Abstract:Objective: To evaluate the technical guidance to the primary level and application research ability of provincial Centers for Disease Control and Prevention(CDCs) in 2009.Methods: Data related to the technical guidance and application research ability of provincial CDCs in 2009 was collected and evaluated from 3 dimensions including employee training and education,technical guidance to the primary level and application research.Results: In 2009,the rate of job skills training and the passing rate of continuing medical education of the provincial CDCs were 84.6% and 85.8%,respectively,which were below the standard line.The average time each professional staff spent on technical guidance for the primary level was 25 days,the coverage of the technical guidance was 97.7%,and the average rate of professional training to the primary level institutions was 106.2%.All the 3 indicators above were beyond the standard line;the completion rate of applying research funding and winning research award were only 67.7% and 65.9%,respectively,and the average number of papers published by professionals were 0.32 per staff.All the 3 indicators above were below the standard line.Conclusion: The job skill training and continuing education still needed to be improved and the application research ability especially needed to be strengthened.The performance evaluation indicators related to technical guidance and application research were scientific,rational,and operational.
