The Empirical Research on Poverty Alleviation Performance Evaluation of the Minority Poverty Counties:Based on the Principal Component Analysis Method

Abstract:Due to the special natural conditions and cultural traditions,minority poverty counties are always the key and diffi-cult areas for poverty alleviation and development. Based on the anti-poverty history of minority areas and a brief literature re-view, we choose 2001-2010 as the research range,which the “China’s rural poverty and development program” was imple-mented. And this paper also constructs the poverty alleviation performance evaluation index system from the poor basis ,human development and living condition. By taking advantage of the principal component analysis method to evaluate the effect of poverty alleviation objectively,it is found that the poverty alleviation performance of the minority poverty counties obtained re-markable achievements,especially the living condition. But the performance presented boundary decreasing effect,compared with the national average,the gap was bigger.
