Abstract:Social equity and justice are substantive issues of great importance in political philosophy. As primary elements in national prosperity and social harmony and stability, they are fundamental long-term issues for the construction of a socialist political civilization in China, and are of special significance for the country in this critical era of further advances in reform and opening up. In response to the call put forward at the Seventeenth CPC National Congress to "deepen the reform of the political system," "unswervingly develop socialist democratic politics" and "foster ideas of socialist democratic rule of law, freedom and equality, and fairness and justice," and in an attempt to actively explore the basic values and political ideas necessary to safeguard social equity and justice and build a harmonious society, the National Academic Conference on Social Equity and Justice and Political Civilization was jointly hosted at Yueyang, Hunan Province, in May 2008 by Social Sciences in China Press, the School of Humanities and Social Sciences of Tsinghua University, and the School of Politics and Administration of Central South University. More than thirty scholars and experts from universities and research centers participated in the discussion, out of which this special issue has been organized. Professor Han Zhen from the Research Center for Value and Culture in Beijing Normal University argues that a fair, just and harmonious society needs the socialist core value system as its guiding principle and cultural support. This system, having incorporated the theoretical pursuits of Marxism, the realm of ideals of socialism, the national spirit of the Chinese people and the spirit of the age, and behavioral norms reflecting traditional virtues and the requirements of the age, should include three main pairs of ideas: democracy and freedom, fairness and justice, and humanity and harmony. Professor Yu Wujin from the Center for Contemporary Marxism Abroad at Fudan University holds that fairness and justice are fundamental values of modern civilized society. As a late developer, China is deficient in the cultural soil that nurtures the modern values of fairness and justice. Specific ways of cultivating this soil includes developing character with an awareness of legal rights, establishing subjects of universal moral practice, possessing a comprehensive understanding of the duality of enlightenment, and reflecting deeply on the unconscious level. Professor Guo Qiyong of Wuhan University’s Traditional Chinese Culture Research Center and School of Philosophy and Chen Qiaojian from East China Normal University’s Postdoctoral Mobile Workstation propose that in terms of distributive justice, the Confucian school represented by Confucius and Mencius advocated that politics should be conducted to realize and protect the private interests of the people and the public interest should be used to maintain the operation of the state and provide social welfare for old age support, social assistance and disaster relief. In terms of political philosophy, Confucius and Mencius expounded the basis of political legitimacy in terms of "heaven," "the rectification of names" and "the people as the foundation," indicating a burgeoning awareness of public responsibility and civil rights. Professor Li Jianhua from the Department of Philosophy in Central South University defines procedural justice in public policy as making choices according to the requirements of the constitution and administrative regulations and in line with statutory orders, means and procedures during the process of devising, implementing, assessing and ending public policies. Its inherent virtue lies in ensuring that policy choices do not deviate from the public interest and that the state’s public power respects civil rights and consciously constructs a rational social order in the decision-making process.
