Research on Encouraged Policies for Establishing R&D Institutions of MNC in Shanghai: History, Theory and Measures

Abstract:The encouraged policies for establishing R&D institutions of MNC in Shanghai are based on technology spillover theory, hoping to enhance the innovation capacity of Shanghai through technological spillover channels.However, Forbes survey of Chinese innovation capacity of the city shows that in 2014 the city innovation capacity of Shanghai among countries is only ranked fifth.This requires us to present improvement policy for R&D institutions of MNC.Based on this, in basic study of carding policy course for R&D institutions of MNC in Shanghai, it establishes the theoretical framework policy, including policy instruments, the policy objectives, the main role of the government and other factors, and it discusses the problems of the existing policy, advances the need of improvement existing policies.Finally, based on open innovation theory, in favor of local companies innovative perspective article, it describes the policy ideas and measures for improvement.
