Differentiation Rules of E-Government Service Capability of Mainland China:A Research from the Perspective of Service Dimension

Abstract:[Purpose/Significance]Along with the implementation of the "Internet+ government Service" strategy, the e-government service which takes the Internet as its carrier has attracted much attention. However,there still lacks large sample-based multi-channel a-nalysis from the perspective of government service dimension.[Method/Process]Using the multi-dimensional index system, this paper collects data of provinces and data of cities above prefecture-level,analyzes their websites,WeChat and micro-blogs,and APPs. Then, taking the administrative level and economic level as the differentiation attributes,the paper reveals the distribution of e-government serv-ice capacity of the provinces and the city. It also reflects the different distribution characteristics of the service capacity influenced by the government service channel, administrative level and economic level. The paper expounds that the administrative level and the economic level have different influences on the capability distribution in different government service dimensions. At the same time,it finds out that the service capacity of provinces and cities is different in various administrative service dimensions under the economic differentiation,thus the differential characteristics is revealed. [Results/Conclusion]The paper sums up the degree and direction of government regulation based on the attributes of administrative level and economic level, province level and city level. The findings can provide valuable refer-ence for decision-makers.
