Abstract:The 21st century is the era of knowledge economy, listed companies to achieve competitive advantages in the increasingly fierce market competition must have the core competitiveness, and the source of core competitiveness is the technological innovation capability of a company. The technological innovation capability is influenced by corporate governance environment, once the corporate governance environment can not meet the needs of every link of technological innovation, it is bound to hinder the technological innovation of a company, and influence the long-term development of the company. On one hand, the environment of corporate governance provides the basis and conditions for technological innovation, on the other hand, it has also become a constraining factor in promoting technical innovation ability of company. Therefore, it has an important practical significance to study the relationship between corporate governance environment and technological innovation capability. In this paper, the governance environment of listed companies is made of external environment and internal environment. We take the effect of external governance environment for technological innovation ability as our research subject, do an empirical research related to external governance environment of listed companies and technological innovation ability with corporate governance theory and technological innovation theory. The external governance environment in this paper is defined as the external conditions of the company region including the level of economic development, the level of financial services, human resource supply, infrastructure conditions, the level of government administration, the level of intermediary organization and technical service, legal environment and social environment. We choose the proportion of R&D costs as a measure of technological innovation capability index, use OLS basic measurement model to do a regression based on the data of Chinese listed companies in Information Technology industry in 2010, and the give some suggestions to improve the external governance environment and enhance the technical innovation ability of companies according to the regression results.
