Abstract:Examination of the issue concerning from the perspective of commission-agency theory can show two pathways solve the problems related incentives: first,the pathway to overcome the information asymmetry between principal and agent;second,the pathway to produce common goals for both the agent and the principal. In this sense,we can logically build six different types of incentives.Observation and analysis of the dominant for Chinese officials by applying this framework present significant changes in its trajectory: from the beginning of reform and opening up in 1978,to the early 1990s,the dominant incentive for officials was to appoint insiders;from the early 1990s till now,over a period of roughly 20 years,the incentive contract has taken the lead.Chinese government at all levels show diversified core objectives and tasks,and it is harder subdivide them into specific performance targets than economic development.Also,quantitative assessment is more difficult.As a result,the incentive mechanism with incentive contract as the chief practice will surely be changed.Taking into account China's institutional background,the two arrangements of shortening commission-agency chain and softening incentives can be the options for the future.The former requires bold breakthroughs at the institutional level,while the latter raises high demands on the ability of administrators at all levels.Consequently,both pathways require pains-taking and sustained efforts.
