Comprehensive Evaluation of Basic Public Health Service of Shanghai Community Health Service Centers

Abstract:Objective To conduct a comprehensive evaluation of basic public health service level in Shanghai community health service centers. Methods From January to December 2014,we enrolled 236 community health service centers as subjects including community health service sub _ centers,community health service stations and village clinics. The numbers of 1 _ 236 were assigned to each center. Indexes that can reflect the level of grass _ root public health service were selected by 24 experts of relevant fields from the indexes listed in the Opinions on the Implementation of the Comprehensive Evaluation of Community Health Service of Shanghai,and an evaluation system was established. The weight of each index was calculated by fuzzy comprehensive evaluation method and entropy method;the 236 community health service centers were ranked and graded according to basic public health service level using weighted rank _ sum ratio( WRSR)method. Results Eight indexes were determined at last,with the weight ranging from 0. 116 5 to 0. 135 2. The WRSR of the 236 community health service centers ranged from 0. 148 9 to 0. 807 9,with the highest value 5. 4 times the lowest value. According to WRSR,the 236 centers were assigned into four grades which were bad,medium,good and excellent,and the exact numbers were 15 ( 6. 4% ),102 (43. 2% ),103(43. 6% )and 16(6. 8% )respectively. Conclusion The overall level of basic public health service in Shanghai community health service centers is at a medium level or above,while different areas and settings have gaps in service level.
