Abstract:Government performance evaluation has a long history. However, major differences of opinion regarding its role still exist both in Western and Chinese academia, from theoretical, and practical perspectives. In this article, we conduct an empirical measurement of the role played by government performance evaluation and construct a regression model to explore the major factors influencing public officials’ perception, relying on survey data from a district government of county level in Guangdong Province. The study reveals that the average value of 14 items measuring government performance evaluation was 3.36 points (out of a possible 5 points). The role of the government in setting annual objectives, tasks, and priorities, as well as strategic planning, and target setting, and strengthening departmental accountability, had the most significant effect on the perception of efficacy of performance evaluation, whereas departmental budget setting, resource allocation, and reduction of operating costs had the least effect. Furthermore, performance communication and feedback, as well as the validity of the performance indicator system, also significantly influence the perception of the role played by government performance evaluation. The article concludes with a discussion of the differences between government performance evaluation in the West and in China.

Abstract:This article discusses the mechanism which maximizes the efficiency of public investment in governmental public budget making-process by normative and empirical studies. In this paper, the meaning of efficiency of public investment is defined as the utmost improvement of the welfare of the concerned public by public input and the significance of its normative institution is unanimous consent to public budget bill by the concerned public. Moreover, we also conclude that the crucial problem to achieve efficiency of public investment is efficient expression and collection of their preferences. Given certain preference, based on the paradox of expression and collection of their preferences, they could not only express their preference efficiently and change their preference freely through their participation in discussion about public budget bill, but also get unanimous consent. The participant mode of public budget in Zeguo Town, Wenling City, Zhejiang Province is significant in institutional reforms for public budget in grass roots since it has resolved this crucial problem efficiently. The discussion and participation of the concerned public in public budget making-process not only fulfill the need of the concerned public, but also confer political legitimacy to public decision. More importantly, it promotes the efficiency of public investment.

Abstract:The performance evaluation of the government means to assess the process and effect of public policy. And it is a part of the whole process of public policy. Therefore,the analytical framework and related perspectives to public policy are also applicable to performance evaluation of the government. Two modes are included in performance evaluation,one is public participation,and the other is technical rationality. Both have limitations since experts and populace has different knowledge and criteria for policy. The composite mode which combine the two is desirable and can realize the "policy learning" function on democracy and rationality of public policy.

Abstract:This paper provides a historical review and critical assessment of citizen participation in government performance measurement in China in the past 20 years.The first section focuses on theoretical discussion in an attempt to construct a proper conceptual and analytical framework for the review and assessment.The second section gives account to the practice till the end of the last century under the title "government domination and no citizen participation".The third section describes the progresses made in recent years in citizen participation and the driving forces behind.And the last section starts with a critical assessment of the current situation,followed by some recommendations.The conclusion of this paper is that enhancing citizen participation in government performance measurement in China is far beyond the reach of instrumental rationality,it requires systematic and fundamental reforms of the political and administrative systems.

Abstract:In recent years, there is a growing practice that citizens evaluate government performance, which features large range of public participation. This evaluative mode can be called Participant Evaluation on Government Performance, which works through internet and questionnaire, seeking to raise democratic level of administrative actions. However, this system in practice has not fulfilled its designed function, with the probable reason of the absence of procedural safeguard which results in functional obstacles.

Abstract:This paper proposes a public-participation-based perspective on the evaluation of government information resources.The authors argue that it is necessary and significant to include the variable of public-participation in the research on the evaluation.Based on a discussion of the meaning of information resources and public participation,the paper analyzes some fundamental issues regarding the public evaluation of government information resources such as objects to be evaluated,evaluation principles,indicators and qualitative methods.The paper concludes that public participation in information resources quality evaluation is an inherent requirement to propel the transformation of functions and modes of governance of the government.It helps to realize the information strategy of the country as well.
What Values Are Evaluated? an Exploratory Empirical Study of the Public Values Structure in Chinese Local Government Performance Evaluation Through the Case of the ‘hangzhou Model’

Abstract:Performance evaluations often convey values promoted by the government. However, it is unclear in the Chinese context what 'performance' means when referring to appraised values because little empirical evidence exists, particularly regarding the relations between values. This study examines Hangzhou, a pioneering case among Chinese municipalities of comprehensive performance evaluation, to analyze the relations between values. We examined 2,422 performance evaluation reports and policies released to the public. After conducting content and social network analyses, we theorized the public values structure were composed of relations of hierarchy, proximity, and causality. Our findings indicate prime values were listed prior to instrumental or market-driven values. The proximity between public interest and quality is demonstrated by the highest correlation coefficients. Each value cluster contains a causal relationship, indicating one value is the means to another. We discuss the values-oriented approach to performance evaluation, the contextual nature of public values studies, and the limits of using public satisfaction in performance evaluation. As an exploratory study, this work identifies values advocated by local governments in China; such findings are absent from existing research. Moreover, this study provides a practical method for empirically studying public values.

Abstract:This study applies social survey research method to assess the reliability of the public's evaluation of government performance.Based on the analysis of the survey data from the "Beijing Area Study,1995-2007," it reveals that the public is capable to evaluate the performance of public service on the macro level,and the results are reliable.It also shows that social survey research is an important means of carrying out the public's evaluation of government performance.

Abstract:Reviewing the development of public service theories in the world and the research situation of service-based government in China based on the New Service Theory and Customer Value Theory,this study explores the citizen value dimension of government public service and its achieving process,and establishes a research framework for government public service towards citizen value.Based on this research framework,the evaluation system of local government public service quality consists of four dimensions,including functional value,feeling value,social value and perceived sacrifices,and 45 indicators.Using this evaluation system and Analytic Hierarchy Process method,this study also evaluates the public service qualities of 48 local governments in Zhejiang Province,comparing and clustering analyses about these local governments' public services.The results indicate that the evaluation of local government public service quality based on citizen value will be not only beneficial for the development of local government performance evaluating patterns with public service orientation and the establishment of long-term mechanism for improving the public service quality,but also helpful for understanding the citizen value needs and delivering the specific public service and establishing service-based governments at different levels of governments in China.

Abstract:Despite the fact that performance management has been ubiquitously adopted in the public sector across the world today, there is limited and inconclusive evidence that it improves citizen satisfaction with the government. In this article, we use survey data and multilevel modelling to analyse the effects of multiple performance management components on citizens' perceptions of government performance across 19 major cities in China. The results reveal that performance management does have a positive impact on citizen satisfaction. In addition, citizen participation, performance feedback and accountability, and information openness are positively associated with citizen satisfaction along various performance dimensions in different magnitudes. While we should take account of and mitigate its unintended consequences, our results suggest that it is still promising for public organizations to implement performance management.

Types of Public Participation and Their Effect on Satisfaction with Local Public Services in China

Abstract:Satisfaction with public services is an important index of their quality and an effective way to promote political legitimacy in China. This article empirically examines how three types of public participation contribute to citizens’ satisfaction with public services in China, with special attention to the moderating role of political trust. Using data from 6,089 respondents in a survey conducted in 2020, I find that government-led discussions and nonpolitical participation have a positive effect on public service satisfaction, whereas grass-roots election participation has no statistically significant effect. Participation efficacy, political trust, policy transparency, and unfair treatment are potential factors affecting residents’ satisfaction with public services. In these correlations, political trust has a significant moderating effect. When political trust is weak, the influence of participation on public service satisfaction is null or negative; with greater trust, the negative correlation is mitigated.

Abstract:Digitalization has expanded the scope of citizen participation. Nevertheless, there are no conclusive findings on online citizen participation and inclusive policymaking. This study adds in line with the discussion with a fresh perspective of institutional bias. It presents new evidence by examining the process, participants, policy agenda, and sentiments of public opinions from the government-led and Internet-empowered citizen participation regarding the 2017–2035 Shanghai Master Plan. Four findings are reported based on the in-depth case study with text and sentiment analysis. First, the government-led model provides institutionalized opportunities for citizen engagement throughout the policy process, while the Internet-empowered citizen participation is characterized by contingency and ad hoc. Second, the government-led model remains elite-dominated, while the Internet empowers a wider scope of stakeholders with an open and popularized participation platform. Third, the public opinion from the Internet-empowered model often goes beyond or even against the pre-defined official principles and goals. In contrast, the civic discussion in the government-led model influences policy by changing the sequence of policy agenda or providing focus within the official setting. Fourth, citizens, especially the experts, are more likely to give positive feedback in the government-led model than the Internet-empowered approach. These findings confirm and identify the remaining institutional bias that hinders inclusive policymaking in the Internet age. Theoretically, it reminds scholars to examine the institutional arrangements regarding citizen participation carefully. Practically, it indicates that the central government could facilitate inclusive policymaking at the local level by reducing the institutional bias of the government-led approach and utilizing text and sentiment analysis to urge the local government's response to Internet-empowered public opinion.

Abstract:Environmental pollution threatens public health and has become a social concern in recent years. Despite the conditions for public participation in environmental governance have improved considerably, the level of public engagement in government projects still falls short of expectations. Therefore, this article introduced two key variables, hoping to answer the following research question that how environmental concerns and governance performance affect public environmental participation. Through principal component analysis of the data from the “Survey of Chinese Urban Residents’ Attitudes toward Environmental Protection”, the findings of this article are as follows: First, public environmental concerns have no significant impact on their environmental engagement; second, the improvement of residents’ confidence in the government performance of environmental management reduces their willingness to participate in official projects. The higher the confidence in the government’s performance, the lower the level of public engagement is. Moreover, due to the consideration of self-interest or lack of environmental awareness, those who oppose waste incineration in waste terminal disposal tend to take a non-participatory role in waste sorting programs. Therefore, we suggest that the government have more diverse shareholders in environmental protection, so it should expand public participation through education, publicity, mobilization, and incentives.
