How Innovation Policy Promotes China's New Energy Vehicle Industry：A Text Research from Policy Tools and Innovation Value Chain

Abstract:Government policy is an important driving force to promote emerging industry. From two dimensions, policy instrument and innovation value chain, content analysis is conducted in the paper on 37 items of central policy text related to China's new energy vehicle industry. It shows that the environmental-side policy instruments are used most frequently; the policy instruments present gradual improvement from supply side to environmental side and then the demand side; the central policies focus on the R&D and market promotion of the emerging in-dustry; the relevance of three types of policy instrument and the four links of the innovation value chain are in-vestigated. Combining the measures and purpose of innovation policy, it proposes an operational framework policy analysis and discovers how innovation policies promote the new industry. A reference for policy making of other emerging industries is also provided.
