Circular Economic Development in the Northwest China Based on the Emergy Theory

Abstract:Emergy theory coined by H.T.Odum is a new method to research ecosystem and economic system of human society, analyze the true value of environmental resources and their relationships quantificationally. Emergy is defined as the energy of one type required in transformation to generate a flow or storage. Solar Emergy of a flow or storage is the solar energy required to generate a flow or storage. It's unites are solar Emergy joules (abbreviated sej). Applying the Emergy theory, the paper calculated some indices and ratios such as the net Emergy yield ratio (NEYR), the Emergy investment ratio (EIR), the environmental loading ratio (ELR), ratio of Emergy to GDP and Emergy-based sustainability index (ESI) from 1978 to 2000 in northwest China in order to offer the background analysis and decision guidance for developing the circular economic in northwest region and probe into the method and theory of studying on the circular economic. Through the research, following results were presented: 1) The NEYR of northwest region changed between 0 and 150×10~4 and took on the declined trend gradually from 1978 to 1990 and the trends of rising gradually from 1991 to 2000. It means that the ecological-economic system of the northwest were resource exporting type;2) The EIR increased from 0.1 to 0.43 gradually from 1978 to 2000, which shows that the dependence of the economic development on local resources is smaller and smaller;3) The ratio of Emergy to GDP presented the fast declined trends. It demonstrates that the Emergy required of the economic development comes from local nature resource and the economic level is lower than other region;4)The ELR of the northwest region were 0.096 in 1978 and 0.431 in 2000.It shows that the stress of economic activities to environment is very high and the major driving of economic increase is from the exploitation of natural resource;5) The ESI of this region is far greater than 10 far but in the developed countries is smaller than 1.It shows that the degree of the sustainable development is very low. Based on the above analysis, this paper suggests it should improve the utilization efficiency of resources and should protect the fragile ecological environment in northwest. And developing circular economic is the best way to realize this goal.
