Research on the Performance of "Enlarging Powers to Develop Towns" Reform——A Case Study of Shaoxing City

Abstract:This paper focus on"Enlarging powers to develop towns"(EPDT),which is a hot issue about the local government reform and innovation in recent years.In theory,EPDT is a new exploration of flat organization,vertical decentralization of local government and township governance theory.And in practice,it is the strategic choice of balancing urban and rural development,constructing small city and realizing rural modernization.Shaoxing city,as a leading region of EPDT in Zhejiang Province,has concluded a series of relatively complete developing thought from its explorations in these years.This paper,taking Shaoxing as an object,reviews the progress of EPDT reform and adopts "4E" method to assess the performance of the reform in economy,efficiency,effectiveness and equity,analyzes the achievement and potential problems within it,and puts forward countermeasures and development plan in the future.On the whole,the reform is relatively successful,especially in economic construction and development,and government efficiency improvement.However,it still has some points on the improvement of people's livelihood and the balance of urban and rural development.In future,we should promote town industrial concentration,and enlarge people's incomes;complete supporting facility construction and make people's living better;support and increase the investment in people's livelihood project;promote administrative decentralization to decentralization by law and realize the unity of power,responsibility and benefit;accelerate government function transformation and enhance the ability of social administration and public service.The EPDT Reform in Shaoxing city has significance for popularization.Other cities or regions,in their coming reform and development,can learn something from the EPDT Reform.
