Abstract:The aim of evaluation for food safety is to evaluate the food safety state with the hazard analytical data of various foods,and support the decision-making for administrators.In this paper,a new evaluation method for food safety,based on fuzzy evaluation theory was presented,where the variety of food,variety of hazard and difference of toxicity for hazard was considered,and the measurement data for every hazard was used to evaluate the risk index of the corresponding food using fuzzy mathematical method.Then the complex index of safety was completed.Finally,the analytical data of safety food imported to a coastal city was evaluated.
Oil tanker risks on the marine environment: An empirical study and policy implications

Abstract:Oil pollution, which is mainly caused by oil tanker accidents, is an important concern in the protection of the marine environment. In order to propose pollution prevention policy for oil tankers, this study first employs four machine learning methods to evaluate oil tanker accident probability, and then proposes a risk evaluation system which is jointly measured by accident probabilities and consequences. Crude oil tanker accident data from 1991 to 2016 were collected and analyzed. The main findings are as follows: First, the random forest (RF) method produces the best overall performance for oil tanker accident probability. Second, the accident probabilities of larger crude oil tankers are lower, while older vessels within the parameter of 0–15 years exhibit declining accident probabilities. Third, tankers classified by the International Association of Classification Societies (IACS) members, registered in closed registry, built in China and South Korea, or owned by developed countries prove to be safer with lower accident probabilities. Fourth, the use of double hull in tankers also contributes to a higher tanker safety level. The results contribute to marine environment protection by helping stakeholders to identify accident risk factors, assess accident risk and take actions to reduce accident probabilities.

Abstract:Oil is one of the most important sources of energy, about 25 percent of which comes from offshore sources. As a result, the transportation of oil tankers, and the construction of offshore oil platforms and subsea pipelines have increased, to facilitate offshore oil exploitation. However, most oil spill risk assessments analyze the impact of one risk source, and rarely consider multiple risk sources in the study area. This paper focuses on three risk sources that may cause oil spills in a certain area, and establishes an oil spill risk assessment model through a fuzzy inference system. Oil spill probabilities for different risk sources are calculated through the model. According to the definition of oil spill risk, the risk probability of multiple risk sources in the study area is obtained, which can provide technical support for regional oil spill emergency capacity and emergency resource allocation.

Abstract:On the basis of analysis of risk factors of overseas oil development and utilization,we build risk assessment model of overseas oil development and utilization by using fuzzy comprehensive evaluation method and sort the risk level by means of AHP(Analytic Hierarchy Process).Furthermore,the paper aims to select some typical countries or regions to evaluate risk of petroleum development and utilization.The results show that political risks is a very important risk factors affecting the overseas oil development and utilization and China has the greatest risk in the Middle East,followed by West Africa,North Africa and Russia.

Abstract:Because of the fuzziness and uncertainty of risk factors in the risk management, using fuzzy comprehensive evaluation model for research. The model not only identifies the main risk factors of the dam, spillway, and water facility, but also quantifies the influence weight by risk factors on dangerous reservoir. The affiliate degrees of risk factors on risk level can be get on the basis of membership function. So the final overall risk level of the dam, spillway, and water facility is able to compare. It will be set the priority to reinforcement measures for dangerous reservoir.

Abstract:Abstract The offshore petroleum industry operates in a harsh environment, which poses a great safety risk and accident rescue difficulty. With the increasing volume of world offshore oil transportation and the vigorous development of the offshore oil exploration and development business, the number of marine oil spill accidents has increased significantly, which will cause huge pollution to the marine ecological environment and also attract widespread attention from the media and the public. This paper mainly analyzes the risk of marine oil spill pollution accidents in terms of causes, characteristics and hazards, and proposes specific measures and accident prevention and emergency disposal plans in accordance with relevant standards.

Abstract:Pipeline transportation is a safe and reliable way for transporting dangerous and flammable substances, such as oil and gas. In the process of transportation, third-party damage, corrosion destruction, design flaws, misuse of factors and other risk factors can also cause leakage or rupture of pipelines, which has a serious influence on social security and environment. In this paper, a comprehensive risk evaluation method based on a fuzzy Petri net (FPN) model for long-distance oil and gas transportation pipelines is proposed. In the process of the fuzzy reasoning, to tackle the impact of subjective factors and objective factors, the related parameters are optimized. In terms of risk factors weights, the combination weighting method is proposed, which combines AHP model and EM model. To reflect the fuzziness and randomness of risk factors, apply the cloud model to calculate the initial degrees of membership of the risk factors under the different risk grades. Furthermore, the risk evaluation values can be modified via the credibility. It is verified that the risk evaluation method based on the FPN model applies for the long-distance oil and gas transportation pipelines and provides some decision support for the risk management of the oil and gas pipelines.

Abstract:Submarine oil and gas pipeline is an important way of offshore oil and gas transportation, and its safety cannot be ignored. This paper establishes quantitative models to calculate the probability of anchorage and structural damage. We use weighted estimation to integrate different influences, evaluate the leakage hazard by calculating the diffusion scale and explosion risk. The results are verified by historical records. Compared to the traditional method. this paper combines prediction and assessment, considers a variety of situations, synthesizes multi-source information, and the result is well-grounded. This paper evaluates the state of submarine pipelines in semi-quantitative method, preparing a method of sample construction for future automatically recognition and providing a basis for the prevention and management of submarine pipeline accidents.

Abstract:In this paper, based on the characteristics of the oil and gas exploration project, the risk analysis method is a systematically studied. Firstly we analyze the shortcomings of existing risk analysis methodologies, set forth the further research direction in this field. Then the influence diagram algorithms are presented based on fuzzy theory. At last, the risks of a certain oil and gas exploration project are analyzed. The procedures and contents to structure and evaluate profit influence diagram are studied in the light of the reality. By means of the practical application, the effectiveness and feasibility of the methods are verified.
Quantitative environmental risk assessment model for oil spills in river basin

Abstract:To further enrich the risk assessment technology of river oil spill accidents, in the light of existing literature on the evolution of river oil spill accidents and environmental risk assessment at home and abroad, the paper constructed and optimized the quantitative model of environmental risk of river oil spill accidents. The oil spill trajectory was introduced to estimate the probability of the target area being contaminated by oil spills, and the Environmental Sensitivity Index（ESI） was introduced to estimate the order of severity of the basin after an oil spill in the river. The paper proposed a quantitative model with 5 first-class indicators and 17 second-class indicators. The assessment method and process of environmental risk of river oil spill accident watershed were put forward. Based on the information on regional resource distribution, the grading criteria and quantification method of the sensitivity of human resources, the sensitivity of coastline resources, and the sensitivity of biological resources were put forward to determine the sensitivity index of human resources(I hs ), the sensitivity index of coastline resources(I rs ) and the biomass sensitivity index(I bs ). By the coefficient of variation method, the global sensitivity index（I g ） was determined by I hs , I rs , I bs . The oil spill trajectory was calculated according to the geographic position of the leaking section, oil spill volume, river velocity field, wind speed, etc. The environmental risk level was determined by combining the shortest distance from the oil spill edge and the environmental sensitivity index. The quantitative model was applied to a hypothetical oil spill scenario that occurred in the middle reaches of Nen-jiang River basin, as a case study. By ArcGIS software, the grid processing, and buffer zone analysis were carried out for the target area and the environmental risk maps at different times were drawn, according to the river basin environmental assessment process of oil spill accidents. The maps provide an intuitive guide for the emergency response of the high-risk area of oil spills and key sections of interception.

Abstract:As a scarce strategic resource, crude oil is closely intertwined with national strategies, global policies, international relationships, and national competence. Unbalanced demand and production of crude oil lead to huge amounts of import and export activities. Marine transportation accounts for about 80% of the total oil transport because of the low cost. However, it also incurs an extremely high risk in doing so. Therefore, it is significantly important to assess and control risk effectively in crude oil transportation. In risk assessment, uncertainty evaluation becomes a key variable that cannot be neglected. Previous cases show that fuzzy logic can be applied to manage uncertainty. However, the use of fuzzy logic usually encounters two difficulties: determination of the membership functions and establishment of the reference machine. This paper presents a dynamic fuzzy logic model (DFLM) that can improve the stated problems. The DFLM is developed from fuzzy theory and an incident causation model. The model is examined with a hypothetical case. Preliminary results show that the model reduces the time of risk assessment and increases the reliability of evaluation.

Abstract:Risk assessment in maritime domain is one of the most cited topics since maritime transportation poses potential hazard for human life, marine environment and property. To mitigate risk and enhance safety awareness in maritime transportation, safety researchers have been seeking proactive solutions. This article prompts a quantitative risk-based approach combining interval type-2 fuzzy sets (IT2FSs) with failure mode and effect analysis (FMEA) to perform a comprehensive risk analysis. Thus, potential failure modes and their effects are revealed by calculating risk prioritisation numbers (RPNs). Whilst the FMEA method provides a robust risk analysing tool with relevant control options, the IT2FSs deals with ambiguity and vagueness of linguistic assessment of decision-makers through the FMEA. Hence, expert’s linguistic assessment in risk assessment can be transformed into useful information in terms of enhancing safety and pollution prevention in maritime industry. To demonstrate the proposed approach, potential failures and effects of a real shipboard oil spill case are handled. The findings show that incomplete information exchanged with local maritime authorities, malfunction of oil skimmer and poor organization of shoreline clean-up team are the most important failures during case of oil spill. The proposed approach provides not only theoretical insight into the maritime transportation industry but also practical contributions to chemical/oil tanker safety and environmental protection by mitigating risk in terms of technical or operational aspects.

Abstract:Equipment failure risk identification and risk assessment are essential part of offshore platform equipment integrity management. Realizing the risk identification and quantitative assessment of offshore platform equipment and failure modes will help to formulate more reasonable risk management measures. However, the previous methods are not enough to support precise risk assessment of offshore platform equipment. Therefore, this paper proposes a new quantitative risk assessment method based on fuzzy set theory, gray correlation analysis and fuzzy Borda method. This paper creatively proposed the approach, which integrates the solid expressive ability of the fuzzy set theory to vagueness and uncertainty information, the strong point of GRA method in studying the dependence of failure modes, and the advantage of FBM for aggregating experts’ diversity evaluations. Based on the above integrated approach, the proposed risk assessment model can favorably capture and aggregate diversity evaluations of FMECA team members. In addition, the effectiveness of this method is verified by the risk assessment of offshore platform equipment. The new method solves the problem existing in the quantitative risk assessment of multiple risks and multiple FMECA reports. This comprehensive quantitative risk assessment method can screen out high-risk failure modes and essential components in a system, and provide a reference for maintenance decision-making of complex industrial systems. This paper is conducive to promote the application of PHM, RCM and AIM in high-risk industries such as oil and gas production.

Abstract:Oil spill from ships poses a serious threat to the marine environment and can cause great losses of energy resources. The emergency response to oil spill from ships is challenging owing to the time limitation and resource constraint, together with the lack of historical data. This paper proposes a quantitative decision-making model for early emergency response to oil spill from ships to address the abovementioned problems. The kernel of this model is first to establish a hierarchical decision-making framework after identification and quantification of the influencing factors and alternatives from the previous works, integrating them by using evidential reasoning algorithm while the weights are obtained by using linguistic terms. This proposed model is applied to a real oil spill from ship and the result demonstrates that the proposed model is reasonable to select the best response action to oil spill from ships with small volume of oil spill and close distance to the fairway.

Abstract:The Huanghe Estuary, which is characterized by dynamic hydrological and ecological processes, is highly susceptible to marine oil spills due to dense maritime traffic and extensive industrial activities. This study evaluated the vulnerability of estuarine wetlands in the Huanghe Estuary to oil spill stress using the Pressure-Situation-Sensitivity-Recovery (PSSR) framework. By employing the Geographic Information System (GIS) and the Analytic Hierarchy Process (AHP), this study categorized the vulnerability index (0–1) into five classes: Very Low (0–0.098), Low (0.098–0.125), Medium (0.125-0.192), High (0.192–0.224), and Very High (0.224–1). The results indicate that the ships indicator has the highest weight, followed by oil rigs. In contrast, the number of chemical splash-proof suits and tugboats have the lowest weights. Wetland vulnerability under oil spill stress exhibited significant spatial variation, with higher vulnerability observed in areas closer to the coastline, such as the eastern part of Kenli County, the northern part of Wudi County, and the northern part of Hekou District. This study underscores the need for targeted measures and enhanced monitoring to mitigate the risks of large oil spills and protect the ecological integrity of the Huanghe Estuary. The findings presented herein provide critical information that will help policymakers and environmental managers implement effective conservation strategies and risk mitigation efforts in this ecologically sensitive and economically important region.

Abstract:Applying safety means in the industry, especially in the petroleum industry is very important to maintain the industrial facility. A semi-quantitative risk assessment as Layers of Protection Analysis (LOPA) is used widely to quantify data after qualitative risk analysis as HAZOP using a simpler way than quantitative risk analysis 'QRA' as fault tree analysis 'FTA'. This determines if a new safety integrity function 'SIF' is needed. This paper introduces a novel fuzzy logic system to solve the failure of crude oil shipping pumps. Several models are studied to select the most appropriate fuzzy membership functions. Results are compared with results from the LOPA model, which shows the advantages of using the proposed model to reduce the RRF for the potential hazard and achieve a simple and reliable control method.

Abstract:A quick and efficient response to an emergency incident is critical to avoiding further damage, so its evaluation is important before taking real action. In this study, a framework for response strategy evaluation is proposed based on a whole-process risk analysis of historical accidents, which provides a method to compare the efficiency of different response strategies in a hypothetical scenario. The framework is a multi-step procedure consisting of three major steps: system definition, index system creation, and fuzzy recognition evaluation. Three criteria were considered to evaluate different strategies: response-efficiency, environmental damage, and economic losses. In the case study, the fuzzy evaluation framework was applied to a hypothetical toluene leakage accident and three response scenarios. The evaluation results help identify the most efficient response strategy, rate efficiency level of each response action and the disadvantages of each strategy, which provide more detailed information for decision-makers to design or optimize a response strategy in advance. This framework can assist in crafting effective emergency response and preventive safety management plans.

Abstract:Relative merits of traditional comprehensive safety evaluation methods for oil tankfarms are analyzed. In order to overcome the drawbacks existed when traditional evaluation methods do not fully consider the fuzzy and unknown characteristics of information,evidence theory method is introduced into the field of oil tankfarms' comprehensive safety evaluation and an evidence theory-based model for oil tankfarm comprehensive safety evaluation is put forward. The model analyses the uncertain problems reflected on subjectivity in expert ' s opinion by basic probability assignment and its fusion, and then makes a comprehensive research on the fuzzy and unknown information in oil tankfarm systems. A comparison is made between the model and traditional model of fuzzy comprehensive evaluation with an example,and the result indicates that the evidence theory-based model is of usability and advantage for oil tankfarms' comprehensive safety evaluation.

Abstract:The maritime system has a high level of uncertainty, which makes it difficult to assess its safety. This paper proposes an improved formal safety assessment (FSA) method based on fuzzy logic and employing if-then rules, which model the qualitative aspects of human knowledge and reasoning processes. A fuzzy expert system is then designed to address FSA's risk assessment step. An investigation is performed to gain expert knowledge, which is essential to building this system. An example that assesses the safety of Chinese maritime passages is used to illustrate the methodology. The method is effective in the solution of problems with high uncertainty. Finally, suggestions are given to enhance the level of safety.
