Research on "Multiple Plans Integration" based on the Game Theory

Abstract:The purpose of this paper is to explore an optimizing method of "Multiple Plans Integration" based on the analysis of game strategies of stakeholders at the city and county scale. The research methods are game analysis, qualitative interview and comprehensive analysis. The results showed that 1)according to the game analysis within the governments, the central government should strengthen vertical supervision on local governments; 2)according to the game analysis among different departments of the government, the intervention of higher level government is needed to foster a unified "blueprint"; 3)based on the game analysis between government and market, the government needs to fully negotiate with the market players to achieve the goal of shifting from governance to management; 4)based on the game analysis between government and society, the government should pay more attention to the interests of the people, and balance the public interest and public appeal. In conclusion, in order to promote the "multiple plans integration", the relationship between the central government and local governments should be strengthened; the functions of different departments should be integrated, and public interests should be adequately responded.
