Abstract:China is the world's largest energy consumer and carbon emitter. Cities account for 85% of China's total carbon emissions, making them key areas for implementing carbon reduction policies. In recent years, the construction of newly urbanized areas in China has been increasing. Thus, conducting research on carbon emission evaluation and carbon reduction strategies for these areas is important to help cities deal with climate change. This study sorted carbon emission sources and sinks according to the management of the government as well as formulated an inventory and evaluation model of the carbon emissions of newly urbanized areas. Three cases located in cities of different scales were taken as examples and their emissions were calculated under the current planning mode. The key factors of emissions at each stage of urban development were analyzed. Accordingly, corresponding carbon reduction strategies were proposed for the planning and operation stages and the short-term and long-term targets for the implementation of carbon reduction strategies were formulated. The carbon reduction effect of various strategies was quantified by comparing the emissions before and after the implementation of strategies. The results of this study can support low-carbon construction policies and green ecological development of newly urbanized areas and cities.

Abstract:Since the main battlefield confronting future climate change will be within the city, development towards a low-carbon city will be the main direction of urbanization process. Given that the way to low-carbon city construction is not yet clear, this article tries to clarify four aspects of it. The first step to develop a low-carbon city is the cultivation and protection of ecosystem around the city. Other measures include a low-carbon-based urban planning, construction, management, as well as low a low-carbon lifestyle. It is suggested that different aspects of low-carbon-based measures can influence one another, with the idea of life-cycle carbon emissions management being the core issue.

Abstract:Studies on the spatio-temporal variation and coordinated development level of compactness with carbon emission intensity in the Chengdu-Chongqing urban agglomeration is of great significance to achieve green, low-carbon, and high-quality development of society. The spatial-temporal differentiation, coupling coordination, and driving factors of the compactness and carbon emission intensity of the Chengdu-Chongqing urban agglomeration from 2010 to 2020 were analyzed by using the methods of comprehensive evaluation, carbon emission identical equality, coupling coordination, and the Geo-detector model. The results showed that:① The compactness of the Chengdu-Chongqing urban agglomeration continued to rise from 0.18 in 2010 to 0.22 in 2020, with an overall increase of 22.22 %, in which the contribution rate of economic compactness to urban compactness increased yearly. There were significant regional differences in the compactness of cities. The high-value areas were concentrated in Chengdu, Deyang, and Mianyang in the northwest and Zigong, Neijiang, and Luzhou in the southwest, whereas the low-value areas were distributed in the middle. Ya'an was always the area with the lowest compactness of urban agglomeration. ② The carbon emission intensity of the Chengdu-Chongqing urban agglomeration was decreasing yearly, with a decrease rate of 39.57 % during the study period. The carbon emission intensity in the southern part of the urban agglomeration was higher than that in other regions as a whole, whereas Chengdu and Chongqing were low-value areas all the year round, and the regional differences of carbon emission intensity were gradually narrowing. ③ The coupling degree between urban compactness and carbon emission intensity changed from the antagonistic stage to the running-in stage; the coupling coordination degree increased notably, from 0.21 in 2010 to 0.69 in 2020; and the two systems gradually moved towards benign and coordinated development. The coupling coordination between the northwest of the urban agglomeration (Chengdu, Deyang, and Mianyang) and the south of Sichuan (Zigong and Luzhou) was generally high. Industrial structure, scientific and technological innovation, urbanization level, government intervention, and environmental livability all had significant effects on the coupling and coordination of the two systems. ④ Optimizing industrial structure, strengthening scientific and technological support, improving the quality of urbanization development, implementing active policy guidance, and building green barriers were effective ways to promote the coordinated development of compactness and low carbon in the Chengdu-Chongqing urban agglomeration.

Abstract:In order to explore the development mode of low-carbon cities in the low-carbon economic environment,the paper firstly analyzed the research results of scholars in the area of low-carbon cities,sorted out the results from different angles of study and pointed out the shortcomings of the present studies.Then,the paper put forward the idea of using the system theory in the research and planning of low-carbon cities.Since building low-carbon cities is a systems engineering,on the basis of the system theory to expand research,a low-carbon city system model is proposed,the necessity of constructing low-carbon cities and the law of low-carbon city system operation were analyzed,in which the sub-systems in the low-carbon city system are interrelated,interacted and mutually restrained,and between them there exists an internal expression of a relatively stable coupling mode,organizational order and out-ofcontrol relationship.At the end,suggestions were put forward concerning the development of the low-carbon city system based on the operation law of the lowcarbon city system so that the system will go in the direction the urbanites hope it to go.The low-carbon city system is the inevitable road for cities to develop,and also an important development model to guide the cities to develop sustainably.It is hoped that,through the construction of the low-carbon city system,the competitiveness and capability of the cities' sustainable development will be raised so as to ensure the goal of maximally reducing greenhouse gas emission under the condition of a healthy and rapid development of cities.

Abstract:With the proposal of carbon reduction goals of countries around the world, "green and low-carbon" has become a new key to urban development and construction. However, in the existing urban planning system, the energy planning mapped by carbon emissions has received less attention, and the main goal is often to ensure safe supply. There is less research on carbon emissions. Therefore, it is necessary to take the energy planning in urban planning as the breakthrough point to carry out research on green and low-carbon development and construction at the urban level in the " Carbon Reduction " era. First, a city in China was taken as the research object to evaluate the resource endowment and development potential of the target city. Then, the carbon reduction paths of target cities in the three fields of construction, transportation and industry were studied, and the carbon reduction potential in different scenarios was quantified. After that, the influence of electric power carbon emission coefficient on different carbon saving scenarios was studied through sensitivity analysis. Finally, the government's low-carbon urban planning and decision-making suggestions were given. The results show that the relatively effective way is to carry out large-scale promotion of ultra-low energy consumption buildings and electric vehicles on the demand side, and to build distributed photovoltaic and heat pump systems on the supply side. On this basis, with the introduction of additional 30% of foreign green power, the per capita carbon emissions of cities would be reduced to 1.5tCO2 in 2035. In this way, the target city can achieve the goal of carbon neutrality in advance. Therefore, the results of this study have certain theoretical reference value for the study of low-carbon urban planning.

Abstract:<p>With the acceleration of urbanization and industrialization, increasingly serious global climate change issues have profoundly affected the survival and development of human beings, and natural, ecological and social systems are facing unprecedented threats and challenges. The purpose of this article is to study urban planning from multiple perspectives and levels, and strive to create a healthy ecologically balanced environment. This article takes city A as the research object, and uses the theory of SD and low-carbon(LC) cities as a guide to analyze the social and economic development level, regional resources, and environment of city A, and compare it with representative cities. Through the analysis of decoupling index, the stage of LC development in city A was clarified, and the urbanization rate of city A was 68%. The economic growth of city A mainly depends on the rapid development of high-energy-consuming industries. We must adjust the economic structure. On the basis of full demonstration and analysis, development strategies are proposed from the aspects of urban planning, LC economy and LC transportation to promote the harmonious development of the ecological environment and the city.</p>

Abstract:Many studies have discussed the significance of low-carbon city development and the overall planning approach to building a low-carbon city. This paper provides a critical review of the research progress and planning strategies about the urban form of low-carbon cities in order to help urban planners better understanding the roles of spatial tools in building low-carbon cities. We start with adaptation strategies discussing impacts of climate change on cities and urban planning strategies that facilitate adaptation.Second, we focus on the urban form and planning of low-carbon cities guided by mitigation strategies. Based on the current literature, this paper discussed the relationship between the urban spatial form and the overall carbon emission. We then proposed a conceptual framework and an index system for a low-carbon urban form both at the urban level and the community level, followed by a proposal of mitigation-oriente planning strategies for building a low-carbon city. We conclude the paper with possible implications for Chinese urban planning practice.

Abstract:The patterns of territorial spatial development determine the dynamic carbon balance in regional terrestrial ecosystems. In the context of global "carbon neutrality" and China's new urbanization transformation, it is urgent to establish development patterns that enhance terrestrial ecosystems' carbon sink capacity. To this end, the study establishes a systematic cognitive framework for the carbon balance effects of land use under urbanization. It proposes a "direct-indirect-potential" typology for the impact of urbanization-induced land use changes on terrestrial ecosystems' carbon cycling. To achieve the goal of carbon sequestration and increase in terrestrial ecosystems, the study explores the inherent logic of low-carbon optimization in territorial spatial layout. It also deconstructs the governance dimensions of low-carbon optimization in territorial spatial layout concerning "quantity, spatial layout, and spatial utilization". Finally, the study proposes policy instruments and improvement suggestions for supporting low-carbon adjustments in territorial spatial layout. In conclusion, the study's first contribution is the enhancement of low-carbon thinking in territorial spatial development and utilization. Secondly, it broadens the research path for low-carbon optimization in territorial space. The study highlights the positive role of territorial spatial layout optimization and governance in achieving regional "carbon neutrality" goals.

Abstract:Globally as well as in China, cities have contributed to most of economic output and have accordingly given rise to most of CO2 emissions. In particular, given unprecedented urbanization, cities will play an even greater role in shaping energy demand and CO2 emissions. Therefore, cities are the key to meeting its proposed carbon intensity target in 2020 and whatever climate commitments beyond 2020 that China may take. Given the paramount importance of cities, China is practicing low carbon city (LCC) development. Against this background, this paper first summarizes the general situation and main characteristics of China's LCC development. The paper then indentifies eight problems and challenges for China's LCC development including the absence of sound carbon accounting systems, lack of low-carbon specific evaluation system, rare use of market-based instruments, insufficient government-enterprise interactions, excessive budget dependence on land concession, increasing difficulty in further carbon mitigation, inevitable emissions growth due to rising living standards, and coal-dominant energy structure in the foreseeable future. Since these challenges are not applied to one or few cities, but are to all cities across the country, finally, the paper discusses how governments, in particular the central government, should address these problems and challenges. Given that China has faced great difficulty ensuring that local governments act in accordance with centrally-directed policies, the paper in particular discusses ways to incentivize local governments not to focus on economic growth alone and to move away from a heavy reliance on land concession. The paper ends with emphasizing on putting a price on carbon a crucial step for China's endeavor of harnessing the market forces to reduce its energy consumption and carbon emissions and genuinely transiting into a low-carbon economy.

Abstract:Spatially compact development is crucial in utilizing territorial spatial planning tools to promote cities to achieve carbon peak and neutrality appropriately. So far, few studies have examined the relationship between spatial compactness (SC) and carbon emissions (CEs) from a zonal perspective. The present scrutiny is aimed at proposing a new CEs evaluation index, termed carbon performance (CP), and employing the spatial econometric model to examine the impact of SC on the CP. Research Findings: Sub-indicator of the SC exhibits dramatically varying implications in various phases. In the short-term, proximity (N) could lead to lessening the CP in the local area, but it could raise the CP in the surrounding regions, with the opposite effect long-term. The short-term effect of connectivity (J) incorporates into the CP growth in the local area and the CP reduction in the surrounding regions. Still, the long-term perspective has an inhibitory effect on the CP of the local area, while the impact on the surrounding areas turns into a promoting effect. Aggregation (M) continuously reduces carbon in the local and surrounding areas. The targeted policy implications are proposed based on the findings mentioned above.

Abstract:In the context of climate change and global emissions reduction,urban development with low-carbon mode becomes an important part of carbon emission mitigation.Because Urban Form can indirectly influence urban elements and it is the core of urban planning,the relationship between Urban Form and carbon emission becomes the hot issue in research.On the basis of reviewing the study at home and abroad,this paper starts to summarize the notions and the framework of the study.It also clarifies that the quantitative study is the main direction after clearing the logical relationship between Urban Form and carbon emission.Considering the particularity of domestic cities,doing the quantitative study can help to recognize the practical problems and provide the academic basic for the low-carbon urban planning.

Abstract:Green city is a development concept that has been widely embraced by the international community, especially by metropolises. In a broad sense, “green” indicates a city's overall habitability, in terms of environmental health (pollution prevention and control, carbon emissions, and air quality), public space design (environmental aesthetics and a city's vitality), equality of the social resource distribution (housing supply and wealth inequality), transportation efficiency (green commuting), and sustainability of energy consumption (efficient use of renewable energy sources). China is facing a series of issues as it heads towards its green city vision. From the perspective of spatial planning, we believe high carbon emissions are fundamentally resulted from outdated construction methods due to inefficient land use and housing supply–demand mismatch, and long commutes for workers caused by the separation of residence from workplace. From the perspective of technologies used in the construction and maintenance of transportation facilities, we believe that the penetration of alternative-fuel vehicles (AFV) in public transport remains low, and the lack of profitability of urban rail transit is a problem that should be urgently addressed. New technologies and techniques are needed to reduce energy consumption and carbon emissions from the production of building materials and the construction and operation of buildings. The use of aging water and heat supply facilities leads to high loss rates. Meanwhile, China's resource recovery sector is still in its infancy, and the reliance on human labor to offer services such as waste sorting points to room for operating efficiency enhancement. This chapter discusses the goal of building green cities in the context of carbon neutrality, outlines possible policies and measures to address the above-mentioned issues, and quantifies the carbon emission reduction achieved by optimizing systems for urban planning and housing supply, and adopting new technologies.

Abstract:Climate change is one of the most serious challenges of human beings in this century,and developing carbon economy provides new opportunities for addressing climate change.As a major component of a carbon economy,low carbon city development has aroused a high degree of enthusiasm in China,whilst it have blindness and disorder;thus cities need to explore appropriate development patterns in accordance with their features.Based on a review on international and domestic practice of carbon city construction,this article concludes four kinds of development patterns in practice of carbon cities,including synthesized low carbon as a target model,and three transitional patterns: low-carbon industry as driving force,low-carbon supporting industry,andpoint to surfaceas the model.China needs to explore a carbon transition path in the process of industrialization,and the construction of low-carbon city should focus on economic structural adjustment in line with the principle of development in priority and explore new economic growth points. A carbon demonstration area could help city to get experience no matler what,while carbon industry as driving force and low-carbon to supporting industry patterns should be choosen according to local conditions.However,transitional patterns are adopted,cities should focus on the spreading of carbon ideas and accomplish the target of a carbon society with a long-term strategic vision and a reasonable comprehensive urban planning.

Abstract:In the face of global climate change characterized by climate warming, in order to protect the natural environment and restore its vitality in the past, human beings began to seek low-carbon development methods. As the center of human social and economic activities and the main source of greenhouse gas emissions, cities play a core role in the development of global low-carbon economy. This paper takes Shenzhen as the research object, explains the existing problems and suggestions of low-carbon cities, and puts forward the low-carbon development approach of Shenzhen under the premise of ensuring steady economic growth. Its green and low-carbon industrial system is accelerating, the clean and efficient energy system is becoming increasingly perfect, the green and low-carbon transportation level is leading the world, the development of green buildings is making solid progress, the ecological livable Shenzhen model is taking the lead, green and low-carbon living consumption highlights, green science and technology innovation plateau is taking shape, and green and low-carbon regional opening and cooperation is rich and colorful. All these indicate that Shenzhen has made remarkable progress in low-carbon construction.
