Abstract:Based on comparison and analysis of some popular evaluation methods, this paper puts for ward a new method to evaluate scientific and technical achievements quantitatively and qualitatively. The new method combines Delphi, analytic hierarchy process, and weighted linear complicated method to form the evaluation model and its indicator system.The paper also gives practical examples in the evaluation system of scientific and technical achievements.
