Abstract:The low carbon goals are required to be incorporated into the urban plan environmental impact as -sessment ( PEIA) to optimize the decision-making process , which will play an important role in the urban develop-ment low carbon transformation in China .However , as a relatively new field , there are few literatures published on this issue until now .Then the technological framework of urban PEIA based on low carbon development goals in China is explored in this paper .The proposed “integration in the whole process” evaluation mode includes scoping , baseline , groundwork review , carbon emission driving force identification , low carbon development status analysis , indicators identification and target accessibility .To validate the feasibility of the proposed framework , PEIA for Binhai New Area Development is identified as pilot study and detailed demonstrated in the paper .
