Research on eco-environmental policy basis and tasks of marine functional zoning version 4.0

Abstract:This paper analyzes the international marine eco-environmental management trends and relationships between eco-environmental policy and marine functional zoning in China.The definition of zoning version (1.0 ～ 4.0) is first proposed for the canonicalization of marine functional zoning sequence in China,the basis and tasks of eco-environmental policy for marine functional zoning version 4.0 are discussed.Results show that different versions of marine functional zoning reflect the gradual improvement and reinforcement of eco-environmental policy,while it still faces with the obstacle of policy lagging.In order to enforce the marine functional zoning version 4.0,ecosystembased management should be prudently promoted,both theory and practice of ecosystem service function and value should be emphasized,quantification control methods compatible with zoning goals should be adopted,institution,mechanism and management for marine eco-environmental protection should be coordinated.The success of marine functional zoning version 4.0 can provide scientific evidence and solid support for marine ecological performance eval-uation.
