Abstract:Sea banning leads to perdition, while exploring the oceans leads to prosperity. One who cannot exploit the sea will be restricted by it. A country's capacity of ocean governance is closely related to the rise of the nation. Cities are the measure of national development. They form countries and this world, playing an indispensable role in the evolution of the international maritime landscape. Shenzhen, as a megacity adjacent to the South China Sea and an important hub for the "Belt and Road Initiative," has been entrusted with the historical mission of building a world leading maritime hub city. Geographically, the city is a part of the Greater Bay Area and faces the ocean. Politically, its development is driven by the "dual zones," and it is inclusive and open in culture. Therefore, Shenzhen should take the initiative to carry the banner of building a pioneering area for China's international ocean governance, dig deep into the core connotations of "community of interests" and "community of responsibility," adhere to the vision of global governance of extensive consultation, joint contribution and shared benefits, become the first and foremost in international ocean governance, carry out the pioneering practice of participating in international ocean governance as a city, and promote the leap of China's international ocean governance level and the implementation of China's maritime strategy. In lieu of the connotation of international ocean governance, this paper reflected the necessity, current situation and existing problems of Shenzhen′s participation in international ocean governance, focusing on the reference internationally renowned coastal cities like London, Oslo, Singapore, Hong Kong and Shanghai. Finally, this paper put forward possible measures and suggestions for Shenzhen's participation in international ocean governance in the new era.
