Abstract:Objective To establish an index system of science and technology evaluation for public hospitals in Shanghai, which is scientific and rational, operable, promotable, and comparable.The purpose is to improve the comprehensive hospital evaluation system and promote the science and medical technology innovation development in Shanghai.Methods Based on overseas and domestic research experiences and Shanghai′s specifics, literature analysis and Delphi specialist consultation method were used for rationalization proposals for building such a system.Results This index system comprises three level-1 indicators of "basis and conditions", "results and outputs" and "social benefits and impacts", eight level-2 indicators and 24 level-3 indicators.Conclusions This index system should be improved stage by stage.Classification by type and level of public hospitals should be used in such evaluation, while horizontal development level and vertical development speed of science and technology should be combined.A unified evaluation standard should be developed by professional organizations.

Abstract:Objective To set up a performance evaluation system for township hospitals in Guangzhou to evaluate their performance,and to put forward suggestions for making policies to improve the performance.Methods The indexes for performance evaluation of the 54 township hospitals in Guangzhou were explored through the questionnaire,and the data were analyzed by using multiple statistical methods,and these indexes were put together with the expert advice to construct a performance evaluation system.Results We have constructed a perfect system for the performance evaluation of township hospitals and have a success in practice.Conclusion The performance evaluation system constructed in this study had good sensitivity and reliability,and provided an effective tool for the health administration department and interested parties to have a scientific evaluation of township hospitals.

Abstract:Objective To establish a scientific and objective evaluation index system on clinical medical centers and clinical key disciplines. Methods Evaluation index system was established by using Delphi method and analytic hierarchy process(AHP). Weight of the indicators was obtained. Results Four first-level indicators,nine second-level indicators and forty-two third-level indicators were identified by Delphi method. The weight of four first-level indicators,including basic conditions,medical services,scientific research,and teaching and training,was 15.34%,33.69%,29.61% and 21.36%, respectively. Conclusion The experts' authority,coordination and consistency were all good and the index system was proved scientifically. In the index system,the weight coefficient of "medical service" was the largest,which was consistent with the purpose of evaluation and the orientation of constructing project.

Abstract:Objective Systematically evaluated the existing literatures about medical quality evaluation in general hospital in China, described the using status of evaluation index, in hope to offer valuable references to construction of the index system for medical quality evaluation in general hospital in China. Methods According to the requirements of systematic review, we retrieved all the literatures published in the past decade among CNKI and analyzed all the literatures accorded with the inclusive criteria. Results There were 166 indexes appeared in the 119 eligible literatures, in which there were 15 indexes appeared more than 20 times. The proportion of link quality index and economic benefit index was low. Conclusion A scientific, normative and operational medical quality evaluation index system should be established.

Abstract:Objective To establish an evaluation index system for Shanghai urban general practice service team to improve standardized and scientific management. Methods The evaluation index system for Shanghai urban general practice service team was established using two rounds of Delphi consultation. Results The established system consisted of 5 fast-grade indicators and 56 second-grade indicators. The 5 first-grade indicators were staffing, infrastructure, quality and quantity of service, continuing education and satisfaction degree of suppliers and demanders, with weight of 0.2153, 0.1978, 0.2087, 0.1869 and 0.1923 respectively. The active coefficient for two rounds of Delphi consultation was both 100%. The authoritative coefficient of the two rounds was 0.852 and 0.883 respectively. The harmonious coefficient of importance of the evaluation index was 0.251 and 0.411 respectively. Conclusion Through using Delphi method scientifically and reasonably, we set up the evaluation index system for Shanghai urban general practice service team, with integral contents, strong operability and easy application.

Abstract:Objective To research an effective reimbursement evaluation index system for hospitals.Methods Through literature review and expert group discussion,the reimbursement evaluation index system of hospitals is established initially.Then Delphi method is taken to organize 3 rounds of specialist consultations,specialists'opinions are summarized,indexes are screened and modified,and the reimbursement evaluation index system of hospitals is established.Result The evaluation index system is comprised of two levels: 4 indexes on the first level and 23 indexes on the second level.Conclusion The results of 3 rounds of specialist consultations are reliable,and the index system constructed will provide evidences for hospital reimbursement content and evaluation,and for the government's further reform of hospital reimbursement reform.

Abstract:Objectives:To build an index system reflected social responsibilities for physician performance assessment in one tertiary public hospital in Shanghai by balanced score card theory.Method:Delphi method,Simulation performance evaluation method and a questionnaire survey of hospital managers were used to collect data.Excel2007 and SPSS16.0 were applied for statistical analyses.Results:193 experts of hospital management and clinical medicine were invited for 3 round consultations to select and determine the weights of indicators for physician performance assessment.The simulated assessment average score were 74.52,with the highest score of 99.26,the lowest score of 52.09,and the median score of 73.86,ShapiroWilk normality test for the overall physician scores showed that W value was 0.995 and P value was 0.870.The average score for the appropriateness of indicators and weights were 4.41 and 4.37,and for the concordance of the simulated scores were 4.30.Conclusions:The index system constructed in the study is rational and effectiveness.The important indictors can reflect the core factor of performance reform and can give reference for other public hospitals to assess physician performance.

Abstract:Objective To explore the current situation of community health service in Hangzhou by using the evaluation index system to evaluate 6 community health service centers.Methods Six community health service centers of Hangzhou were chosen by stratified sampling,and index system was established to evaluate public health service performance.ResultsThe score of them ranged from 64.98 to 83.25,with an average score of 74.37.ConclusionsAccording to the appraisal results,we can see that the 6 community health service centers have got some achievements in public health service,but there are still some problems.

Abstract:The construction of medical clinical centers and key disciplines is the foundation of sustainable development of the healthcare system of Shanghai Municipality.There is a big gap between China and developed countries in terms of accreditation indicators for medical clinical centers and key disciplines.Through review of related literature about characteristics of some representative hospital accreditation standards implemented in the developed countries, this paper provides theoretical basis for the design and establishment of the frame of index system for the prior medical clinical centers and key disciplines in Shanghai and puts forward measures to establish a comprehensive, effective, objective and scientific evaluation index system.

Abstract:With the continuous deepening of public hospital reform and implementation of internal control systems in China, comprehensive evaluation of the implementation effect of internal control systems in public hospitals is gaining greater weight. To explore the comprehensive evaluation method for such aspect, the authors selected 31 indexes in 6 dimensions based on the analysis of evaluation indexes to construct a comprehensive evaluation index system. The Delphi method was used to determine the relative weight of each evaluation index, and a fuzzy comprehensive evaluation model for the implementation effect of the internal control system in public hospitals was constructed. This paper conducted an application study on the comprehensive evaluation of the implementation effect of the internal control system in a hospital in Suzhou to verify the effectiveness of the model, and a comprehensive evaluation of the implementation effect of the internal control system in the public hospital was implemented. These efforts provided an effective management method for analysis of the implementation effect of the internal control system in public hospitals.

Abstract:The authors made a study on the evaluation of performance for a hospital by surveys on the spot and consultation with the experts. We took out one from the three hospitals in Grade 3, attached by Shanghai Medical University, and another one from the three hospitals in Grade 3 belonged to the Shanghai municipality and made a typical investigation. We chose 32 indexes from three aspects: the personnel level, management and satisfaction of the patients, with the consultations from the experts.

Abstract:Background In China, significant emphasis and investment in health care reform since 2009 has brought with it increasing scrutiny of its public hospitals. Calls for greater accountability in the quality of hospital care have led to increasing attention toward performance measurement and the development of hospital ratings. Despite such interest, there has yet to be a comprehensive analysis of what performance information is publicly available to understand the performance of hospitals in China. Objective This study aims to review the publicly available performance information about hospitals in China to assess options for ranking hospital performance. Methods A review was undertaken to identify performance measures based on publicly available data. Following several rounds of expert consultation regarding the utility of these measures, we clustered the available options into three key areas: research and development, academic reputation, and quality and safety. Following the identification and clustering of the available performance measures, we set out to translate these into a practical performance ranking system to assess variation in hospital performance. Results A new hospital ranking system termed the China Hospital Development Index (CHDI) is thus presented. Furthermore, we used CHDI for ranking well-known tertiary hospitals in China. Conclusions Despite notable limitations, our assessment of available measures and the development of a new ranking system break new ground in understanding hospital performance in China. In doing so, CHDI has the potential to contribute to wider discussions and debates about assessing hospital performance across global health care systems.

Abstract:Purpose) Constructing a scientific and reasonable performance evaluation index system for the public hospital and providing a representative, objective, operable evaluation tool, which is helpful to guide them return to the position of the public welfare and sociality. (Methods) Using the expert contrast sorting method, in order to ensure that the evaluation index of the screening is scientific, practical and operable, this research carried out 2 rounds of expert consultation. Inviting 10 experts to propose suitability feedback on public hospitals performance evaluation index for the first round, including 3 hospital management experts, 2 statistics experts and 5 economic experts. Scoring and ranking the index elements according to the degree of importance, using mathematical method to calculate the proportion of each index. (Results) The evaluat ion index system of public hospital includes 3 primary indicator items (business level, operation status and patient's satisfaction) and 32 two class indicators. The calculation of specific gravity is objective and accurate. (Conclusion)The constructed public hospital performance evaluation index system is combined comprehensiveness with innovation. It is important and comprehensive, It shows the modern teaching philosophy and in line with the requirements of the evaluation of public hospital. It can reflect the objective level of the public hospital fully and objectively. In the 2000 World Health report, WHO proposed the concept of health performance system to evaluate the performance of the health system by the health outcomes, reactivity and equity finance. WHO also pointed out the government should evaluate the existing health system performance and find the problems and discuss how to make health system to be used to maximum effect. Adhere to the scientific development concept as a guide, focusing on the needs of the overall construction of the hospital , holding the objective law of the development of hospital seriously and further enriches the connotation of development. Innovate the evaluation system of public hospitals performance is an effective measure to solve the problems. For example, it's too hard and too expensive to see a doctor. The existed evaluation system for public hospitals is focused on economic management. It's too far from meeting the requirements of government supervision and evaluation of public hospitals. It is not in line with the requirements of scientific development concept. Therefore, restudying and establishing a scientific and reasonable performance evaluation index system of public hospitals is helpful to guide hospitals to return to a public welfare and social position.
