Abstract:Under China's goal of ecological civilization construction,research into strategies for industrial development layout within the constraints of the environmental carrying capacity has become increasingly important.Based on China's atmospheric and water carrying capacities,its water resources,and the positions of its main functional zones,this paper puts forward strategies for the layout of industrial development in China's industry,energy industry,and key regional industries under the constraints of the nation-wide environmental carrying capacity and the carrying capacities of Beijing-Tianjin-Hebei (Jingjinji),the five northwestern provinces and autonomous regions,and other key areas.These strategies provide scientific guidance for industrial layout planning and for the achievement of a successful combination of industrial development and environmental protection.

Abstract:China is experiencing rapid progress in industrialization and urbanization. Characteristic towns (Tese Xiaozhen) are one of the important drivers for China's urbanization, industrialization and agricultural modernization in the 21st century. Each of the towns has its own characteristics. At present, however, it is unclear for them about (i) what characteristics should be promoted, (ii) how urban land should be planned and (iii) which industry should be focused on. The public infrastructure and services in towns are usually under-developed, compared to cities. This paper first explores the designation of a brand-new type of new towns in China, i.e. “characteristic towns”, to meet the need of the current urbanization in China. The paper focuses on the principles of “agglomeration” and “livability”, in socioeconomic and cultural contexts. This is exemplified by a case study of Zhejiang's version of characteristic towns. The findings suggest that the success of cultivation of towns is closely associated with agglomeration and livability. In the short term, identifying characteristics is the core element in the development. For the longer term, a comprehensive integration of industrial policy and land use policy is needed to ensure continuous capital investment and revenue generation.

Abstract:This paper explores the China’s urbanization history based on horizontal comparison and vertical node analysis since 1980s. It indicates that urbanization policy should be focused on the Spatial Agglomeration Theory. The concept of the Agglomeration Index was further introduced which can not only be used to measure the urbanization level, but also as a measure whether the small towns has reached the benchmark of spatial aggregation. The paper then examined the space agglomeration of small towns from the macro perspective. This is supported with a case study in Chongqing to emphasize that the construction of small towns should be focused on the agglomeration effects. Finally, the role of small town in the future urbanization process was further discussed.

Abstract:Promotion of the sustainability and inclusiveness of the economy, society, and environment is important. However, China suffers from different overlapping and conflicting plans, which hinders its ability to achieve sustainable and inclusive development. To resolve these problems, China has made serious efforts to explore the methods for coordinating various planning from theory to practice. Reasonable spatial planning within China's rapid urbanization process will promote the sustainable development of cities in China, balance the relationship between environmental protection and urban growth, and promote the coordinated development of urban and rural areas. Different plans can be classified as either development or control plans, and when conflicts appear between the two kinds of planning in a regional planning context, the two can be analyzed separately. This paper begins by examining the conflicts that arise in development and control planning. Moreover, maintaining an area designated for flexibility between control and development planning makes spatial planning more achievable. This paper takes Yiwu city as a case to identify the "patch-corridor-matrix" spatial planning framework based on control, development, and flexible areas.
Driving force of urban growth and regional planning: A case study of China's Guangdong Province

Abstract:Since China's economic reforms began in 1978, rural–urban migration has accelerated urban growth and the consequential need for regional planning. In order to make effective strategic decisions on regional planning, it is essential to identify the determinants that promote or restrain urban growth. Based on the theoretical underpinnings of classical economics, spatial economics and sustainable development, this paper establishes a theoretical model of urban population growth and uses a case study of China's Guangdong Province to test a hypothesis. The driving force of urban population growth is derived from natural and mechanical increases that include original urban size, living environment, industrial agglomeration, and location. Regression results from the case study reveal that during the period 2000–2010, factor of dominant industry significantly and consistently impacted urban growth, whereas the influence of living conditions and location on urban growth varied from year to year. These findings imply that local government pays less attention to residents' livelihood and more to the effect of location on urban growth. The paper concludes by proposing some regional planning policies for sustainable development.

Abstract:The existence and development of cities is to make citizen's social production and daily life a better one. However, in the current process of urbanization, too much attention is paid on the industrial production. Little research to date has been focused on the livability of cities. Given this, this paper first reviewed the theoretical research and construction practice of livable city at home and abroad and then analyzed the problems of the new residential areas and old street areas from the community perspective. By using the case study and comparative analysis method, the paper also analyzed the interaction between China's urban growth pattern flaws and urban land use structure, as well as their impacts on existing residential pattern called residential district pattern of Modernism. The impact of the New Urbanism TND model on China's community construction is investigated and the difference between the residential districts and TND communities is also analyzed by using a practical case study in Gemdale Zizai City. Finally, the Chinese livable community model based on TND is proposed in the study, which provides a reference for theoretical research and construction practice on China's livable city.

Abstract:Most of the cities in China have set the polycentric city as one of the most important planning objectives,thus driving the urban spatial structure development from single center to multi-center.Multi-center structure is projected onto various urban spatial factors such as population,industries,and infrastructures,thereby affecting the sustainable development of the city.In order to reveal the urban multi-center morphological characteristics and its temporal and spatial evolution,this study takes Hangzhou as an example to analyze the spatial structure of morphological elements at different temporal scales by using GIS spatial analysis and profile analysis from various perspectives,such as population density,land price level,transportation facilities layout and nighttime lighting intensity.The spatial pattern of Hangzhou shows the characteristics of "strong center and weak sub-centers";the spatial distributions of all center levels characterized as internally dense and externally sparse,and the development is highly uneven,displaying a strong heterogeneity;the development of sub-centers has a big gap with the target of planning,and the functional links between the sub-center and the main center and among the sub-centers are not strong.The formation multicenter structure mainly relies on planning guidance and government forces rather than the driving of market forces,which causes the current features of the polycentric structure in Hangzhou.

Abstract:Based on a hypothesis of increasing returns of scale and non-perfect competitive market,spatial economics is concerned with the power,forms,and effects of agglomeration,and explains how spatial factors work in resource allocation.China's present domestic researches on spatial economics focus on diversified agglomeration,which consists of industry agglomeration,urban cities and urban crowding as well as integrated regions.Through a study on the spatial distribution of industry agglomeration,researchers analyze the causes of agglomeration formation,especially the roles the opening-up and local protectionism(two special factors in China) play in the said formation,and then the effects the various agglomeration forms bring about.After presenting diversities of the agglomeration's effects,they acknowledge that China's regional differences are inevitable in a certain period of time.Therefore,factor floating and market integration play a decisive role in regional coordination and growth.These conclusions provide a fresh perspective for the further development of the theory concerning China's development and reform,and a new theoretical basis for the formulation of industrial policies and regional policies,while making more space for the development of spatial economics itself.Finally,it is pointed out that the domestic main research orientation in the future will be focused on the theoretic innovation of spatial economics,the development of micro-level mechanism of agglomeration,and the relationships between agglomeration and regional development.
A Strategic Approach to Contemporary Urban Planning in China:Assessment of Design-based and Strategy-based Planning in the Complex Urban System

Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.
Dilemmas, Directions and Paths of Macrocosm Urbanization in Zhejiang Province: An Analysis Framework Based on Agglomeration Index

Abstract:As an important carrier to promote macrocosm urbanization, counties carry on the radiate effect of large and medium-sized cities from above and boosts rural revitalization from below. After sorting out the urbanization process of both developed and developing countries, this paper reveals the development dilemmas commonly faced by counties in Zhejiang and other provinces of China and points out that the spatial agglomeration of population and economic activities is the essence of urbanization development. By introducing the analysis framework of agglomeration index, this paper discusses directions of macrocosm urbanization development in county areas and measures the urbanization rates of 52 counties in Zhejiang Province. It is found that the macrocosm urbanization patterns led by the construction of characteristic towns (Tese Xiaozhen), future communities (Weilai Shequ) and beautiful villages (Meili Xiangcun) can not only provide a solid foundation for the high-quality development of the common prosperity demonstration zone in Zhejiang Province, but also provide valuable experience for the new-type urbanization development of China’ coastal provinces and even the developing countries in Africa and Latin America.

Abstract:This article starts with the typical cases of “Big Industrial Park” planning and construction in small and medium-sized cities in the rapid urbanization in central region, and sums up the development characteristics and existing problems. According to theories of industrial concentration, spatial development, labor force and urbanization, a dialectical study of the reasonable and contradictory existence of “Big Industrial Park” has been done. Finally, we have a discussion of a new mode that consist of theory construction, land transformation, industrial change and space structure, and apply it in the case of Wuxue city in Hubei province to guide the industrial park construction in a rational, orderly and scientiifc way.

Abstract:The region in the east of Wujiang,located in the fringe of Shanghai metropolis,is a typical small town clusters.The region has some characteristics with good location,fast economic growth,fragmental spatial background,fragile environment,water culture.First,the paper analyzes some problems arisen in the course of the region development.These problems are involved in administrative ambit,eco-environment,social economy,urbanization and culture.Then,based on the good opportunity that the region had experienced district adjust recently,we,considering both region location and the above problems,bring forward some integrated development modes such as region new orientation,spatial integrated planning,industrial cluster development,recentralization in the urbanization and new way to continuing water culture.These modes can be considered to be a way to realize sustainable development in the region in the east of Wujiang or other similar regions.

Abstract:It is generally accepted to improve the public transport system, but most of the research is on the macro level, mainly on the transit oriented land use patterns; on the micro level, there is little research on the relationship between public transportation and residential area. This paper summarizes the construction characteristics of current residential area in China, and compares with relevant excellent examples about the layout of residential area in foreign transit oriented cities, and then puts forward the transit oriented residential planning model suitable for China, in order to promote public transit and build transit metropolis.

Abstract:Concerning the closed residential communities design and using residential streets as urban roads due to traffic congestion in China,this paper reviews the devel-opment of spatial distribution of residential communities and exist-ing problems.Based on a summary of development trend and experi-ence from other countries,the pa-per discusses spatial distribution of residential communities in China and corresponding roadway plan-ning and design principles.The pa-per proposes a multi-level spatial pattern planning and design meth-odology for residential communi-ties,and presents the four key de-sign aspects: spatial scale,travel speed and traffic volume control,green design and hierarchy design.Finally,the paper points out that roadway planning and design of res-idential communities should empha-size the quietness and safety,while coordinate with spatial distribution of residential communities and ur-ban transportation system.

Abstract:In the context of globalization,corridor-city has appeared as a new pattern of city corridor and serves as a new strategy for the spatial development of urban agglomerations.In the bi-centric urban system,close links have been forged between places that are of complementary functions,and the mutual linkages tend to be horizontal rather than hierarchical.The resulting urban configurations take the form ofcorridor cities.Corridor-city theory emphasizes intercourse efficiency and functional integration of urban agglomerations as well as linear urban configurations.At first,the paper summarizes the conceptions and development phase of corridor-city and analyzes the precondition and possibility of the construction of Ningbo-Taizhou-Wenzhou corridor-city.Then,the building of urban functions of core cities(Ningbo,Zhoushan,Wenzhou,and Taizhou),the construction of transportation corridors and the characteristic development pattern of less development areas are discussed.In the end,relevant strategies and measures are put forward for the function integration of Ningbo-Taizhou-Wenzhou corridor city.

Abstract:Along with the rapid development of urbanization and industrialization in China, the vast rural areas in China, especially in developed regions, is confronted with new,development bottleneck and confusion. Under such circumstance, universal attention has been paid to Urban-rural integrated planning as an effective way to promote positive interaction between urban and rural areas as well as a new perspective to study rural spatial distribution in a new area in China. By analyzing the concept and connotation of urban-rural integrated planning in combination with, the case study of Jiangning subdistrict in Nanjing, this paper carries out some useful exploration in current problems and contradictions in rural spatial development, methods and principles for distribution planning as well as innovation of relative supporting policies and systems in China.
