Going beyond the Idea of Developmental Government Theory and Case Study

Abstract:The theory of developmental local government views that local governments prefer economic development to social development.However,some local governments are significantly more in favour of social construction.How to interpret the behavior of these local governments The reasons include new inter-government relationship between national and local government and new economic development stage and good finance and policy support.However,there is much limitation in the local government's participation of social construction.In terms of content,it prefers public management to social services.In terms of purpose,it aims to improve administrative efficiency instead of realizing social autonomy.It only serves the local residents instead of the general public.The reasons behind these choices of the local government are based on three types of logics.First,the aim of social construction is social order,not social autonomy.Second,the policy entrepreneur's aim is performance rather than social development.Third,local government responds to the upper governments instead of the public.These also constitute the barriers of going beyond the idea of developmental local government.
