The Value Appeal and Realistic Choice of Removing Teaching Centers and Merging Schools Policy in Rural Areas

Abstract:From 2001,China began to carry out the policy of removing teaching centres and merging schools in rural areas,which was supposed to optimize configuration,improve teaching quality,promote the balanced development of compulsory education in rural areas and accelerate the value pursuit of urbanization and so on. However,in the implementation process,there exist such value defects as neglecting the principle of education fairness and education selectivity ,weakening the rural cultural construction and obliterating family education function,ignoring the principle of legality and going against nearby enrollment principle,and increasing the education cost and burden in the rural areas ,as well as aggravating students drop out of school. In order to make equilibrium configuration and rational distribution for the rural areas ,the following principles and concepts must be sticked to:the view of balanced education that education equality and efficiency will be unified,the educated“rights based”concept,the economic and social development and regional coordination between the school layout principle and the balanced development of regional education principle.
