hydropower potential by developing a unified framework that identifies a subset of hydropower station locations with reduced environmental impacts on the network of 2.89 million rivers worldwide. We found that the global unused profitable hydropower potential is 5.27 PWh yr−1, two-thirds of which is distributed across the Himalayas. Africa’s unused profitable hydropower is 0.60 PWh yr−1, four times larger than its developed hydropower. By contrast, Europe’s hydropower potential is extremely exploited. The estimates, derived from a consistent and transparent framework, are useful for formulating national hydropower development strategies. The development of hydropower offers a renewable energy source that can help reduce society’s dependence on fossil fuels. A global assessment of the unused profitable hydropower potential can be performed by incorporating strict constraints to identify hydropower station locations with reduced environmental and societal impacts.

Abstract:The value of seasonal streamflow forecasts for the hydropower industry has long been assessed by considering metrics related to hydropower availability. However, this approach overlooks the role played by hydropower dams within the power grid, therefore providing a myopic view of how forecasts could improve the operations of large‐scale power systems. With the aim of understanding how the value of streamflow forecasts penetrates through the power grid, we developed a coupled‐water energy model that is subject to reservoir inflow forecasts with different levels of predictive performance. We implement the modeling framework on a real‐world case study based on the Cambodian grid, which relies on hydropower, coal, oil, and imports from neighboring countries. In particular, we evaluate the performance in terms of metrics selected from both the reservoir and power systems, including available and dispatched hydropower, power production costs, CO2 emissions, and transmission line congestion. Through this framework, we demonstrate that streamflow forecasts can positively impact the operations of hydro‐dominated power systems, especially during the transition from wet to dry seasons. Moreover, we show that the value largely varies with the specific metric of performance at hand as well as the level of operational integration between water and power systems.

Abstract:Hydropower is a crucial no-fossil energy source, but it may cause environmental damages by huge water consumption mainly from evaporation. Facing great hydroelectric capacity and water scarcity issue in China, water loss from hydropower deserves further valuation. This study used water footprint (WF) concept, employed the gross and net approach, collected domestic data, and evaluated China’s national and regional WFs for hydroelectricity. Dam inventories were conducted covering 300 hydropower plants. WFs were calculated considering local evaporation, evapotranspiration, allocation for multi-purpose reservoirs, and were evaluated by China’s province for the first time. The results illustrated a significant regional variation. The average gross and net WF were at 3.021 (range of 0.08–122.31) L/kWh and 0.0763 (range of 0–9.638) L/kWh, respectively. WFs also showed a considerable seasonal variation with apparent regional characters. Impact of hydroelectric net WFs on local surface water was analyzed. Although hydropower WF was relatively low in China, several provinces with water scarcity issue were inappropriate for hydropower development. This research provided a comprehensive method for hydropower WF calculation and was supposed to utilize on specific region or plant. The regional results could also be a support for water management in electricity sector and for local water supply policies.

Abstract:Drought is an extreme event in hydrologic cycle. The occurrences of drought events usually feature determinacy and randomness. With the increasing impact of climate change and anthropogenic activities, drought happens in more areas with higher frequency, and now it threatens the water and ecology security in river basin. Drought is firstly a resource issue, and with its development, it transforms into a disaster issue. From the perspective of the water resources system, the Dongliao River Basin, which has high frequency of drought occurrence, was studied to propose the connotation and the quantitative evaluation method of generalized drought. The driving factors of natural climate variability (NCV), anthropogenic climate change (ACC), underlying condition change and hydraulic engineering regulation (HER) can alter the impacts of drought events. The influencing time of NCV, ACC and HER was decided, respectively, and generalized drought risk maps were drawn. Finally, water emergency dispatch, water demand compression and water diversion were proposed to cope with the generalized drought risk.

Abstract:Hydrological drought is characterized by streamflow, which can be significantly impacted by climate and human activities. Previous studies have investigated the impacts of human activities and those of climate change on hydrological conditions separately. In this study, the relative contributions of water management, including local water extraction and reservoir regulation, and climate change to hydrological drought in the 21st century are analyzed using a coupled high-resolution, integrated water model. Simulations were performed for the US under two Representative Concentration Pathway (RCP) scenarios, with and without water management. Abstract:The state of Texas in the United States is highly susceptible to drought. Its major rivers are subject to extensive water management (WM) activities in order to sustain multisectoral water demands, particularly during drought conditions. However, the impact of WM on the propagation dynamics and characteristics of hydrological drought (HD) in Texas remains unclear. To fill this gap, this study quantifies the influence of WM across 32 streamflow gauges along the mainstems of seven major rivers in Texas by comparing a variety of drought metrics under natural and managed conditions. Notably, we leveraged an extensive, naturalized streamflow dataset constructed by the Texas Commission on Environmental Quality, paired with gauge observations of managed conditions. Results indicate that at the multi-decadal scale, WM significantly reduced HD frequency across all seven rivers and at 81% of the gauges analyzed. Additionally, it increased the response timescale of HD across Texas' major rivers by a median of 2.5 months. Conversely, the average-event duration and severity increased in most locations. Temporal analysis reveals that the WM impact on HD varied seasonally, with attenuation effects during mid-summer and early fall and intensification effects during late winter and spring. Additionally, WM was found to greatly increase the spatial variability of HD characteristics across the region. These findings emphasize the complexity of WM effects on HD and the necessity for nuanced strategies in managing HD under WM influences.

Abstract:The energy supply chains operating beyond a region'sjurisdictioncan exert pressure on the availability of water resources in the localarea. In China, however, there is a lack of transboundary assessmentsthat investigate the effects of energy consumption on water stresswithin and across river basins. In this study, we therefore investigatetransboundary impacts on scarce water resources that are induced byenergy demands (i.e., electricity, petroleum, coal mining, oil andgas extraction, and gas production). We develop a bottom-up high spatialresolution water inventory and link it to a 2017 multiregional input-output(MRIO) table of China to analyze supply chain scarce water use atprovincial and river basin levels. We find that the energy-drivenwater footprint accounts for 21.6% of national water usage, of which35.7% is scarce water. Nonelectric power energy sectors contributeto around half of the nation's scarce water transfer. We identifythree sets of catchments whose water resources are stressed by energydemand, i.e., (a) from the northern Hai River Basin to the easternpart of the Yellow River Basin and the Huai River Basin, (b) the northernarea of the Northwest Rivers, and (c) the developed coastal city clustersin the Yangtze River Basin and the Pearl River Basin. We then evaluatethe impacts of eight mitigation options, which may potentially shiftaround half of the moderate- or high-stress areas in the Hai RiverBasin and the Northwest Rivers to low to moderate (or even low) stress.We highlight the need for transboundary collaboration to sustain water-constrainedenergy demand and to develop targeted measures to mitigate stresson water resources within a river basin. Little research exists on the transboundaryimpacts of energyuse on water at the catchment level. Here, we report on the unsustainabilityof energy demands with regard to the water stress displacement inarid catchments. We then discuss options to mitigate such water stress.
