Difference Between Willingness and Behavior of Farmers’ Participation in Cooperatives:An Empirical Analysis and Policy Proposal

Abstract:Does the willingness of farmers to participation in cooperatives means that they would take actions?Based on the survey data of 651 farmers from the Chinese rural areas,this paper used the extended theory of planned behavior to analyze the affecting factors of the will and behavior of farmers’participation in cooperatives respectively.The result shows that,there are differences between the will and behavior of farmers’participation in cooperatives.TPB is suitable to analyze the willingness of farmers’participation in cooperatives,but it is inappli-cable in behavior research.The attitude,subjective norms and perceived control significantly affect the willingness of farmers,while the behavior of farmers’participation in cooperatives depends on their attitude and the function of cooperatives.Farmers’perception of cooperatives is negatively related to their participating behavior.Thus,in or-der to promote the development of cooperatives,the government should give more power to cooperatives and make them play an important role in reducing risks in production.Encouraging small scale producers to participate in co-operatives and providing regular counseling and training to the members would be an effective way to narrow the difference between farmers’will and behavior.
