On the Theory of"Economy of Administrative Area": a New Explanation and its Model

Abstract:'Economy of Administrative Area'is an academic concept drawn from numerous reform practices by Prof. Liu Junde and his academic team mainly in ECNU (East China Normal University),in the beginning of 1990s from the background of human geography,and has been accepted widely by other scholars in other disciplines,and become a theory which can analyze and explain some phenomena of regional economy in contemporary China. In this article,the author discusses the theory's development phases,and gives a new explanation to the theory. The author thinks that,the core meaning of the Theory of'Economy of Administrative Area'is that the local governments become an important factor which can influence the development of regional economy during the transition period in contemporary China,i.e.,from planning system to marketing system. This regime in which local government,central government,private enterprise are mixed together and many special phenomenon caused by it are quite different from China before 1979 and from the other marketing countries. At last,a model is given to explain the evolution of'Economy of Administrative Area'.
