Abstract:Chinese new urbanization has stepped into the critical period, the urbanization of mountainous towns are facing the problems of weak environment, unordered sprawl, and poverty. By judging the rationality of tourism urbanization, the paper puts forward the "three stages" method: evaluate the tourism resource and select the target towns; set the "quaternity" goal of peoples first, environment, industry integration, and regional space; put forward the implementation strategies of "city-village-scene" integration,"tourism+"industry integration, and mult-stakeholders balance.
