Abstract:At present, the urbanization and citizenization of China has already entered a new development stage and period. The household registration system is the most basic aspect of citizenization. There is a trend of value conversion and the process of hierarchy owing to the too many interest"embedded"in the present registration system and the rigorously administered of population migration. In recent years, some areas of the country has carried out all kinds of household registration reform patterns, such as strictly control type,limited open type and fully open type. Although all of above make"urban-rural duality"household registration system have the loose sign, there is also a trend of grade household registration difference in different cities, and thus seems to make the problem of migrant workers citizenization become a possible and impossible thing. Consequently, older generation of migrant workers has formed a special citizenization path spontaneously, namely, on the spot or citizenization nearby. However, the original path of on the spot or citizenization nearby is confronted with tremendous challenges with the rise of new generation migrant workers. Accordingly, more household registration system reform must be conducted in the future and make migrant workers have more chances and choices to achieve citizenization, transform the urbanization from"the increase in number"to"quality improvement".

Abstract:Reform of China's household registration system,from a viewpoint of political economics,shows a change in policy priority from pragmatist-oriented to focusing on social justice and equity.While the older system achieved social development and stablization partially through limiting free migration and discriminative provision of social welfare,such a reform indicates an integrated improvement of general entitlements of migrants.The reform should be progressed in a gradual way,adapting to varied local situations,and taking the existing institutions into consideration.The proposed approach of the reform is to separate the welfare provision from the population registration and management.
Hukou System and Residential Segregation: A New Challenge of the Urban Public Administration in China

Abstract:In the rapid progress of China's urbanization,the residential segregation between people with and without local Hukou identity is worthy of much attention,especially in metropolitan cities which execute strict control of Hukou system.This paper discovers some emerging residential segregation phenomenon related to Hukou identity,based on a micro-data of Shanghai residents' survey.We also find that families without Hukou identity are living in worse conditions,and people's subjective valuations for security,trust,health and children's growing environment are lower in residential quarters with higher proportion of non-Hukou families.Cities' public administration policies should take the residential segregation problem seriously in order to mitigate the emerging spatial disparities of income,public services etc.,which could jeopardize cities' harmonious development.

Abstract:Citizenization of rural migrants (CRM) is an important urbanization goal in developing countries. The main factors affecting urbanization are migration policies and rural land tenurial arrangements. However, little evidence has been provided on the effects of relaxing migration restrictions and extending rural land rights bundles on CRM. The relaxation of hukou restrictions and rural land marketization under China's new urbanization plan provide materials for examining the causal effects. The results of this research confirm that the extension of rural land rights bundles to farmers is more important for CRM than the relaxation of migration restrictions in developing countries. They further confirm that the negative effects of rural landholdings on CRM can be neutralised by rural land marketization. Moreover, improving the welfare of citizens in medium and small cities and the competitiveness of rural migrants can strengthen the positive effects of the hukou system reform. The findings suggest that usufruct-based rural land marketization and the recognition of the dual identity of rural migrants are effective measures for advancing urbanization in developing countries.

Abstract:Some scholars believe that local governments are making a profit of the new hukou ( household) registration reform. However, this paper finds that in recent years, quasi-justice reforms have been propped. Local governments promote household registration reform both for economic growth and for social demand. The basic social services cover everyone. However, the reform is facing localization management because the benefits only cover local residents. To solve the problem, the central government should play a much more important role in the reform, especially in public finance for social welfare.

Abstract:After years of transition from the central planning system to the marketoriented one,the actual progress of hukou system reform has not met the expectations of the public,which is removing every restriction on accessing a formal registration in the city.The purpose of this study is to seek for a better understanding of the barrier of hukou system reform.Taking the perspective of developmentalist government,the paper tries to explain the rationale for the existence of hukou barrier.Applying the projection pursuit model as well as the techniques of factor analysis and cluster analysis to analyze the data of 46 cities,our empirical findings show that the hukou barrier at the city level can be largely explained by many social and economic factors including economic output,the level of consumption,the provision ability of urban infrastructure,the degree of outside dependence,and economic structure.

Abstract:Until recently, few people in mainland China would dispute the significance of the hukou (household registration) system in affecting their lives – indeed, in determining their fates. At the macro level, the centrality of this system has led some to argue that the industrialization strategy and the hukou system were the crucial organic parts of the Maoist model: the strategy could not have been implemented without the system. A number of China scholars in the West, notably Christiansen, Chan, Cheng and Seiden, Solinger, and Mallee, have begun in recent years to study this important subject in relation to population mobility and its social and economic ramifications. Unlike population registration systems in many other countries, the Chinese system was designed not merely to provide population statistics and identify personal status, but also directly to regulate population distribution and serve many other important objectives desired by the state. In fact, the hukou system is one of the major tools of social control employed by the state. Its functions go far beyond simply controlling population mobility.

Abstract:One paradoxical reality of today's China is that urban citizenship does not necessarily go to those who have already moved to the city. Rural migrants are now allowed to work in cities but are deprived of a wide range of entitlements. Taking Shanghai, the most populous city in the world's most populous country, as a case study, this article establishes significant empirical content to elucidate how the notion of urban citizenship is interpreted in China, what criteria are applied for granting the urban citizenship, to what extent the entitlements of migrants in cities are comparable to those of the bona fide urban residents, and whether the lack of urban citizenship influences migrants' integration into host cities. Empirical investigation shows that granting of the urban hukou (household registration) is based largely on migrants' contribution to, rather than simply on their presence in, the host city. In the context of reform-era China, urban citizenship is used by city government not only to exclude some members of society from accessing urban welfare but also to make the urban economy more competitive by grabbing capital and human resources possessed by migrants.

Abstract:Since the economic reform the power to stipulate the qualifications for the urban household registration (hukou) has been decentralized to city governments. To see the locally designated criteria of urban hukou is a key to understand howthe reform of the hukou system proceeds. This paper makes a comparative analysis of the similarities and differences in the urban-entry qualifications set by city governments. The paper first reviews new policies pertaining to the hukou system to elucidate the basic trend of urban hukou reform. It then adopts a projection pursuit model to construct the urban extra-qualification index to investigate the progress of urban hukou reform across cities. Based on the analysis,we argue that the current urban hukou reform is no more than a local interest game which centers on the allocation as well as competition of public resources.

Abstract:China's urbanization process has followed a unique course and transformed the country in a very short period of time. Yet problems have arisen and the New Urbanization Policy 2014–2020 is designed to overcome many of these. This policy note outlines the objectives of the new policy, including a partial relaxation of the strict urban residency (hukou) rules, the move toward people-oriented urbanization and the expected changes that will occur in rural areas, particularly with respect to rural land. The paper concludes with a number of questions that do not appear to have been satisfactorily answered by the new policy. Will the differentiated hukou system be effective? Will the rapid urbanization of rural land be curbed? Will the new urbanization make China's cities more or less efficient? What are the plans to reform local government finance? How will the problem of loss of rural collective lands be addressed? The new policy is viewed as an important first step, but unanswered questions remain.

Abstract:With the proposal of new urbanization strategy in China, people-centered urbanization turns to be the core, and the housing problem of the urban population becomes extremely important. In order to satisfy the primary needs of families with financial difficulties among the urban population, Chinese government made a great effort to establish a housing security system. However, actual execution process deviates from the original intention of the system. Local government as a dual agent of the economic development and housing security, it is not only to pursue efficiency mechanism, but also to meet the legitimacy mechanism. Under the incentive of efficiency mechanism and restraint of legitimacy mechanism, local government carries out the “goal displacement” in the implementation process of the housing security system. Therefore, this paper studied on the mechanism of housing security system, and further provided policy suggestions to the development of affordable housing in China’s urbanization process.

Abstract:While urbanization acts as an engine of economic growth, rising inequality and exclusion within cities derails development progress. In the past 30 years, the population in China has converged to large-scale cities, which brought a severe housing issue, not least for migrants. In order to relieve the tension between the increasing demand for housing and the scarcity of urban resources, research on housing policy in response to urban growth is a matter of cardinal significance. This paper made an effort to explore the mechanism of public housing policies coordinated with urban growth management. Taking Chongqing City as the study area, the system dynamics model was adopted in exploring the coordination mechanism. The impact of the two policies were simulated, including the urban population control and public housing supply. The results indicated that the combined policy could more effectively cope with the possible urban housing crisis under the long-term trend, and promote urban inclusive growth. Meanwhile, the starting time of intervention also has a significant impact on the policy effect. This study shares China's experience and provides reference for other developing countries to pursue socio-economic sustainability in the process of urbanization.
From Ownership to Citizenship:Political participation in a community of middle-class migrants

Abstract:Based on a case study in suburban Shanghai,this paper explores the following questions:what are the characteristics of homeowners' political participation in the middle-class migrant community? How has hukou affected their political participation? Is it possible that middle-class migrants' wealth challenges the restrictions on civic engagement imposed by the hukou system? The results show that:(1) in rural-urban fringe zone,the political participation of middle class to a great extent is due to the low-lying land effect of public service;(2) age,rather than hukou,is the most important dividing line:for both locals and migrants,the aged prefer engaging public affairs via neighborhood committee,while the young tends to affect public policy through the internet;(3) the political participation of middle class is characterized by "homeowner activism",centered around "homeowners' well-being",such as property management,communal facilities,public service,etc;(4) in order to protect their well-being,the aged homeowners apply the strategy of "rightful resistance" base on community,with less leeway this strategy always ends with failure;however,the young homeowners adopt the more compromising "alliance strategy" with the assistance of internet,and finally establish the dialogue mechanism between the government and internet users;(5) the young launch a movement called "elect a neighbor to be your representative",which means the expansion of their appeal from homeowners' well-being to civil rights.
A Framework & Dynamic Model for Reform of Residential Land Supply Policy in Urban China

Abstract:Urban residential land supply is both driven by and significantly influences urbanisation processes, the optimisation of which are necessary to address housing issues. At present, China's urban housing system has three major problems, namely a shortage of affordable housing, rapidly increasing prices for regular commodity housing, and an under-supply, relative to market demands, of high-end commodity housing, calling into question the effectiveness of existing land supply policies. This paper first reviews policies governing residential land supply and then considers these policies in light of findings from semi-structured interviews conducted with key actors and a survey of households in Hangzhou, a city of more than nine million in eastern China. These analyses show that although the Chinese government has undertaken steps to reform land use allocation and increase housing affordability in its cities, significant opportunities for reform remain in both affordable and commodity housing sectors. Results from this study aid in formulation of a framework for residential land supply and a dynamic model for reform for Chinese governments to undertake to integrate housing provision across a range of household income and housing type classifications. The model demonstrates how reformation of the residential land supply system through improvements to the elasticity of residential land supply, optimisation of land supply for affordable housing, deregulation of land supply for and taxation of high-end commodity housing will significantly ease housing stress within Chinese cities. Finally, international experience indicates that the Chinese government can leverage revenues to acquire or otherwise support construction of additional affordable housing, with the in helping to arrest housing price inflation while achieving socialist ideals..

Abstract:China's urbanization and industrialization process is replacing large amounts of farmland, which is strongly driven by the country's land finance regime, with the intensified regional/local competition for manufacturing investment opportunities pushing local governments to expropriate farmland at low prices while leasing land at high market value to property developers. The additional revenue obtained in this way, termed financial increment in land value, can drive local economic growth and provide associated infrastructure and other public services. At the same time, however, a floating population of large numbers of inadequately compensated land-lost farmers, although unable to become citizens, have to migrate into urban areas for work, causing overheated employment and housing markets, with rocketing unaffordable housing prices. This, together with various micro factors relating to the party/state's promotion/evaluation system, plays an essential role leading to serious economic, environment and social consequences, e.g., for migrant welfare, the displacement of peasants and loss of land resources, in need of immediate attention.Our question, therefore, is whether such type of urbanization is sustainable. What are the mechanisms behind China's phenomenal urbanization process? From the perspective of institutionalism, this paper investigates the institutional background of the urban growth dilemma and solutions in urban China by introducing an inter-regional game theoretical framework to indicate why the present urbanization pattern is unsustainable. Looking forward to 2030, major policy changes are made from the triple consideration of the floating population, social security and urban environmental pressures. This involves (1) changing the land increment based finance regime into a land stock finance system, (2) the citizenization of migrant workers with affordable housing and (3) creating a more enlightened local government officer appraisal system to better take into account societal issues such as welfare and beyond. Abstract:In the establishment of western welfare states,the concepts of citizenship and citizen social right have been a dominant theme of social policies of major developed countries after World War II.The author emphasize that implementation of social right is the most important way to maintain social justice in market economy.While establishment of the minimum livelihood guarantee system,enforcement of free compulsory education,and increasing coverage of social insurance beneficiaries imply an expansion of social right of Chinese people,it is not based on citizenship,but on factors like status,occupation and economic capacity.As a result,the effect of social right in promoting social equality is minimized.In fact,differentiated welfare itself is a source of social inequality.The advancing of building a harmonious society provides possibilities of further expanding social right in China.Reform the Hukou system and equalizing the provision of basic public services by the government are two main approaches to expanding citizen social rights in China;both of which require an active response from and adjustment in the public governance system,institutional reform and innovation at various levels of policy-making as well.
Barriers to the Acquisition of Urban Hukou in Chinese Cities

Abstract:The hukou system is one of the most enduring legacies of the 20th-century Chinese socialist control instruments. The hukou in the Chinese context is an official identity of residency rights in a given geographic unit. Cities use the hukou policy to impede the urban hukou of migrants who are deemed unworthy in terms of socioeconomic attributes. Based on policy documents and data collected from forty-five sample cities, this paper offers statistical measures and explanations for barriers to urban hukou nationwide. The paper introduces the city's entry barrier (CEB) index to rank the degree of difficulty of acquiring urban hukou and performs factor analysis to identify the key determinants that significantly explain the various levels of the CEB index across cities. Our empirical findings suggest that a more developed city tends to develop a higher entry barrier to its hukou. The intention of city governments to impose barriers to urban hukou is enshrined largely in their progrowth mentality and their metaphors on the political economy of urbanization.

Abstract:Abstract In recent years, China has instituted a variety of reforms to its hukou system, an institution with the power to restrict population mobility and access to state-sponsored benefits for the majority of China's rural population. A wave of newspaper stories published in late 2005 understood the latest round of reform initiatives to suggest that the hukou is set to be abolished, and that rural residents will soon be “granted urban rights.” This article clarifies the basic operations of the hukou system in light of recent reforms to examine the validity of these claims. We point out that confusion over the functional operations of the hukou system and the nuances of the hukou lexicon have contributed to the overstated interpretation of the initiative. The cumulative effect of these reforms is not abolition of the hukou , but devolution of responsibility for hukou policies to local governments, which in many cases actually makes permanent migration of peasants to cities harder than before. At the broader level, the hukou system, as a major divide between the rural and urban population, remains potent and intact.

Abstract:A noted American authority on urbanization in China presents a retrospective analysis of China's hukou (household registration) system on the occasion of the 50th anniversary of its promulgation, reviewing the history of that system from a broad socio-political perspective. More specifically, the paper focuses on revealing trends in the development of the system over time and identifying many of its important ramifications for modern Chinese society, as well as on the impact of hukou on the country's industrialization, urbanization, and social and spatial stratification. The author argues that the hukou system now presents a major obstacle to China's quest to become a modern, first-world nation and global leader.
