Abstract:Open educational resources (OER) as an innovation to share educational resources has been influential in past decade and expected to bring changes to higher education worldwide. There is, however, very limited literature on OER usage, especially from the perspective of college students in developing countries, who are often projected as the recipients and beneficiaries of OER. This study was designed to examine Chinese college students’ OER usage and perceived barriers impacting the diffusion of OER. Data was collected during the 2012–2013 academic year at Zhejiang University. A two-part survey instrument was administered to a sample of students (n = 1239). The results show that a significant number of university students have experienced with OER, but there are challenges involved with student, content, interface, and environment related factors that impacted rapid diffusion of OER. Gender was not associated with students’ perceptions about barriers to OER usage, but year in study was. The study highlighted the role of university and faculty members in diffusing the concept and practice of OER and recommended OER-related initiatives for faculty members and college students to foster the adoption of OER.

Abstract:This chapter explains how the open access movement, open education resources (OER) that can be freely accessed, reused, modified and shared by anyone, and massive open online courses (MOOCs) which are aimed at unlimited participation and open access via the Web can play a crucial role in open and distance non-formal education. It describes how organizations, institutions and countries are collaborating in using these means to provide non-credit, employment creation and capacity-building programmes, the advantages and disadvantages of these technologies and methods and how and why they are now being locally generated.

Abstract:This paper presents a review of open data research based on bibliometric analysis of publications in Web of Science from 1998 to 2016. It shows that research on open data has grown rapidly since 2009 with the development of various open data initiatives. We identify the different themes using science mapping and performance analysis. The most important themes are semantic web, open government, and crowdsourcing. The basic and transversal themes are data sharing and public sector information. As for the emerging themes, these are Big Data and open government data. In addition, data journalism, monitoring, and recommender systems are specific themes that deserve special attention. The UK and the USA are the leading publishing countries, both in theoretical and practical research on open data. In China, most researchers focus on practical research, and there have been efforts to promote the development of open data. Papers introducing large-scale projects receive more attention and citation quickly. Recently, researchers have been publishing more on objective topics, including possible issues and dilemmas in the era of Big Data and many problems such as budgets, ownership, licensing, culture, and sustainable development.

Abstract:Despite great progress in data sharing that has been made in China in recent decades, cultural, policy, and technological challenges have prevented Chinese researchers from maximizing the availability of their data to the global change science community. To achieve full and open exchange and sharing of scientific data, Chinese research funding agencies need to recognize that preservation of, and access to, digital data are central to their mission, and must support these tasks accordingly. The Chinese government also needs to develop better mechanisms, incentives, and rewards, while scientists need to change their behavior and culture to recognize the need to maximize the usefulness of their data to society as well as to other researchers. The Chinese research community and individual researchers should think globally and act personally to promote a paradigm of open, free, and timely data sharing, and to increase the effectiveness of knowledge development.

Abstract:Abstract With the continuous improvement of the level of Internet technology and intelligent mobile terminal equipment, the sharing economy has been spawned, the sharing and utilization of information resources has been realized, the value of book resources has been maximized, and more convenient services have been provided to readers. Research on shared book information and shared book resources from the perspective of the current sharing economy. From the perspective of sharing economy, this paper adopts the methods of big data analysis and data mining to statistically organize the book information resources from the perspective of sharing economy. Selecting H University and the library as the research object, starting from the perspective of book information resource sharing and using a comparative analysis method to understand the main problems facing its book information resource sharing, and finally put forward a targeted and feasible resource sharing strategy. Finally, the literature research method is used to understand the research plan of the sharing of domestic and foreign related book information resources. Experimental research results show that the library information resource sharing system can realize the free matching of knowledge supply and demand and form several communities based on knowledge needs. In a mobile environment, the integrated access of mobile book information APP can better share resources.
Application of Open Data in Disaster Risk Research: A Preliminary Review Using Bibliometric Analysis

Abstract:Open data is a practical source for identifying disaster risks. However, few studies have examined open data usage. This study employed CiteSpace to conduct a bibliometric analysis to determine the evolution of open data in the field of disaster risk based on the literature. The findings were as follows: first, the existing disaster-related research can be classified into four categories: introduction to risk management and its concepts, multi-hazard response, studies on the specific background or context, and analysis of the technology or methods used in disaster risk reduction. Second, the relevant literature first emerged in 1997 and has rapidly expanded in recent years. Top keywords were identified, such as “natural disaster,” “risk,” and “climate change.” Third, the most productive country in terms of publications has been the People’s Republic of China; however, the low centrality indicates a lack of international collaborations. Fourth, several bursts were found in the collected literature. The term “data analysis” appears to be one of the most pressing concerns. Finally, we identified the research frontiers. The topic “accessible global dataset” has been of primary interest to researchers recently. The results of this study can provide directional references for future research in the field.

Abstract:Librarians support researchers by promoting open science and open data practices. This article explores five freely available tools that support and facilitate open science practices. Open Science Framework provides a platform for project management, data sharing, and data storage. OpenRefine cleans and formats data. DMPTool has templates for data management and sharing plans that comply with funder mandates. The NIH Common Data Elements is a repository for standardized data elements, and finally, the NLM Scrubber is a tool for de-identifying clinical text data. Information professionals can add these tools to their repertoire and share them with researchers at their institution.
Effects of public data open on performance of government functions in China: the roles of digital economy and market economic system adopting the perspective of resource- based view

Abstract:The emergence of the digital economy necessitates effective government guidance and regulation of enterprise behavior to ensure fair market competition. Understanding how public data open can enhance the performance of government functions is crucial, particularly in understanding the roles of key factors like the development of the digital economy and the current state of the market economic system. This study explores the effects of public data open on performance of government functions from a resource-based perspective.Using a dataset of 237 Chinese cities from 2017 to 2021, we employed a two-way fixed-effects model to investigate the mechanisms. This includes its interaction with the development of the digital economy and the moderating role of the market economic system.The findings reveal that public data open significantly improves performance of government functions, as validated by a multi-temporal DID model and various robustness checks. Notably, the development of the digital economy mediates this relationship, while the market economic system has a strong positive moderating effect. The effects of public data open on performance of government functions also exhibits significant variability.Recommendations include coordinating regional public data open resource planning and allocation, enhancing public data open rules and objectives by region, and promoting synergy between public data open, development of digital economy and the market economic system.

Abstract:Research Data Management (RDM) has become increasingly important for more and more academic institutions. Using the Peking University Open Research Data Repository (PKU-ORDR) project as an example, this paper will review a library-based university-wide open research data repository project and related RDM services implementation process including project kickoff, needs assessment, partnerships establishment, software investigation and selection, software customization, as well as data curation services and training. Through the review, some issues revealed during the stages of the implementation process are also discussed and addressed in the paper such as awareness of research data, demands from data providers and users, data policies and requirements from home institution, requirements from funding agencies and publishers, the collaboration between administrative units and libraries, and concerns from data providers and users. The significance of the study is that the paper shows an example of creating an Open Data repository and RDM services for other Chinese academic libraries planning to implement their RDM services for their home institutions. The authors of the paper have also observed since the PKU-ORDR and RDM services implemented in 2015, the Peking University Library (PKUL) has helped numerous researchers to support the entire research life cycle and enhanced Open Science (OS) practices on campus, as well as impacted the national OS movement in China through various national events and activities hosted by the PKUL.

Abstract:PurposeThe purpose of this study is to introduce the concept of big data and provide a comprehensive overview to readers to understand big data application framework in libraries.Design/methodology/approachThe authors first used the text analysis and inductive analysis method to understand the concept of big data, summarize the challenges and opportunities of applying big data in libraries and further propose the big data application framework in libraries. Then they used questionnaire survey method to collect data from librarians to assess the feasibility of applying big data application framework in libraries.FindingsThe challenges of applying big data in libraries mainly include data accuracy, data reduction and compression, data confidentiality and security and big data processing system and technology. The opportunities of applying big data in libraries mainly include enrich the library database, enhance the skills of librarians, promote interlibrary loan service and provide personalized knowledge service. Big data application framework in libraries can be considered from five dimensions: human resource, literature resource, technology support, service innovation and infrastructure construction. Most libraries think that the big data application framework is feasible and tend to apply big data application framework. The main obstacles to prevent them from applying big data application framework is the human resource and information technology level.Originality/valueThis research offers several implications and practical solutions for libraries to apply big data application framework.

Abstract:Open research data (ORD) have been considered a driver of scientific transparency. However, data friction, as the phenomenon of data underutilisation for several causes, has also been pointed out. A factor often called into question for ORD low usage is the quality of the ORD and associated metadata. This work aims to illustrate the use of ORD, published by the Figshare scientific repository, concerning their scientific discipline, their type and compared with the quality of their metadata. Considering all the Figshare resources and carrying out a programmatic quality assessment of their metadata, our analysis highlighted two aspects. First, irrespective of the scientific domain considered, most ORD are under-used, but with exceptional cases which concentrate most researchers’ attention. Second, there was no evidence that the use of ORD is associated with good metadata publishing practices. These two findings opened to a reflection about the potential causes of such data friction.
