Abstract:Nowadays,a urban emergency system has been a important part of informatisation,and there are some limitations in the present urban emergency systems.In this paper,the authors recount the functions and applications of GIS and mathematical models on this subject in practical applications,and analyze the characteristics and functions that a emergency system should possess,and then frame a computer emergency system based on GIS.In the end of the paper,two examples of evaluating and forecasting of emergency are discussed.

Abstract:This paper analyzes the necessity and feasibility of the supervision of special equipment security. The emergency solution of special equipment security system aims to integrate the emergency response department, such as police security, fire control, first aid, and traffic police and so on, to conduct the disaster rescue jointly under the command of the government departments. China Special Equipment Inspection and Research Center launched a GIS based system that manages the special equipment security. It designs the database, software and hardware structure, and functional module of the emergency solution of special equipment security based on WebGIS and GPS techniques. This paper analyzes three key issues of this system is explosion model, security patrol vehicles and special vehicles GPS positioning and special equipment monitoring. This system uses the information sharing technology based on Web Service. Transplanting GIS to Internet, designs special equipment spatial data WebGIS web site. B/S architecture is used in the system, and the software SuperMap IS Java of SuperMap Company is used as the GIS server for the spatial data publishing. This system also contains a PDA platform that provide for fieldwork.

Abstract:Sustainable social and economic development and security require the construction of a safe public environment and an efficient urban emergency response and rescue system to maximize the safety of people's lives and properties. The accurate real-time positioning information provided by the Global Navigation Satellite System (GNSS), integrated with GIS, communication and network technologies, can provide a reliable technological support for public safety management and emergency response systems. Based on an analysis of current urban rescue systems and their development trends in China and other nations, this paper presents the preliminary research results on system architecture design and key supporting technologies of a distributed urban response system built on a unified spatial information platform. The paper also discusses the structure, function, operation flow, system platform and user interface of the emergency response system in the context of a demonstration project for Chengdu City.

Abstract:Emergency management information system is one kind of information systems that concentrates its functions on assisting emergency response tasks with the integration of computer science and geographical information science technologies. This paper proposes and demonstrates the functions of a prototype of the emergency management information system, including the system architecture, data sources, database design and other components. Then the paper mainly introduces the plotting methods of the prototype and gives several different plotting examples dealing with the emergent events. The achievements of the research work can be applied to build emergency management information systems for different purposes in different governmental levels. The system can greatly help the emergency management agencies to deal with many types of emergent events and reduce the loss of life and property.

Abstract:With the rapid development of mobile mechanization in China, urban transportation problems such as urban traffic safety expand day by day. To solve this problem, many ways, such as public transit priority which is considered as one of the most important approaches to achieve urban sustainable transportation development, have been used in different cities. Since public traffic has the great carrying ability, its safety arouses people's attentions easily. An efficient, flexible and Real-time Decision Support System (DSS) is very important to improve the management of urban public transit and emergency disposal. In this paper DSS are designed for urban public transit safety based on Geography Information System (GIS) in view of prevention, management and decision support scheme establishment for public transit safety. This system that will provide powerful support to the public transit safety has the abilities of spatial information release and data mining. Real-time dynamic operations and visual expression. A powerful information support will be given by it for the public transit safety.

Abstract:Presently, there exist many problems in the establishment of digital city, such as repetitive establishment, insufficiency of data updating mechanism, information islands, etc. Based on investigation and research, the paper analyzes the main reasons bring forth those problems, proposes an urban geographic information engineering concept and corresponding methodology, and introduces a practical application case. The urban geographic information engineering methodology is put forward through a lot of research and practice under the background of system engineering and information engineering theory, according to the current Chinese municipal government management system situation, together with the characteristic of geographic information science technology. Abstract:Rainfall is the main inducing-factor of geological disaster in Jiangxi Province.This paper summarizes the research on geological hazards and proposes a method for the rainfall-induced landslides prediction.A system of forecasting and early-warning geological hazards were developed based on this method.The system manages enormous relative data which includes landslide data,geologic data,geomorphologic data,rainfall data and documents of geological hazards via spatial database engine.Based on WebGIS technology,the system implements and provides following functions : issue of prediction map of landslide hazards probability,information query,spatial localization and spatial overlapping,forecasted information feedback and so on.

Abstract:This paper presents a practical comprehensive information system for detecting urban active faults using WebGIS, data fusion, the Spatial Database Engine (SDE), network and RAID5, and other technologies. This system is designed to provide data and a platform for further quantitative analysis of active faults, to protect against and mitigate earthquake disasters, and to serve as a scientific reference for future urban planning, hazard prevention, and emergency response in Hangzhou, China. The system network adopts ordinary three-tier architecture, a Web server, WebGIS application server and database server, to maximize the performance of the overall architecture. The system software adopts a three-layer structure that consists of both C/S and B/S: C/S for LAN and B/S for WAN. The system comprises five models: system management, database management, image and data services, information distribution, and results management. The system employs ArcGIS GeoDataBase and ArcSDE to effectively organize, store and manage four-category formats and 16 sub-databases. Technical issues in system development, such as multi-source heterogeneous data fusion, massive data manipulation, and system security, are analyzed, their solutions and system realization are provided. This system has successfully been used in the last two years in urban planning, hazard prevention, and emergency response.

Abstract:Based on the unitized emergency management mechanism for urban seismic disaster,it analysed the data requirements of the emergency management systems.For integrating the multiple-source and heterogeneous data,it proposed a framework for data integration based on Service GIS,and then described the concept,construction and process technologies in details.The architecture integrated the data and functions of some existing systems and new business data of earthquake emergency command,then the service layer encapsulated these reusable Web service for application layer.Finally,by using the Web Services technology to achieve the prototype system,it proves that the Services GIS technology is feasible and effective for multi-source heterogeneous data integration solution.

Abstract:Abstract According to the actual needs of the emergency rescue after the explosion accident in the central city, this paper puts forward the design ideas and functional objectives of the military civilian joint emergency rescue command and decision system, and puts forward the structure, operation mechanism and functional modules of the system, which includes eight modules: comprehensive query, space positioning, path analysis, plan management, decision support, command scheduling, decision evaluation, training and performance practice. The advantages of the system include: flexible data management function, powerful spatial analysis and planning function, dynamic command and decision-making and scheduling function, and comprehensive training and drilling function. Under the condition of information, the system can provide a basis for decision makers to make emergency rescue decisions after the explosion accident in the central city, and can greatly improve the efficiency of emergency rescue.

Abstract:This paper presented a method of constructing GIS based spatial collaboration architecture to achieve situation awareness during infrastructure incident response among the relevant departments. The method is featured with the visualization and collaborative work of current undergoing response measures, decision-makers' intention and risk analysis provided by computational incident models. It was visualized by integrating base map, risk analysis map, and resource allocation supported by GIS technologies. The technical architecture was realized with GIS services and data fusion technologies in a network centric system.

Abstract:The medical resources demand model of emergency management unit(EMU) for urban seismic disaster is proposed based on EMU and the spatial integration and visualization technologies of the model are discussed in this paper.With the support of the object oriented and database technologies,the technical ideas and the solution of emergency medical aid auxiliary system of unitized urban seismic disaster based on GIS(EMAS) are raised.Furthermore,general system logical structures,technical routes and function structures of EMAS are described in detailed by using integrated secondary development methods and testing results of the system have been provided with CQUPT(Chongqing University of Posts and Telecommunications) as the emergency management unit.

Abstract:In order to improve the efficiency of emergent response of major dangerous chemical accident on the highway, the emergency response system of major dangerous chemical accident on highway based on the GIS is researched and developed. Due to the characteristic of the emergent response of major dangerous chemical accident on the highway, the system develops and designs four subsystems and six basic databases. By combing Gaussian model, GIS new technology and modern safety management method, the system realizes three major functions urgently needed by emergent response, which are quick function for dangerous substance and hazard installations, predictive function for disaster and accident consequence, accessibility for emergency response decision. The system would provide technical support for the emergent response of major dangerous chemical accident on the highway.
